OCTOBER 12, 1988
Baldwin convened the meeting at 7:00 P.M.
ALL MEMBERS PRESENT
Ciernia, P. Chenoweth, Wallin, Bush and Baldwin. Also present
were Gedde, Wiessner and S. Chenoweth

CITY TO NEGOTIATE WITH PROPOSED DEVELOPER OF PROPERTY AT 2061 W.
LARPENTEUR REGARDING POSSIBLE PURCHASE OF CITY PROPERTY
Architect George Candy and Robert Westland, Jr., Westland
Construction, were in attendance requesting the City consider
sale of a 25 foot strip of City land abutting 2061 W.
Larpenteur. A developer is proposing construction of a three
story office building on that property and would like additional
land to allow for more landscaping. Following a discussion,
Council indicated they were open to an offer on the land, and
directed Wiessner to negotiate with the developer regarding a
purchase price.
ADOPTION OF ORDINANCE RELATING TO CHRISTMAS TREE SALES LOTS
Council reviewed the proposed ordinance which would establish a
separate category for Christmas tree lots with uniform
regulations applying to all lots. Sarn Jacobs,. 1489 W. Hoyt,
representing the Falcon Heights/Lauderdale Lions Club, stated
they would not object to obtaining a license for their sales
lot, but did feel it would be strange to require sign permits at
15.00 per sign when the funds come back into the community. He
requested that Council consider exempting the club from the sign
permit requirement.

Joyce Gimmested, owner of B and J Midway Floral, felt it was
unfair to allow the Lions to put signs near other retail
businesses with tree sales lots, as in definitely reduced the
sales at those lots last year. Following the discussion, Wallin
moved adoption of Ordinance 0-88-15 which carried unanimously.

AN ORDINANCE REMOVING CHRISTMAS TREE SALES LOTS FROM
SECTION 5-6.01 OF THE MUNICIPAL CODE AND ESTABLISHING
SECTION 5-6.02 REGULATING CHRISTMAS TREE SALES LOTS
STAFF TO RESEARCH OTHER COMMUNITIES REGARDING EXEMPTION OF
NON-PROFIT ORGANIZATIONS FOR DISCUSSION AT 11/9 MEETING
Staff was .directed to obtain information from other communities
regarding exemption of non-profit organizations from sign
permits. The matter will be discussed further at the .November
9th meeting.
REQUEST FOR REIMBURSEMENT FOR REPLACEMENT OF SOIL AND GRASS ON
BOULEVARD AT 1728 TATUM
Council discussed a reimbursement request from Edna Cowles, 1728
Tatum, for replacement of the boulevard sod in front of her
residence. Wiessner explained the City did plan to replace
approximately one-half of the sod in the spring of 1989;
however, did not intend to remove and replace the existing soil
as Mrs. Cowles has done. After a discussion, Chenoweth moved
that Mrs. Cowles be reimbursed at a rate equal to 50~ of the
typical cost of the per lot sod replacement on Tatum. The
reimbursement will be made in the spring of 1989 after the cost
has been determined.
ADOPTION OF RESOLUTION AUTHORIZING FINAL PAYMENT FOR ST. MARY'S
STREET IMPROVEMENT
Ciernia moved adoption of Resolution R-88-18 which carried
unanimously.

Bush moved that the City make a $250.00 donation to the Park
Bugle, such amount to be taken from the Contingency Fund.
Motion carried unanimously.
PRELIMINARY DEVELOPMENT AGREEMENT TIF APPLICATION AND
APPLICATION FOR PUD GIVEN CONCEPTUAL APPROVAL
Wiessner explained that Marcor Corporation has indicated a
desire to submit a preliminary application for Planned Unit
Development for the Southeast corner of Larpenteur/Snelling at
the November Planning Commission, and staff has determined the
City's present forms are inadequate. Council reviewed the
proposed forms and recommended a $3,000 application fee and
7,000 letter of credit with the option to require more if costs
exceed $10,000. A possible alternative would be for the
developer to pay $10,000 up front. Council then granted
conceptual approval of the documents and requested the final
drafts be available for their review at a future meeting.

it is with mixed emotions that I must resign my position ontheFalconHeightsSolidWasteCommission.
I have been asked by Control Systems to transfer to
Washington D.C. to head the East Coast office. This is a
tremendous opportunity for me in the development my career.Being closer to the political environment in Washington isalsoexciting.
I will miss serving on the commission, having been on the
city council during the embryonic stages of the advisorycommitteetotherecentacceptanceasacitycommission. I
feel certain that the membership of the commission is verycapableofcarryingforwardinnovativeandeffectivewaste
management programs.
It has been said to me that no one leaves Minnesota forever.
I am confident that you, as the decision and policy makers,will continue with the high standards of excellence you haveachievedinlocalgovernment. (I would suggest you offer toprovideRosevillegoodgovernmentseminars. For profit, of
course.) I thereby charge you. with responsibility to
continue the good job you have done so that I will want toreturntoFalconHeightssomeday.

The minutes of the previous meeting were approved with the followingcorrection:
Under replacement of Steve Hard, strike the words "had
left" in the first sentence and replace with the words "will
leave".
REPORTS OF :Editor for newsletter: Haglund distributed a handout regarding the availabilitySUB- of a University of Minnesota School of Journalism student for work on the pro-COMMITTEES posed recycling newsletter. Several members felt that the estimate of 20 hours
per week required for editing the newsletter was too high and that an estimateof20-40 hours per quarter would be more realistic. No action was taken onthematterofaSchoolofJournalismstudenteditor. Chenoweth will check withtheproducerofthecitynewsletterregardingcostsofproducingaquarterlyrecyclingnewsletter. The chair indicated that the content of the first issuewillbeanitemontheagendaofthenextmeeting.
Household Hazardous Waste Meeting: Misra summarized both the history of the
meeting and the discussion at the meeting itself. Apparently both RamseyCountyandthePCAhavesomemoneyforhouseholdhazardouswaste. The stateisapparentlytryingtopushthecommunitiestosetuppermanentcollection
sites; there is pressure on Ramsey County to establish a permanent collectionsite. Misra reported that the issues were not clear at the seeting, that noactionwastakenandnoagreementsmade.
It was agreed that the commission would draft a letter from the Mayor to RamseyCountyurgingtheestablishmentofapermanentcollectionsite. Misra andBrynildsonwilldrafttheletterfortheMayor.
AMM/LMC Committee: Materials from the Association of Metropolitan MunicipalitiesMeetingwereincludedinthemailing. Misra reported on the discussion at themeeting. It vas generally agreed that a shorter list of issues was desirableforeffectivediscussion. Members were asked to review the materials and comepreparedtodiscusstheissuesatthenettmeeting.
The meeting was adjourned at 8:35 P.M.

Dear Mike:
Thank you for your interest in joining the City of Falcon. Heights in
making a contribution to the Sheriff's Lakes and Trails Unit which
volunteered over 500 hours of traffic patrol time during the fair.
Deputy Larry Janke, one of our regular city patrolmen, assured me that
at least half the volunteers' time is spent directing traffic and helping
with accidents on Larpenteur, Fairview, Cleveland and/or Snelling.
Unfortunately, I am unable to give you the assurance you requested
that your contribution would only be used for that specific purpose.
I understand from Commander Jerry Bergeron that the volunteers use the
contributions to purchase uniforms, radios, flowers when someone is
sick, parties, etc. Obviously I cannot guarantee that they will only
use your contribution for a specific purpose.
Perhaps you could make your feelings Down to the unit's Commander Carl
Thompson if you decide to make a contribution. A contribution can be
sent to Commander Bergeron's attention at:

Dear Mike,
Congratulations to you and your staff on the "Biggest and Best'Minnesota
State Fair ever.:
As I mentioned to you last week, the City of Falcon Heights would like to
invite and encourage the Minnesota State Fair to loin with us in making a
financial contribution to the Ramsey County Sheriff's Lakes and Trails
Reserves IInit. This group volunteered 504 hours of traffic patrol service
during the Fair in the City of Falcon Heights. In addition to volunteering
their time, the Reserve members are also responsible for providing their
own uniforms. I've been told that the alternative of hiring off~duty
patrolmen. to provide a comparable service would cost $12,000-$15,000
25-$30/hour). Although there are no guidelines for this type of contribution,
I would suggest a $500 contribution from each organization.
We feel that this service was a key factor in minimizing the traffic congestion
problems inherent in a public event such as the Fair. I'll be calling you
soon to set up a meeting with you and Mayor Baldwin to discuss other issues
affecting both our organizations.

Arden Hills suggests that although 64 percent of the state revenue is collected
in the metropolitan area, only 46 percent is returned to the
Falcon Heights metropolitan area, and this disparity is growing at about two
percent per year; and,
Gem Lake
WHEREAS, lurch 15, 1988 House of Representatives research
Lauderdale indicates that property tax payers (at all income levels) in the
Twin Cities metropolitan area pay higher property taxes than
Little Canada property taxpayers (at all income levels) outstate; and
Maplewood fig, many outstate needy people have relocated to the
Mounds view metropolitan area; and
WHEREAS, prior state attempts at tax reform have re-distributed
New Brighton dollars to geographic areac as opposed to individuals in need; and
North Oaks
WHEREAS, redistributed state dollars should be received by

increase the burden of local governments and school districts to
deliver equal services, and would be compounded by higher property
taxes paid by metropolitan properties;
NOW, THEREFORE, BE IT RESOLVED by the members of the Ramsey
County Leagve of Local Governments that the Minnesota Legislature
take legislative action that will eliminate any further shift of
resources from the metropolitan area.
BE IT FURTHER RESOLVED that state aid be targeted to those in
need, rather than those who simply reside in a geographic area.
BE IT STILL FURTHER RESOLVED that the Legislature provide total
state financial support to pay for mandated welfare and social
service costs incurred by countiec, cities and school districts.

WHEREAS, in 1982, the Metropolitan Council concluded
there was a need for a four hundred meter artificially

Gem Lake WHEREAS, in 1984, the City of Roseville submitted a
proposal to the Metropolitan Council to locate a speedLauderdaleskatingfacilityinRoseville; and,
Little Canada
WHEREAS, the Metropolitan Council, in a report to the
Maplewood Legislature, recommended the Roseville site located north
Mounds View of Larpenteur Avenue and east of Dale Street; and,
New Brighton WHEREAS, this site is strategically located in the
North Oaks metropolitan area with excellent access from I-35W, I-35E
and STH 36; and,N. St. Paul
Ramsey County WHEREAS, in 1984, fourteen of the eighteen cities in
Ramsey County supported the City of Roseville's proposalRosevilleforaspeedskatingfacility; and
St. Anthony
WHEREAS, the speed skating facility could also be used
St. Paul for other purposes and would benefit the metro area, State
Shoreview of Minnesota and region; and,
Vadnais Heighu WHEREAS, the largest concentration of Minnesota speed
White Bear Lake skaters is in Ramsey County with seven of the eight
Minnesotans on the Olympic Team from Ramsey County;White Bear Township
NOW, THEREFORE, BE IT RESOLVED, that the Ramsey County
League of Local Governments supports the City of
Roseville's proposal to locate a speed skating/multi-use
facility in their community;

Please be informed that effective October 31, 1988, I am resigning my
position as Finance Manager/Administrative Assistant for the City of
Falcon Heights. I have accepted an offer from the City of Shorewood as
their Finance Director, which becomes effective in November. My last day
of work will be Friday, October 28.
I have enjoyed working for the City for the past ten years. It has been a
wonderful environment in which to learn the many aspects of city
government. I would like to take this opportunity to thank the Mayor,
Council and City Staff for their support and the confidence shown me over
the years. It's hard to leave after so many good years, but I am happy in
the knowledge that I have many good friends here. I will always hold a
special place in my heart for the City, it's staff and it's residents. I
wish the very best for the City of Falcon Heights in the future.
I will be happy to assist in any way to make the transition period as

RE: Al Rolek's Resignation
Al Rolek has accepted a new position with the City of Shorewood as their
Finance Director. I am very pleased for Al as I think it is a tremendous
opportunity for him; however, this will mean a loss for us.
A. Severance
Al's last day of work will be Friday, October 28, however he has accrued
vacation which will extend his employment to December 2 (25 days). In
addition, the severance policy included in the City's Personnel Policies
provides for an additional two weeks salary after 10 years of service for
regular full-time employees leaving municipal service in good standing.
Al has also requested to be paid for his accumulated comp time. The intent
of our city policy is unclear in this area. (See page 7 of Employee Policy).
To my knowledge, this has not come up before and the City policy needs
clarification.

B. Replacement Plans
Rather than immediately advertising for a replacement for the position,
I would like to first review the current position's responsibilities
with the staff and council to see if any changes are warranted.
During the interim, to keep the work flowing as smoothly as possible, a
temporary "full charge bookkeeper" has been hired for four hours per day
from Accountemps at $13.20/hour. Al is training this individual to do the
day to day maintenance functions such as payroll, disbursements, ledger,
etc.

Pat Phillips, a part-time secretary who is being trained to fill in on
the days Kitty doesn't work, is available to work more hours if needed
to take up slack in the general office work. I recommend having Pat
work approximately 1/2 time from now until a replacement is hired for A1.

Oct. 26 - Council approve severance and interim replacement plan
Nov. 9 - Council review position responsibilities, approve replacement

Nov. 10 - Dec. 9 - Advertise position opening, accept applications
