REGULAR MEETING OF JANUARY 22, 196l~
The regular meeting was called to order at 7s00 P.M, with the following members
presents Mayor Nilsen, Clerk W. A. Mortensen, Trustees Willis Warkentien,
Charles Stone, and William Black. Also present were Treasurer 01sen, Engineer
Lemberg, Attorney Galvin, and. Deputy Clerk Tina Vavoulis.
Mrs. Rose of Unit 2 of the League of Women Voters was present.
Minutes of the meeting of January 8, 196l~ were reviewed. Stone moved, Black
seconded that with corrections made, the minutes be approved. Carried.
Legal Newspapers A letter dated January 22, 196l~ from Kenneth Wisneski,
Managing Editor of the Ramsey County Suburban Life
Newspaper, was read regarding its capacity to adequately
handle publishing legal material for this Village.
Attorney Galvin advised that the power to appoint a
legal newspaper carries with it the power to discharge
such 1e gal newspaper at ariy time during the year.
Appointment for the Nilsen moved that the Ramsey County Suburban Life be
Year 196l~: designated as the official newspaper of the Village of
Falcon Heights for the year 196t~. Motion was seconded
by Black and duly carried.
Trees s Stone made motion that the following resolution be
adopted by the Village Council;
IT NOW APPEARING THAT the Village Tree Consultant
has negotiated with the Lakeland Tree Service for
trimming of forty-one (!a].) trees and removal of four
(It) trees on Crawford, Garden, Ruggles, Simpson, and
Arena and Roselawn Avenues at the unit price of X10.00
for each such trimming and removal, and
IT NOW APPEARING FURTHER THAT the consultant has
negotiated with the Lakeland Tree Service for the removal
of five stumps of trees at 1809 Asbury, 1831 Asbury, 1783
Holton, 1433 California, and 11,.53 Idaho for a unit price
of 50¢ per inch in diameter,
NOW, THEREFORE, BE IT RESOLVED by the Village Council
of the Village of Falcon Heights that the Lakeland Tree
Service be employed to perform the above enumerated
services.
Mortensen seconded, and upon a vote being taken the
resolution was duly passed.
Voter Registrations Clarence Kammerer of the County Auditor's office requested.
by phone that the matter of voter registration be brought
before the Council inasmuch as Falcon Heights is one of
only three villages in the County ziot requiring advance
registration. After discussion, the Council agreed that
inasmuch as it would be extremely difficult to get
registrations from the residents who are University
students, and inasmuch as there has been no past experience
to warrant advance registration, that same would ncbt be
necessary.

Village Employee
Bonds Mortenson moved that Ben Kuefler, office employee,
be bonded in the amount of X1,000.00 Stone seconded.
Carried.
Justice of the Peace Attorney Galvin will file with the Secretary of State
Bonds and the Clerk of District Court the bond for Dwain L.
Jones, recently elected Justice of the Peace.
Financial Audit for The Clerk w~.s instructed to contact Pearson and Sands,
the Year 1963: Certified Public Accountants, regarding an estimate
for making an official examination and verification of
accounts of the Village for the operations in the year
1963. Motion was seconded by Stone and duly carried.
Fire Department Tank The Village of St, Joseph, Minnesota ad~rised they
Truck Sales expect to have money in payment of the tank truck by
the first of February.

Annual Apportionment Notice of Annual apportionment of Municipal State Aid

Insurance Division - Letter dated January 20 to all fire chiefs and

Portion of Roberts Stone moved that the matter of the sale of a thirteen foot
Apartments Property on strip -268 feet west of Fairview Avenue- be referred to
Larpenteur Avenue Solds the V~1.lage Attorney for an examination and recommendation
to the Village Council as to steps that should be taken
inasmuch as this sale results in violation of Village
Proposed Subdivision ordinance. Nilsen seconded motion. Carried.

RESOLUTION ORDERING PREPARATION OF REPORT ON IP~PROVEMENT OF
CALIFORNIA AVENUE FROAZ THE WEST LINE OF HAMLTNE AVENUE
TO THE E~.ST LINE OF ARONA AVENUE BY THE
INSTALLATION OF CURBS AND GUTTERS
WHEREAS, it is proposed to improve California
Avenue between the West Line of Hemline Avenue to the
East line of Arona Avenue by the installation of curbs
and gutters, and to assess the benefited property for
all or a portion of the cost of the improvement, pursuant
to Minn. Statutes Secs. 1129.011 to Ja29.111,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
OF FALCON HEIGHTS, MINNESOTA
That the proposed improvement be referred to Bonestroo,
Rosene, and Associates for study and they are instructed to
report to the Council with all convenient speed advising the
council in a preliminary way as to whither the proposed
improvement is feasible and as to whether it should best
be made as proposed or in connection with some other
improvement, and the estimated cost of the improvement as
recommended.
Upon a vote being taken, the motion passed azd this
Resolution was adopted by the Council this 22nd day of
January, 196l~.

Zaier Garage: George Zaier has obtained building permit and is now
1892 Arona constructing an additional garage. Inasmuch as no village
ordinance is being violated, the Council can take no action
to stop this garage from being built, even though the
neighbors are protesting because it is their belief the
aesthetic value of the whole area is being impaired,
Surplus Funds to be Upon recommendation of Treasurer Olsen and fiscal agents,
invested: Juran and Moody, Nilsen moved that surplus funds now in
the Water Main Construction Account of 1963 be invested.
Motion seconded by Black. Carried.
Report of Bonded Treasurer Olsen and Robert Sander of Juran and Moody
Indebtedness: prepared the Report of Bonded Indebtedness at December
31, 1963 and same was referred to Attorney Galvin for
execution and filing with the Ramsey County Auditor.
Meeting Recesseds Meeting was recessed at 9s00 P.M. for pre-scheduled meeting
with representatives of Civil Defense Department - Mr.
Civil Defenses Fanning of the County and Mr. 6nglin of the State Departmment
of Civil Defense. Stanley Schultz, Director of the Village
Civil Defense ~dgram was also present.
Upon inquiry, the council was advised that the supplies to
stock the shelters would become the property of the Village

Stocking of Shelters of Falcon Heights. The City of St. Paul has
on University Property: agreed to supply the manpower needed to move supplies
and stock the shelters. The University and the Board
of Regents will not authorize expenditure of any money
for the purpose.
Regarding supplies that remain through the year on the
fair grounds in unlocked and unguarded buildings, Mr.
Fanning stated he does not believe any pilfering results.
Village Shelters: Considerable discussion was held and the two Civil
Defense representatives stated that Schultz will not have
to supervise stocking of shelves on University property;
the City of St. Paul will furnish supervisor. Further-
. more, they will explore the possibility of city trucks
being used to stock village shelters at 153l~ West
Larpenteux and 1707 North Snelling, approximately 500
units, and the village will be responsible for paying
the drivers.
