REGULAR MEETING OF FEBRUARY 26, 1961
The meeting was called to order at 7:00 P.M, with the following members
present: Mayor Harold Nilsen; Clerk W, A, Mortensen; Trustees Willis
Warkentien, Charles Stone, and William Black, Also present were Treasurer
Wm, E, Olsen, Attorney Pike Galvin, and Brad Lemberg, Engineer, and Deputy
Clerk Tina Vavoulis.
Mrs. Rodney N, Olson eras present for the League of Women Voters,
Stone moved, seconded by Black that the minutes of the meeting of February
12 be approved, Carried.
Corresporxlence
Road & Bridge Fund County Auditors letter of February 2!~ advised that
19631 an apportionment of X7.,876.31 has been made to the
Village for construction and maintenance of Streets,
roads, and bridges.
Ramsey Co. League of Clerk Mortensen made report of the meeting he
Municipa7.itiess attended last week. He made review of a survey
of licenses and permits of all villages, such
survey was conducted by this League last fall.
Sewage Works Operators The University of Minnesota General Extension
Schools Division is holding school in April at Mayo Memorial
Auditorium and the League of Minn, Municipalities and
the Department of Health are assisting.
Notice of Appointment Carl Bucher, Ramsey County Weed Inspector requested that
of Yfieed Inspector to weed inspector appointment blanks be completed and
Ramsey County: returned.
B. J. Slams Appreciation to the Council was expressed in Bertrand
Fireman: J, Slama~s letter for the courtesies extended him
during his four month illn®ss.
Chamber of Commerce Inasmuch as road restrictions will soon be placed on
of St. Paul - roads, permission was requested for trucks or vans to
Load Levels: travel over certain areas specified by our V3.llage
Engineer. Matter was referred to Engineer Lemberg.
Civil Defense: Mr. Fanning and Mr, Anglin of the State and County
Civil Defense Departments were present. Inasmuch as
they stated that the City of St. Paul has agreed to
assist in furnishing trucks, personnel, and to conduct
the whole operation, and the only expense involved to
the Village of Falcon Heights would be in hiring truck
drivers, Nilsen moved that the Falcon Heights Civil
Defense Director be authorized to sign the license
Privilege forms that have bean signed by the University
of Minnesota, and that the expenditure of not to exceed
X125.00 for hiring of truck drivers, who will be engaged
in moving items from the stock at the New Brighton Depot
to the University. This is with the understanding
that Civil Defense Director of the University, Colonel
Robert Elliott will implement the work done by the

Ramsey County Civil Defense organization in connection
with the City of Saint Paul in furnishing the necessary
manpower to both transport and settle-in facilities
and the necessary containers, and the Civil Defense
Department of Ramsey County will to the best of its
Civil Defenses ability assist in transporting-and filling shelters
located in the business sections of the Village of
Falcon Heights. It is understood that the University
of Minnesota will pay for any expense over the X125.00
that the Village of Falcon Heights has agreed to pay,
if the Welfare Department cannot furnish men to do the
work or if the expense is more than the above-stated
figure.
This motion was duly seconded by Black, and upon a vote
being taken thereon, the motion was carried.
Fire Department - Stone moved, Warkentien seconded that Fire Department
Requisition No. 1 Requisition No. 1 for supplies for the year 1964 be

Request to Drill Discussion regarding digging well in an area where city
Wells water is available was held inasmuch as request was made
for same from a resident on Holton Avenue. It was
suggested that the Deputy Clerk advise that a bona fide
well contractor be obtained because the resident would
have no reco arse to the Village should the well fail in
the-near future. Attorney Galvin will check with the
Health Department for their views.
Roberts Apartment Attorney Galvin advised he has had conversation with
Building - Conveyance Roberts in response to his letter of February 1l~, which
of Propertys was discussed at the meeting of February 12. The Village
should have been advised prior to conveyance of property
to the adjoining owner. This conveyance reduces the size
of present lot and does not now conform to Village zoning
standards.
Inasmuch as I1~r. Roberts just returned from a trip, and his
attorney, John Daubney,is unavailable, it was agreed that
Galvin and Daubney and Roberts would discuss this matter
in the interim between this meeting and the special meeting
of March ~th, which shall be set for 7s30 P.M. for the
purpose of settling this matter; also the matter of parking
on the lawn shall be discussed.
Bethel College - Mayor Nilsen advised he had call from Dr. Lundquist
Building of Apartmentss regarding the two lots on Pascal and Larpenteur on
which they are contemplating building. There is a
deed restriction and Bethel College representatives are
aware of this.
Treess Deputy Clerk was instructed to inquire of Dr. Hard as
Northome Areas to who has been doing the work, who has been supervising
the work, etc, inasmuch as Harlc~r Huber of Lakeland Trees
has been assigning the work. Also the Council would like
to know the reason for Dr. Hard's choice of the specific

area he has designated for tree trimming. Perhaps
there is a professional reason and the Council would like
to be informed.
Engineer Lemberg was requested to contact Dr. Hard
and together they are to draw up specifications before
airy new proposal is considered.

Paneling of Police Stone moved, Black seconded that Clarence Rekstad be
Department Offices contracted to panel the Police Department office and the
adjoining hallway in accordance with his quoted price
of ~52$.OO, which includes materials plus baseboard and
the labor. Upon a vote being taken, the motion was
carried.
Harvey Hanson - Council was advised that Engineer Lemberg, Attorney Galvin
Sewer trouble 1962 and former Plumbing Inspector Jastrow had been supboenaed
1551 West Idahos and appeared in court regarding the sewer trouble referred
to in the minutes of the meeting on Page 1761 of the year
1962.
Hermes Greenhouse - Engineer Lemberg advised that no final acceptance has
S~nrers been made to date of the s ewer at Hermes Greenhouses.
Attorney and Engineer will take action to correct the
situation.
Hermes Car Wachs Lemberg advised that ear wash employees make no effort
to direct cars into the three lanes available; also that
on week-ends, traffic is piled up past the service drive
on Snelling Avenue,
Cities Service Sta: Tt has been noted that this station has been parking
their tow trucks on the public sidewalk on Larpenteur
Avenue. Warkentien will advise them it is in violation.
Roselawn Avenue from Because of numerous complaints about water and ice on
Fairv3.ew Avenue to these streets, discussion was held.
