REGULAR MEETING OF FEBRUARY 12, 196lt
The regular meeting of the Village Council of the Village of Falcon Heights
was called to order at 7s00 P.M. with the following members presents Mayor
Harold Nilsen, Clerk W, A. Mortensen, Trustees Willis Warkentien, Charles
Stone, and William Black. Also present were Treasurer William E. Olsen,
Engineer Bradford Lemberg, Attorney Michael Galvin, and Deputy Clerk Tina
Vavoulis.
Mrs. Sara Lynn Avery and Mrs. Maureen Thomas of Unit No. 3 of the League of
Women Voters were present.
Minutes of the meeting of January 22 were reviewed. Warkentien moved that
the minutes be approved, Nilsen seconded, and duly carried.
Correspondences
Ramsey County League This organization advised of a meeting scheduled for
of Municipalities February 19, also meetings scheduled for February 13,
Meeting: Mortensen will represent the Village at the meeting on
the 19th.
No, States Power Co. Letter of January 29 advised that a decrease of 0.6
Reduction in rates per Mcf will be made in general service gas rates to
become effective January 27, 196l~.
Letter of February 11 advised that lower rates for
electricity will become effective March 2, 196l~.
League of Minnesota Nominations for the C, C, Ludwig Award for the year
Municipalitiesa 1963 were requested.
Minn. Society for Letter advised that the National Society is holding a
Crippled Children: drive for funds in March. The National is not connected
with the Minnesota society and the general public should
be made aware of this fact.
Dutch Elm Disease Letter from Roger Conklin dated February 1D advised that
Training Courses Ramsey County Agricultural Agency ~ holding training
course was read.
Bert V, Marschke Mr. Marschke was present to obtain preliminary information

and also to inquire as to obtaining city water and sewer,
Dividing his lots It was the Village Engineer's opinion that financially,
this undertaking would not be wise financially, inasmuch
as it would be a large investment, and inasmuch as the
University may consider expanding the golf course, which
is directly adjacent.
David A, McDonald Mr. McDonald's lot is now 75 feet wide and is situated
1879 West Larpenteur in a R-3 zone. He desired information from the Council
as to any suggestions they might have. It appears he
Zonings may some day be hemmed in on all sides by apartment
buildings, and his lot does not have the required 90 feet
width for a multiple dwelling. Council advised that
Lindig's lot adjoining his is only 75 feet wide also, and
that perhaps something could be agreed upon by consulting
Mr. Lindig,

Tree Trimmings Warkentien moved that the Council authorize the Lakeland
Tree Service, Inc. to do the following work in the Village
of Falcon Heights at a cost not to exceed X901.00.
Trees to be trimmeds 23 on Irnra Avenue
23 on Idaho Avenue
26 on California Ave.
Trees to be removeds 1 on California
!t on Toga Avenue
Trees to be cableds 1 on Iowa, Avenue
1 on Idaho Avenue
2 on California
Trees to be repairdds 1 on California
Motion was seconded by Stone, and upon a vote being taken,
motion was carried.
Maintenance Department Engineer Lemberg will make inquiries and advise Council at
Request for Purchase the next meeting as to the type of lawn mower to purchase,
of Lawn Mowers
Sewer Troubles After discussion, it was moved by Stone, seconded by
13l~8 California Warkentien that Rosetown Sanitation's bill for repairing
the sewer at the address above be authorized for payment.
Motion carried, Lametti Construction originally in-
stalled this sewer and they will be contacted in an
effort to recover the monies paid out for this repair.
Julia Lindig Property - Attorney Galvin advised that two parcels of land
1870 West Roselawn belonging to Julia Lindig have been sold. Stone moved,
Re-assessment for Black seconded that the following resolution be adopteds
destroying weeds
WSF.REAS, the following described real estate
located in the Village of Falcon Heights is subject to
certain assessments for destroying weeds and naxious
growths, which improvements were made by the Village of
Falcon Heights, and the benefited property was assessed
pursuant to statutes
The South 600 feet of the East 1/3 of the North 1/2
of the West 1/2 of the East 60 acres of the Southwest
1/!~ and East 25 feet of the North 75 feet of the South
675 feet of said East 1/3 and except the North 1/5 of
said East 1/3 and except the South 675 feet of said
East 1/3, all in Section 16, Township 29, Range 23
in the amount of ~1~2.00 and
WHEREAS, there has been a conveyance of this property
and said property must be re-assessed
NOW, THEREFORE, BE IT RESOLVED by the Village Council
of the Village of Falcon Heights that said assessment is
re-assessed as follows:

1. Except the North 225 feet of the South 825
feet West of the East 25 feet, theSouth 1,05D feet
more or less of the East 1/3 of the Northwest 1/
of the East 60 acres of the Southwest 1/1~ of Section 16,
Township 29, Range 23 in the amount of X36.
2. Except the East 25 feet, the North 150 feet
of the South 825 feet of the East 1/3 of the Northwest
1/!~ of the East 60 acres of the Southwest 1/!~ of
Section 16, Township 29, Range 23 in the amount of $7.
Upon a vote being taken, the Council adopted the
above resolution.
Roberts Construction The property located at 1865 West Larpenteur and
Co. -Sale of Property presently owned by Brooks Church (formerly owned by
to ad3oining land E. Carroll), was increased by this sale from 62 feet
owners to 75 feet, and the Roberts Apartment lot was reduced
from 110 feet to 9? feet. It is the contention of
the Village Council that consultation between Roberts
and the Council should have been arranged when this
sale was being contemplated by Roberts.
Attorney Galvin will prepare letter to the owners of
Roberts Apartments and incorporate in such letter the
apparent violation of village ordinance regarding parking
on the lawn, as well as reduction in the space provided
for parking after sale of the above-mentioned 13 feet.
Fairview Avenue - Engineer Lemberg advised. that the Ramsey County Engineer
'No Parking' signs: has agreed to installation of 'No Parking' signs on
Fairview Avenue 3ust north of Larpenteur Avenue - across
the street from Roberts Apartments - the east side of
~~airview Avenue.
Sanitary Sewer #1 The First National Bank is holding $1.50,000 in bonds,
Sinking Fund Bonds to which should be destroyed. Warkentien moved, Black
be destroyed: seconded that bonds in the Sanitary Sewer #1 Sinking
Fund which have been held in the Village trust account
at the First National Bank, which bonds were cancelled
on December 30, 1963, be physically destroyed. Motion
carried.
California Avenue Curb Nilsen moved the adoption of the follovring Resolution:

BETWEEN THE WEST LINE OF HAMLINE AVENUE
AND TIE EAST LINE OF ARONA AVENUE BY THE
CONSTRUCTION ~F CURBS ANA GUTTERS AND THE
CALLING OF HEARING ON SAID IMPROVEMENT
WHEREAS, pursuant to Resolution of the Council on
January 22, 196l~ a report has been prepared by Bonestroo,
Rosene and Associates, Falcon Heights Village Consulting
Engineers, with reference to the improvement of California
Avenue between the West line of Hamline Avenue and the
East line of Arona avenue by the construction of curbs
and gutters, a1d this report was received. by the Council
on the 12th day of February, 196l~.

Parking-Resolutions
NOW, THEREFORE, BE TT RESOLVED BY THE VILLAGE COUNCIL
of Falcon Heights, Minnesota:
1. The Council will consider the improvement
of such streets in accordance with the report and
assessment of abutting and benefited property for all
or a portion of the cost of the improvement pursuant
to Minnesota Statute, Sections lt29.011 to l~29.111
(Laws of 1953 as amended) at an estimated total cost
of the improvement of X20,680.00.
2. A public hearing will be held on such
proposed improvement on the J~th day of March, 1961
in the Council Chambers of the Village Hall at 8:00
P.M,, aid the Clerk sha11 give mailed and published
notice of such hearing and improvement as required
by law.
Motion was seconded by Black and upon a vote, the
Resolution was adopted by the Council this 2th day
of February 196l~.

Motion made by Black, seconded by Stone that the
Proposed Subdivision Ordinance be referred to the
Planning Commission for recommendation, Carried.
Motion by Black, seconded by Stone that the following
Resolution be formrarded to the Planning Commission
for their recommendation:
WHEREAS, it appears to the Village Council of
the Village of Falcon Heights that the present pro-
visions of Ordinance 6!~ regulating off-street parking
are inadequate, and
WHEREAS, it appears that Section 1l~, provides for
1.3 parking places for each unit and should be amended
to read 1.5 parking places per unit,
NOYV, THEREFORE, BE TT RESOLVED by the Village Council
of the Village of Falcon Heights that they recommend to
the Planning Commission of the Village of Falcon Heights
that the Commission review said provision of Ordinance
64 and make their recommendations to the Council as soon
as practical.
Motion carried.
Ordinance No, 3: Black advised that he had reviewed Ordinance No. 3 with
the Building Inspector, R, K, Magnuson, and certain
revisions were advisable. These were referred to the
Village Attorney.

Ben Griebenow Attorney had been contacted by Mr, Griebenow
1775 No, Snelling regarding payments this property owner had made to
Perron Well Company for repair work contemplated,
Well trouble: and which work had not been completed. Attorney
Galvon will contact the Better Business Bureau in
an effort to determine what action can be taken
because of this payment for materials that never
havebeen received.
Painting Village Ha11s Engineer Lemberg has contacted Ken Sackett of the

Lexington Lumber Company and paint and materials for
work to be completed in the Village Ha11 and Police
Office will be delivered in the next day or two. An
estimate of X370.00 for panelling materials for the
Police Department and. the hallwa (including closing
up the door leading from Kitchen was made. This does
not include the rubber base board.
Snelling Avenue Water Lemberg advised that St. Paul has awarded bid to Webber
Main Projects Tunneling Company from Green Isle, Minnesota for. the
Snelling Avenue Water Main,
Carl Pearson - Mr. Pearson appeared before the Council to explain his
Certified Public letter of February 12 insofar as the additional X500
Accountants charge in connection with auditing of the Village
records for the year 1963 was concerned.
Mortenson moved that the Village retain the firm of
Pearson and Sands, C.P.A.~s and follow the suggestions
in Mr. Pearson~s letter and adopt his recommendations
of adding in the publishing of the Annual Statement and
the bookkeeping assistance, at a cost of not to exceed
~1,l~00 for the complete package, the work to commence
as soon as possible. Motion seconded by Warkentien.
