HomeMy WebLinkAboutCCMin_63Aug281976 REGULAR MEETING OF AUGUST 28, 1963 The meeting was called to order at 7:00 P.M. with the folla-~ing members being present: Harold Nilsen, Mayor; W. A Mortensen, Clerk; Charles P. Stone, Willis Warkentien, Trustees. Also present were Attorney M. J. Galvin, Jr., Engineer Bradford Lemberg, Treasurer William E. Olsen, and Deputy Clerk Tina Vavoulis. Absent: Trustee George J. Shaver. Stone moved, seconded by Warkentien that the minutes of the special meeting of July 15 be approved. Carried. Stone moved., seconded by Nilsen that theminutes of the special meeting of August 19, 1963 be approved. Carried. Resignation of setter from Edwin A. Johnson tendering his resignation Edwin A. Johnson, because he is moving out of the Village was read. Justice of the Peaces Nilsen moved, seconded by Stone that resignation effective September 1st be accepted for the reasons given in Mr. Johnson's letter. Carried. Appointment of Justice After discussion, Mayor Nils en moved, seconded by of the Peace: Mortensen and it was unanimously carried that Attorney Drain L. Jones, 18l~6 Arena hereby be appointed as Justice of Peace for the Village of Falcon Heights tv serve out the remainder of the term of Edwin A, Johnson commencing September 1st, 1963 and that the Village Clerk will arrange for a bond. Clerk Mortensen administered the oath of office to the new Justice of the Peace. Fiscal Agent -- - Preliminary Plan for Robert Sander of Juran and Moody presented a Preliminary Refinancing Sewer Plan for Refinancing - Sewer Improvement Debt. It was Improvement Debts agreed that he would again appear before the Council at the regular meeting scheduled for September 11 and will have the plan worked out and refined. He requested authority to call the Clerk or Attorney if anything unforeseen happens to affect the plan more than a few ' dollars, and was advised that if this should occur, a special meeting of the Council could be arranged immediately. Financing of 1963 Engineer Lemberg gave the following estimates: Watermain and Sewer Resurfacing contract to be let out next spring Improvements: $17,000. Total contract cost 1 3,8' Engineering fees on the two 8,964 Legal fees 1,t~39 Hydrant posts, tie rods, etc. 18l~ Service tappings 5,010 fit. Paul Inspector 700 Total construction cost 160,223 Less St. Paul Credit 8 000 a roximatel 1 pp y Contingencies 309 Estimate complete cost 1~3, b~ This figure does not include Lindig and the seven houses on North Snelling Avenue that will get water. 1977 Lindig Street - approximately $ 17,000 dater for North Snelling Avenue 8,000 General Obligation Improvement Bonds - Proposals It was estimated that approximately X180,000 will be needed to finance these pro3ects. Stone moved, Mortenson seconded that the following proposal made by Juran and Moody be authorized by the Village Council.: Juran and Moody will work with officials, engineers, and attorney to set up a program of revenue necessary to adequately service the bonds to be issued and will cooperate with attorney in the preparation of the necessary proceedings that must be taken prior to the issuance of such bonds. As part of arrangement, t}~e3~' to purchase x$180,000, more or less general obligation improvement bonds to be dated October 1, 1963, at par and accrued interest, to be payable serially over a period of not to exceed 20 years, all bonds maturing after the 18th year to be callable in 2 years from date of issue or any interest payment date thereafter, at a price of 103. In addition, all bonds maturing after the 10th year to be callable in 10 years from date of issue or any interest payment date thereafter at a price of 103, and all bonds to be payable at a bank to be designated. All bonds shall bear interest, payable semi-annual, at an average annual net interest rate not to exceed 3.70%. This bid is made by Juran and Moody for prompt acceptance and subject to the unqualified approval of Briggs and Morgan, attorneys, as to the legality and regularity of all proceedings had in the issuance of said bonds. It is further understood and agreed that these bonds will be delivered. to Juran and Moody on or before October 7, 1963 or at their option thereafter. Juran and Moody agree to pay for the necessary approving legal opinion. They also agree to pay for the cost of priming said bonds. Upon a vote being taken, the foregoing proposal was duly accepted by the Village Council of Falcon Heights, Minnesota this 28th day of August, 1963, Civil Defense: Falcon Heights Civil Defense Director Stanley Schultz was present and he and Mayor Nilsen advised that they had consulted with officials of Civil Defense and were advised that the village will be furnished with trucks and welfare labor from the City of Saint Paul, and under Schultz supervision should mare shelter supplies into the University shelters. An expenditure of approximately X1.00 for truck driver service was requested of the Village. Action on this matter wad tabled. 1 1 1 1978 Filling Station Pumps Council was advised that if there are two hoses on and Hoses: one housing with each of the hoses giving a different grade of gasoline, this is considered two pumps, and charges should be made accordingly. Falcon Heights Cities Council was advised that Mr. Leonard is running a used Service Station - car lot contrary to the ordinances of the Village of Used Car Sales s Falcon Heights. Deputy Clerk was instructed to write this station and state that license cannot be approved until such time as he complies with ordinance. Fire Department Drill: The Council was advised that during a practice drill on the wilding which houses Gray's Drug Store, one of the letters on a sign was damaged and put out of use. Schul,~y inquired as to insurance. Furthermore, the Council was advised that this was partially due to the fact that the department boys have not had enough practice drills. The Fire Department officers recognize this and will take the necessary steps to remedy. Roberts Apartment Building: It was the intention of Roberts Construction Company to put clothes poles on the ten foot buffer zone adjacent to the rear property line. Letter from Attorney Galvin dated August 27 stated that the Resolution granting the building permit i~iay 15, 1963 requires a ten foot setback between the rear property line and the north edge of the off-street parking. Council was also advised that Roberts is also connecting the two areas of asphalt. This is in vio]a tion of ordinance and it was agreed by the Council that the requirements of the ordinance must be enforced. Attorney Galvin will contact John Daubney, Attorney, regarding this matter, and the building inspector will be instructed to hang a red tag to halt work on the parking lot. Building Permit Mayor Nilsen would propose that buildingpermits be issued Issued in two parts: in two parts - the first Part A could be for the building itself, and Part B to be issued by Village Engineer when parking lot is to be commenced. Engineer Lemberg Before signs were put up from noon July 25 to noon July 26 Traffic Counters there were 826 cars. After 'No Traffic' signs were in Maple Knoll: installed and from noon August 27 to noon August 28, there were 68?~ cars. Heaviest count before signs was from lt:00 to 5:00 with 350 cars; after signs were put up, there were 102 cars. The next heaviest count.before signs were put ~ was from 7:00 A,M. to 8:00 B,M, and was 59 cars, and after signs were put up, there were 61 cars. Traffic Signs: It was agreed that signs reading 'Not fctt~ Thru Traffic' would be more suitable than the existing signs reading 'No Thru Traffic,' Engineer will arrange for the change. 1979 1963 Watermain and Blacktop Construction Company will begin sweeping the Sewer Improvements streets next week - September 6, 1963. Trees: Lemberg will communicate with Dr. C. Gustav Hard in order that a tree trimming program can be established. Attorney Galvin The petition to hook up to Roseville water has not as North Snelling Avenue yet':been completed The estimate of cost is X6.50 per Water: front foot. Funds Available for RESOLUTION OF THE VILLAGE OF FALCON HEIGHTS FOR Investment: THE INVESTMENT OF SURPLUS FUNDS AND SINKING FUNDS WHEREAS, the Village of Falcon Heights has established certain sinking funds for the amortization of existing indebtedness for Village improvements, and, WHEREAS, said surplus funds are now on hand, and WHEREAS, it is in the best interests of the Village of Falcon Heights to invest these funds in approved revenue pro- ducing investments, NOW, THEREFORE, BE IT RESOLVED, that the Village Council of the Village of Falcon Heights authorizes and directs the Village Treasurer to make the following purchases from the First National Bank of St. Paul and further authorizes said bank to hold the same investments in safekeeping until further action or direction by the Village Council or Treasurer: 1. X15,000 in U, S, Treasury Bills, due December 27, 1963, yielding approximately 3.25 per cent interest, said purchase to be made from surplus funds in the Sanitary Sewer Improvement Fund No. 1. 2, X3,000 in U. S, Treasury Bills, due February 20, 196l~, to yield approximately 3.l~5 per cent interest, said investment to be made from surplus funds in water Main Improvement No. 1. Mortensen introduced the foregoing resolution, Warkentien seconded, and upon a vote being taken, said Resolution was adopted this 28th day ~ August 1963. Lindig Road: The easement of the east !t0 feet of property has been found with the Register of Deeds and the Council can now proceed with the road improvement. Lindig Plat #2 Attorney Galvin will obtain photo copies of Plat #2 for the the Village Files. Hermes Car Washs Substantial work has been done in the parking and driving area north of the Car Wash.
