The meeting was called to order at 7:00 PM.

D. PUBLIC HEARING
Ordinance 22-01 Vacant Home Registration a. Staff Liaison Moretto introduced the proposed Vacant Home Registration ordinance, which has been reviewed by the city attorney. It is based off of the 2020-2021 Planning Commission subcommittee’s recommendation to
limit the ordinance to registration of vacant properties as a starting measure to address vacant property issues. Moretto explained the evolution of the ordinance through two different subcommittees and multiple review cycles at Planning Commission meetings and attorney edits that have brought it to the present draft.
b. Public Hearing Speaker #1 – John Larkin, 1725 St Mary St. John is a former Chair of the Planning Commission and sat on the initial subcommittee that drafted the ordinance. John made a suggestion regarding exemption for vacationing residents versus longer term
vacancies. Moretto suggested that the city could reach out to licensed
trash haulers to explore whether vacation holds could be used as exceptions to ordinance enforcement.
c. There were no other public speakers, and the public hearing was closed
by consent
d. The Commission discussed their thoughts. Commissioner Mogen emphasized the benefits of the simplified scope of the ordinance and recommended that the City Council adopt it as written. Commissioners Painter and Wassenberg recommended moving forward as well. Council
Liaison Wehyee commented about the limited nature of the ordinance and the ordinance as a service.
e. A motion was made by Mogen that the Ordinance establishing a Vacant
Property Registration and the accompanying Summary Resolution be
recommended to City Council. Motion to Recommend Ordinance and Resolution Approved: 4-0 E. NEW BUSINESS
