HomeMy WebLinkAboutCCMin_63Nov132fl30 REGULAR AdEETING OF NOVEMBER 13, 1963 The regular meeting of the Village Council was called to order at 7:00 P.M. with the following members present: Mayor Harold Nilsen, Clerk W.A. Mortensen, Trustees George Shaver and Willis Warkentien. Also present were Treasurer William Olsen, Attorney Michael Galvin, and Engineer Brad Lemberg, and Depaty Clerk Tina Vavoulis. Absent: Trustee Charles P. Stone. It was moved by Shaver, seconded by Warkentien that the minutes of the regular meeting of October 2~ be approved. Carried. It wa.s moved by Mortensen, seconded by Nilsen that the minutes of the special meeting of October 28 be approved. Carried. X525,000 General Mr. Bob Sander of Juran and Moody was present and submitted Obligation Refunding to each council member three schedules summarizing the final Server Improvrsment result of the suer debt refinancing program. He also re- Bonds - 1©/1/63: viewed this program with the council. Roberts Apartments - Petition was read by Mayor Nilsen wherein residents of Petition on Parking apartments at 18?s5 and 1855 W. Larpenteur requested the Lot: c®ment block that s eparates the t-wo parking lots be removed. Petitioners explained that to go east or to go to downtown St. Paul from the apartment at 1855, one must first go west on Larpenteur, then make a U turn. They felt that i.f it were possible to go through the ad3oining parking lot at 18115 Larpenteur, and out onto Fairview Avenue, it would be less hazardous. Mayor Nilsen advised that when the builders of apartments applied for a building permit, this matter was revienred extensively, and permits would not be issued unless parking lots were separated, thus being in accordance with Village Ordinance. It was suggested to these petitioners that they revise this petition somewhat and refer same to the County Engineer requesting acut-away be made on the median strip to enable them to cross over without first going west. Fire Department - Purchase of Air Fire Chief Al Helbig requested purchase of one Scot Air Pack Masks: (self-contained air mask) -purchase price of $~21~2.00 with extra tanks -purchase price ~1~8 to X50. This mask can be used when smoke or air is such that one cannot breathe normally. Motion made by Mayor Nilsen, seconded by Warkentien that purchase of the above be authorized at a cost of approximately X300.00. Carried, The Fire Department will match this{ purchase out of free funds in their organi- zation. WindorQS for Three bids were received on construction of two windows Dormitory: to replace existing ones, which are not satisfactory. Bids were referred to Village Engineer for recommendation. Tank Truck Sale: After discussion, it was decided that Fire Chief make contact with someone about whether or not the leaks in two of the truck§ compartments could be mended satisfactorily. Police Department - Police Car radio: Police Commissioner Don Arndt has requested approval of 2031 the Council for purchase of a new radio inasmuch as the present on®, which was purchased in 1957, is not functioning to its capacity. ~arkentien moved, Stone seconded that purchase be allowed. Carried, Neer Squad Car Speci- Trustee Warkentien introduced the following Reso- fications & Order ing lution and moved its adoptions Advertisement for Bids s yVIiEE~AS, pursuant to a resolution passed by the Council, the Police Commissioner has prepared specifications for the purchase of one new squad car, and has presented such. specifications to the Council for approval; NOW, THEREFORE, BE IT RESOLVER BY THE VILLAGE COUNCIL OF THE VILLAGE OF FALCON HETGHTSs 1. Such specifications, acopy of which is on file in the Clerks office, are hereby approved. 2. The Village Clerk shall prepare and cause to be inserted in the official paper an advertisement for bids upon the purchase of such squad car with a trade-in on the present car. The advertisement shall be published for one successive week, shall state the specifications, shall state that bids will be opened and considered by the Council at 8:00 P.M on Recember 11, 1963 in the village chambers of the village hall and that no bids will be considered unless sealed and filed with the c lark. 1963. Adopted by the Council this 13th day of November Cler ' ~, ; ~;~. ~~- ~~ . .~ Mayor The motion for the adoption of the foregoing resolution eras seconded by 5havor and upon a vote being taken, all memberspresent voted in favor of said resolution, whereupon said resolution was declared duly passed and adopted, Lindig Agreement: Resolution - Trustee Shavor introduced the following Resolution and moved its adoption; WHEREAS, Arthur A. Lindig, Lillian E, Lindig, husband and wife, and Lindig~s Midway Greenhouses, Tnc. c~rrri certain real estate within the Village of Falcon Heights which has been platted as Lindig Addition and Lindig Addition No. 2, and 2032 WHEREAS, the Village of Falcon Heights has installed certain improvements on that public street krn~on as Lindig Avenue or Lindig Road, and WHEREAS, it would be in accordance with good mwzicipal planning and otherwise beneficial to the Village to protect the interests and rights of all landowners to the East of said plats and Lindig Road, .NOW, THEREFORE, BE IT RESOLVED THAT agreement bet~veen Arthur A. Lindig, Lillian E. Lindig, husband and wife, and Lindig~s Mid~ray Greenhouses, Inc., and the Village of Falcon Heights, a copy of which is attached to these minutes, is hereby approved, and the IvSayor and Clerk of the Village are authorized and hereby directed to affix their signatures to the same. The motion for the adoption of the foregoing resolution was seconded by Warkentien and upon a vote being taken, all members present voted in favor of said resolution, whereupon said resolution was declared duly passed and adopted. Licenses Approved: Master Gas Mortenson moved, seconded by Warkentien and duly Installer: carried that the application for Master Gas Installer's license for the folla~ixag be approved: Fred Vogt and Co. -3260 Gorham Ave., Minneapolis, Minna Master Plumber's Upon examination by the attorney of the bond and certi- License: ficate of insurance submitted by Avoles Plumbing, to determine if all was in accordance with provisions of Village Ordinances, it was established that provisions have been complied with and Mortenson moved, seconded by Shavor that the license application for the following be approved: Carried. Walter Avoles ~ivoles Plbg., ?79 E. 7th Street, St. Paul, Minnesota Filling Station Mortenson moved, WarkentiBn seconded that the license License: application submitted by the new owner of the Falcon Heights Shell Oil Station, Donald D. Johnston, be approved. Carried. Warkentien wi11 inquire as to the contract far gasoline which the Village has with this station, that is whether or not it still remains in effect with the new owner. St. Paul Inspections Couneil was advised that the Board of Water Commissioners of Water Lines: has been stamping the words Not Guaranteed by Board of Water Commissioners on water lines they have inspected. Attorney Galsin and Engineer Lemberg were instructed to confer with Commission regarding this and the Agreement previously signed bet:+reen the Village and the St. Paul Water Department. 2033 Lindig Street -Grading Trustee Shavor introduced the follcming Resolution Project - and moved its adoptions Contract Awarded: WHEREAS, pursuant to an advertisement for bids for the improvement of Lindig Street,-bids were received and opened on October 28, 1963 and referred to the Village Consulting Engineer for report at the meeting of November 13, 1963, and WHEREAS, it appears that LaValle Construction Co. of Hugo, Minnesota is the lowest responsible bidder, NCB, THEREFORE, BE .IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF FALCON HEIGHTS, MINNESOTA: 1. The aa~yor and clerk are hereby authorized end directed to enter into the attached contract with LaValle Construction of Hugo, Minnesota in the name of the Village of Falcon Heights for the improve- ment of Lindig Street from the North line of Larpen- teur Avenue to a point 128t~ feet North of said line by providing a driving surface 30 feet wide and improve the same by grading and base cons traction which shall include stripping top soil from ex- cavation area, excavating the proposed roadway to the wid~,h and elevations shown on the plan, shaping the boulevards, cutting in the drainage ditch required in the drainage easement and placing and compacting the gravel base, according to the plans and specifications therefore approved by the village council. and on file in the office of the village clerk. 2. .The village clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
