HomeMy WebLinkAboutCCMin_63Dec1120.0 REGULAR GREETING OF DECEMBER 11, 1963 The regular meeting of the Village Council was called to order at 7:00 P,M. with the following members being present: Mayor Harold Nilsen, Clerk W, A. Mortenson, Trustees Charles Stone arsi Willis Warkentien. Also present were treasurer William E, Olsen, Attorney Michael Galvin, Engineer Brad Lemberg, and Deputy Clerk Tina Vavazlis. Absents Trustee George Shavor. Mrs. Jenkins of the League of Women Voters of Falcon Heights was present. It was moved by Stone, seconded by Mortenson that the minutes of the regular meeting of November 13, 1963 be approved. Carried, It was moved by Mortenson, seconded by Stone that the minutes of the regular meeting of November 27, 1963 be approved, Carried, It was moved by ti'~arkentien, seconded by ~~ilsen that the minutes of the special Canvass Board meeting of December ltth be ~ proved, Carried, Application for Master Mortenson moved, Stone seconded that the application Plumber's License: for PJlaster Plumber's License submitted by Clarence Deeb of Roseville Plumbing be approved. Carried, Assessors School: Mortenson read letter referring to classes for assessor that will be held starting December 12, 1963. League of Minnesota Letter from this league regarding a course starting Municipalities: on January lath for newly elected mayors or councilmen was read, This letter was referred to 4Yilliam H, Black, newly elected trustee. Ramsey County League Letter from this League was read regarding a meeting of Municipalities: to be held on December 18, 1963 at 8:(~ P,M, at White Bear, Minnesota, Village Light Surveys Survey was reviewed and discussed. It was decided that each council member will study his own area as to light needs, as follows: West of Snelling & incl. Hollywood Court; H, Nilsen East of Snelling Avenue: W, A, Mortenson Northome Area: C, P, Stone Tree Trimming: Deputy Clerk was instructed to contact Dr. Hard about a program for the coming year, so ads for bids can be inserted in the paper within the next week. Fire Department Tank Stone reported that the tank truck was sold to the Truck Sale: Village of St, Joseph, Minnesota for X1200,00, That Village ~ s order check for ~bla25.00 as part payment was received at the time one of their firemen came to take the truck to St. Joseph, The balance is to be paid. by them when the title card is signed over. Hose purchased for Warkentien advised that hose, couplings, etc. had been skating rink floodingt ordered for maintenance man to use in flooding skating rinks. He further advised that there are now six hockey nets available for use at the rinks, 2041. Vacation Pay: Question has been raised as to whether an employee can receive his vacation pay when he does not take time off for a vacation, i.e., receive double pay if he works instead of taking time off for vacation. After dis- cussion Warkentien moved, Stone seconded that employees must take vacation and that no extra .pay can be given if vacation not taken. Opening of Bids: Clerk Mortenson read advertisement for bids as published in the Suburban Life Newspaper. Squad Car: One biGi was received and opened. Warkentien moved, seconded by Stone that after reviewing the one bid submitted by Midway Ford Company the following resolution be accepted; i~'FiEREAS, pursuant to an advertisement for bids for the purchase of a 19b4 police car in accordance with the resolution adopted November 13, 1963, and pursuant to statutory notice being published on November 20, 1963, bids were re- ceived, opened and tabulated. according to law, and the following bid was received complying with the advertisement: Midway Ford Companiy - 1850 University Ave., St. Paul 1 - 1964 Ford Custom Tlzdor - complete to attached specifications: ~ 2,441.00 Less: Trade-in allowance on present car 800.00 Net cash difference (tax exempt) ~ 1,641.00 Delivery: 30 - 45 days from receipt of purchase order WHEItEA5, it appears that Midway Ford Company is the lowest responsible bidder, NOY~I, THEREFORE, the Mayor and Clerk are - hereby authorized and directed to enter into a purchase agreement with Midway Ford Company in the name of the Village for the purpose of purchasing said police car according to speci- fications approved by said Village Council. Upon a vote being taken, the motion was carried. Police car Radio: Inasmuch as a trade-in allowance of X200 will be allowed for the police department radio, which was bought with Civil Defense matching funds, the Federal Civil Defense Department is to be paid X100 as its share of the trade-in value in return for release from them in allowing such trade-i.n. The Deputy Clerk was instructed to write the Civil Defense Department requesting authorization of trade-in. C~ 1 f L__ 2a~2 Fire Department Fire Chief Al Helbig advised he and Stanley Schultz Requisitions to visited the Civil Defense warehouse at the Fair Purchase surplus Grounds and requested Council approval for purchase CD Supplies: of various items available. Stone moved. that the Fire Department be authorized to purchase from Civil Defense surplus stock the following: 25 self-contained gas masks ~ $1.Of3 each 5 oxygen masks ~ 1.(?0 2!~ pair mittens ~ .25 pair 1 reel for rolling up hose used for skating rinks X1.00 1 roll canvas to be is ed as tarpaulins for fire trucks Total price of all items shall not exceed $60.00. Motion was duly seconded by tiYarkentien, and upon a vote being taken, all members present voted in favor of purchases. Ramsey County Deputy Council was advised that a Deputy Sheriff had tagged five Sheriff - cars for parking on the wrong side of the street in this Village. Furthermore, these tags were issued to Roseville Tagging of cars in Court. Police Commissioner Arndt stated that it has been limits of Falcon the policy of officers in the Village to first warn, Heights offenders before issuing tickets, Arndt inquired of the Sheriff's office as to the legitimacy of the tags and was advised that same is a State Statute and that he would be sent copy of same, but to date has not received it. Ramsey Gounty Sheriff advised that for the remainder of this year no tickets of this nature would be issued, X525,000 General VV~iEREAS, the American National Bank of St. Paul has Obligation Refunding been designated the fiscal agent and trustee for the Bonds: X525,000 General Obligation Sewer Refunding Bonds of 1963, and American National Bank given authority IiPHEREA5, the Village Consulting Fiscal Agent, in to make additional con3unction with the American National Bank have prepared investments: a payment schedule for the pa4Yment of said bonds, and WHER]~~ASy it is necessary to invest and re-invest cash collected to meet the payment schedule as prepared by Juran and Moody, N06~, THEF,EFORE, BE IT AUTHORIZED BY THE VILLAGE COUNCIL OF THE VILLAGE OF FALCON HEI(~iTS that the American National Bank of St. Paul shall have the authority to make additional investments of any income cash collected and any uninvested principal cash received on maturity of U. S, Treasury bonds or U. S. Treasury Bills, said money to be invested 3n UPS. Treasury Bills until needed to meet said maturity schedul®. Mayor Nilsen moved for the adoption of the foregoing resolution, Member Y'darkentien seconded, and upon a vote being taken thereon, the following voted in favor thereof: Nilsen, l~tarkentien, Stone, and Mortensen, and. the following voted against the same: None. 2043 Parking on Fairview Avenue After discussion regarding problem of parking in this Just North of Larpenteur: area, and placing signs prohibiting parking on the West side of Fairvie~r Avenue, it was decided that Engineer Lemberg's office be requested to write Deane Anklan of the County Engineer's office for recommendations as to what course could be taken to remedy the parking in the street situation that now exists. Zaier Garages Council was advised that Zaier had decided to abandon the garage in the location planned and discussed in minutes of November 27, 1963, Zaier's attorney now has copy of Village ordinances and he has stated he will review same before mak~g . a formal application for a building permit to construct additional garage. It appears the past action in regard to building this garage was merely a misunderstanding. Sewer Repair Work - A. VPalter Avoles of Avoles Plumbing presented an unpaid 1372 West Iowra Avenue bill of $152.00 due since September 12, 1962 to the Bill due in 1962: Council and requested payment. After discussion and review of the file on this matter, Stone moved, Waxkentien seconded that this bill be paid inasmuch as it was work involved in correcting the original sewer installation at this address. Potion was carried. Proposed Subdivision Attorney Galvin advised that this proposed ordinance Ordinance No. 69: is an up-grading of .our existing Planning and Platting regulations which were adopted in 1951. It is the recommendation of the Attorney and the Engineer to adopt this ordinance. A revised draft of wane was reviewed by the Council, and Attorney Galvin advised he will prepare copies as revised and *nail to each council member for his review. Ordinance No. 3s This ordinance was discussed as to possible revision. Skating rinks Lighting: Warkentien reported that installation of two posts with one fixture directed to hockey rink and one Idaho-Snelling to general skating on each post - 35 foot posts - without posts cost is X277,00. If possible, posts shall be obtained without cost; however, if not possible, posts would be $1.40.00 making a total of X417. Reflectorized units would be an additional X16.00 for a total of X433,00. Falcon Heights School: The price without poles at this location is X310, the addition of a third pole would add another X155.00, such pole to be placed on the south side of the rink and would hecessitate removal during the baseball season. Waxkentien made motion that the above, which is a quotation made by Puska Lighting Supply, be accepted and that said company be authorized to construct same provided that the poles are obtained without charge to the Village of Falcon Heights. In the event 1 1 20l~la. the poles are not avaiiabie without charge, the third pole suggested for the Falcon School rink shall be eliminated from this improvement. Motion was duly seconded by Stone, and upon a vote being taken, all members present voted in favor of the motion, Re--apportionment of Motion was made by Nilsen, seconded by Stone that certain assessments Resolution in the form as appended hereto as Exhibit as a result of A be adopted by the Council. These Voters portfolios are now on file in the Village C1erk~s Office.
