REGULAR MEETING OF SEPTEMBER 25, 19b3
The meeting was called to order at 7x00 P.M, with the following members being
present: Mayor Harold Nilsen, Clerk W, A, Mortensen; Trustees Charles P.
Stone and Willis Warkenti.en. Also present were Village Engineer B. Lemberg,
Village Attorney Michael Galvin, Treasurer William E, Olsen, and Deputy Clerk
Tina Vavoulis. Absent: George J, Shaver, Trustee.
Stone moved, seconded by Mortensen that the minutes of the regular meeting of
September 11, with corrections, be approved, Carried.
Stone moved, seconded by Nilsen that the minutes of the special meeting of
September 18 be approved. Carried.
Complaint about Mrs. Sommers and daughter of 1701 Fairview Avenue were
Outside Lighting present to register complaint that Roberts has placed
at Roberts Apts.: outside lights that are extremely annoying and shine on
their property. Mayor Nilsen will look into this matter.
Falcon Heights Church Reverend VanKirk has advised the Village Council that the
Parsonage -Drainage: drainage problem has been referred to their Board of
Trustees for action before cold weather arrives.
Police Department: Donald Arndt, Commissioner, reviewed police department
activities. He also brought up the matter of ~usti.ce
cases occurring on the State Fair Grounds being referred
to Arden Hills Court. Letter from Village Attorney
Justice Court cases dated July 18 was read. It was brought to the attention
referred to Arden of the Council that the State Agricultural Department
Hills Court: appoints a Justice to the State Fair Grounds for ten days
during which time the State Fair is held. This Justice
lives in Arden Hills, and the State Fair Grounds policemen
continue to refer offenders to Arden Hills after the fair
has closed. Matter will be investigated further.
Merit Raise for Warkentien moved, seconded by Stone, that a merit raise of
Police Officers $10.00 a month effective January 1, 19b~. be awarded to
Officer Owen Harmer, This amount is in addition to the
X1,0.00 raise polieeofficers will receive automatically
beginning January 1, 196.. Upon a vote, the motion was
carried.
Falcon Heights Cities Motion made by Stone, seconded by Warkentien,that in
Service Station - accordance with the recommendation of the Planning
Variance: Commission the granting of a conditional use permit be
made to Mr. Robert Leonard of the Cities Service Station,
providing that not more than four cars are kept on the
premises for sale or display purposes and only one be
displayed on a non-stationery ramp with no lights, banners,
or signs. Motion carried.
On motion by Mortensen, seconded by Stone, and carried, #.he
following Resolution was adopted:

1. It is hereby determined that there are dal.inquent

the proper tax lists of the County and such assessments shall

Special Meeting A special meeting was called for on October 7, Monday at

Attorney Galvin - 7:30 P.M. for the purpose of discussing the budget.
Attorney advised that there was an error made iri the
Error in Levy for resolution providing for the issuance and sale of Watermain
1961: and Sanitary Sewer Improvement Bonds of 1963, which called
for a 1963 levy for bond and interest redemption in the
amount of X3,000,40, This would increase the amount to
be levied in Falcon Heights in 196l~. Correction has been
made and above amount has been deleted.
Justice of the Peace Dwain L. Jones has signed his oath of office and same
Bond: has been filed with the Secretary of State and the Ramsey
County District Court. Warkentien moved, Nilsen seconded
that the following Resolution be approved. Carried.
WHEREAS, Dwain L. Jones, who was ap pointed Justice of
Peace for the Village of Falcon Heights on September 11,
1963 has presented. a form of corporate surety bond to the
Village of Falcon Heights, and
WHEREAS, said bond is in the amount of X1,000 and has
been approved by the Village Attorney as to form,
NOW, THEREFORE, BE IT RESOLVED that the surety bond
furnished by Dwain L. Jones be and is hereby approved,
Other matters brought to the attention of the Council by
Attorney Galvin were as follows:
Justice Fines: 1. Jus tices of the Peace should review their schedule of

Art Lindigs 3, Art Lindig Project and assessments on property adjoining.
Snelling Ave.Waters I~. Easement on the West side of Snelling Avenue on
the .back end of the lots for laying of water 13.nes.
Police car calibrated: 5. The police cax should be calibrated at least every six
months. This was brought to the attention of the
Council because it had been discussed in two different
court cases.
Snelling Ave. Water: 6. Preliminary contract between the Village of Falcon
Heights and Roseville as to the water main connection
was reviewed.
Plumbing Permits: After discussion, it was agreed that any plumber doing
at~y kind of plumbing in .the Village of Falcon Heights must
have a license from the Village. Letter dated November l8,
1959 was reviewed - written by Attorney Graham.
Building Permits on Permits have been issued by the V311age for faculty homes
Farm Campus: for reasons of public health and safety; however, request
for a building permit for University building need not
be made.
Engineer Lembergs
Council. gave permission to the Engineer to address a letter
Hermes Drainage & to N. L, Hermes regarding the unsatisfactory progress being

Resurface Roselawn Upon request of the Engineer, he was given permission to

Street Maintenance Engineer recommended that sealing of the streets ti'Vest of
Budget: Snelling Avenue be appropriated in the 1961 budget, approxi-
mately ~l~,000. Also an estimated X2,000 for patching and
repair in other areas.
Falcon Heights Mr, Korstad and Mr. Keller have advised they will try to

Trees: Motion made by Stone, seconded b'y;N3lsen that we enter into
a contract with the Lakeland Tree Service, Harlow Huber~owner~
for trimming of 67 trees and removal of two trees on Asbury

Trees: is to be started October 3, 1963. Attorney will draw
up the contract.
Dr. Hard will make a survey to determine if there are
any trees that need emergency service in the Northome
area.
Maintenance Man Motion made by Stone, seconded by Mortensen that Mr.
Supplies Quarn be authorized to acquire tree trimming equipment
recommended by Dr. Hard, at a total cost not to exceed
$30.00. Suggested equipment and cost are as follows:
