REGULAR MEETING OF NOVENIDER 27, 1963
The regular meeting of the Village Council was called to order at 7:00 P,M.
with the following members present: Mayor Harold Nilsen, Clerk W, A.
Mortensen, Trustees George Shaver and Charles Stone. Also present were
Treasurer William E, Olsen, Attorney Michael Galvin, ~igineer Brad Lemberg,
and Deputy Clerk Tina Vavoulis, Absent: Trustee Willis Warkentien.
Mrs, Maureen Thomas was present for the League of Women Voters,
Workmen's Compensation In response to requests for bids sent to six
Insurance Bidss agencies, one bid was received from the follow~.ng
agent:
Harold Ifrinke of the Bosshardt~Telson Agency
for Iowa National Mutual Insurance Co. ~1,099.1~0
It was moved by Mortensen, seconded by Stone to
accept the bid for Workmen's Compensation Insurance
from the above. Motion carried.
Falcon Heights Cities Council was advised that this filling station had
Service Station at one time nine cars for sale on their premises,
whereas the conditional use permit was issued stating
Used Cars for sale: that a maximum of four cars would be permitted, The
deputy clerk was instructed to write Robert Leonard,
owner, requesting him to appear before the council
at the next regular meeting, December 11, 1963.
Governmental Mortensen advised that the law which will go into
I~nunity: effect on January 1, 1964 regarding governmental
immunity will probably not affect the insurance
carried by the Village. The Village is adequately
covered.
Sick Leave - B. J. It was reported that B. J. Slama will be hospitalized
Slama -Fireman: for possibly another three weeks, and the Council
agreed that he should continue to receive his regular
check inasmuch as he is on sick leave. Slama will turn
over his workmen's compensation checks to the Village.
Police car radio: Inasmuch as police car radio was bought with matching
funds from the Civil Defense Department, it may not be
sold or traded in without authorization from the
Department. Trustee Warken tien will obtain information
and advise the Council.
Trees: There are five stumps from trees that need removal.
Deputy Cle rk was instructed to contact the owners of
the homes and advise them that shortly after the first
of the year, those stumps will be removed.
Water and Severer The City of St. Paul advised that Nodland owes them

Construction Company circuit damaged as result of undermining street
Payment of Estimate li.~hting cable, Engineer Lemberg advised the Council
#2 that Nodland had permission from a St. Paul Inspector
to take a street light out, and after doing so, another
inspector came out and blamed Nodland for breaking it

and this inspector put the street light back up; far
this work, the City of St, Paul has billed Nodland.
Lemberg advised this is merely a mix up between two
different inspectors. Inasmuch as the entire amount due
Nodland Construction is not included in payment of
Estimate ~#2, Lemberg recommended payment,
Windows for Dormitory Lemberg advised that Dennesen Company proposed aluminum
- Fire Department: windows that fasten on the outside of the window opening
at a cost of X1.03,1.1. These windows could not be opened
from the inside if installed in the manner proposed.
Minnesota Rusco Company proposed wooden frame between
windows. These would be removable from the inside but
could not be opened from the inside for any kind of
ventilation at a cost of X90.00. These would be steel
rather than aluminum.
Don Schoen of the Fire Department proposed building entire
frame from boards in storage and they would be hinged at
the top to allow opening from the inside at a cost of
$x.5.00. These could be removed for storage during the
summer months.
Upon recommendation of the Village Engineer, Nil sen moved,
Shavor seconded that Don Schoen be awarded the contract to
construct two windows for the dormitory at a total cost of
~1t5.00. Carried,

8 Walter Hermes of Rosetown Sanitation had been instructed

California Ave, by the Village Engineer to proceed with work necessary to
clear the sewer from the main line :~o the boulevard, and
in doing so, discovered the trouble was due to huge roots
which were removed and brought to the Council as evidence.
Engineer stated this could happen because a point was not
properly sealed at the time of installation, Nilsen moved,
Shavor seconded that this matter be referred to the Village
Attorney for action and referral of expenses incurred at
this time to the installer of the sewer line, Peter Lametti.
Motion carried,
Painting & Cleaning Engineer will obtain specifications as to kinds of paint
Village Ha11.: best suitable for walls, stairways, etc. in the building,
Trailer at 1906 North The residents of the home at this location were forced out
Albert: due to a fire that gutted the interior. The family is
living in a trailer parked in the front lawn while repair
work is being done. Deputy Clerk was instructed to find
out haw much longer the trailer will remain parked there.
Water Connection 1963 -
North Snelling Ave.: Engineer Lemberg advised that permit has been acquired from
the Highway Department and contract will soon be let out to
begin work on laying the water lines to serve this area.
St. Paul Inspections Engineer advised that the St. Paul inspectors are stamping
of Water Lines: 'Not Guaranteed by Board of Water Commissioners inasmuch
as they do not guarantee (for 30 years). any lines that are
not wholly instal.led by the St, Paul Water Department.

George Zaier Garage fir. Krumm of 1901 Simpson was present regarding a garage
1892 Arona: being built at 1892 Arona which is part of Juhl's Addition
and which garage is being cons tructed contrary to the
deed restrictions. Mr. Krumm was advised that the Village
has no knowledge of any restrictive covenants in the
Village, and that the property owners themselves are
responsible for any action they feel must be taken.
However, the building inspector has advised Attorney
Galvin that no building permit has been issued for
construction of a garage and suet building, is therefore
unauthorized. Because of this, the building inspector
will be requested to place a red tag on the work.
Attorney will contact all persons involved, Zaier,
his attorney, and the building inspector, no later
than Friday of this week.
Double Garages There was discussion regarding future construction
of double garages,
Licenses approved:
Master Plumberts Upon examination by Attorney Galvin of the bondsand
certificates of insurance submitted by the following,
_ and upon adv3.sing that both were filed in conformance
with the provisions of Ordinance No. ~.5, Mortenson
moved, Stone seconded that licenses be granted. Lotion
carried.

Police Department - Galvin advised that some business places in the Village
have been using the Justice of the Peace Court as a
Bad Checks: collection agency. It appears that the businesses
have reported to the Police Department regarding bad
checks received. Police Officer has then tried to
contact the writer of the bad check, and if successful,
the writer usually pays to the officer the amount of
the check. The business man is then reluctant to
press charges. It was recommended by the Attorney
that Justice of the Peace discourage any extra activi-
ties and concern itself mainly with traffic cases.
It was also recommended that whenconfronted with a
case of felony, same be referred to the Ramsey County
Attorney.

Proposed Land Village Engineer azr3 Village Attorney will meet to review
Subdivision Ordinance this proposed ordinance and report to the council at the
& Platting Regulation next meeting, December 11, 1963.
