Request for Block Party from Cindy Laszewski, 1713 St. Mary's MINUTES REGULAR CITY COUNCIL MEETING AUGUST 26 Baldwin opened the meeting at 7:00 P.M. I ~ PRESENT Baldwin, Chenoweth, Cierna, and Hard. Also present were Wiesner, Marx, and S. Chenoweth ABSENT Wallin. MINUTES OF AUGUST 12, 1987 APPROVED Ciernia slowed, seconded by Chenoweth, approval of the Minutes of August 12, 1987. Motion carried unanimously. CONSENT AGENDA APPROVED WITH ADDENDUM Council approved the Consent Agenda with the addition of Item I1, Request from Joan E. Paulson, 1511 W. Idaho, for a Block Party, aad Item 12, Bequest from Cindy Laszewski, 1713 St. Mary's, for a Block Yarty. Motion carried unanimously. 1. Fire and Ambulance Reports 2. Licenses ADDENDUM TO AGENDA Council added Item F(6), Restoration of Basement Area at 1786 Tatum Richard Stowman residence). INT80DIICTION OF NEW CITY ATTORNEY, TIM MAR% John Van de North, Briggs and Morgan, introduced Tim Marx, the attorney recently assigned to Falcon Heights. ADDITIONAL STREET LIGHTING FOB 1666 COFFMAN APPROVED Baldwin presented a letter dated August 13th from Bdward M. Lindberg, President of 1666 Coffman Condominium Association, explaining the need for additional street lighting and requesting Council consider placement of two additional lights. Several residents of 1666 Coffman were in attendance to support the request. After a discussion Hard moved, seconded by Chenoweth, approval of up to two additional standard street ; lights, the placement to be determined by representatives of 1666 Coffman, Forthern States Power, and Wiesner. Motion carried unanimously. RESOLUTION EELATING TO DISEASED ELM TREE AT 1358 W. IOWA Council discussed a letter from Sharon R. Digre, the property owner at MINUTES AUGUST 26, 1987 PAGE 2 1358 Iowa, objecting to an order from Scott Enebak, City Horticulturist,li ~ to remove an alleged diseased elm from her property. Council reviewed a letter from Bnebak giving his diagnosis, and at letter from Dr. Robert Blanchette, Forest Pathologist at the University of Minnesota, concurring with Enebak's diagnosis, after which Chenoweth moved, seconded by Ciernia, adoption of Resolution R-87-32 ordering removal of the tree. Motion carried unanimously. RBSOLIITION R-87-32 A RESOLUTION PROVIDING FOR REMOVAL OF DISEASED BLM TRBE LOCATED AT 1358 W. IOWA ASHLAND OIL LICENSE FBE FOR SAVE MORE STATION TO $B APPLIED TO NEW LICENSE Council discussed a request frog Ashland 0i1 Company for a refund of the license fees for the Save More Station at 1350 W. Larpenteur which was demolished a few days after the license went into effect, and concurred the amount may be applied as credit on new licenses for the Supereurica station now under construction. NO PARKING" TO BE POSTED ON WBST SIDE OF NEW SERVICE ROAD ON WEST SIDB OF SHELLING - SERVICE ROAD WILL RElIAIN N. SHELLING Council agreed the name of the new service road should remain North Snelling Avenue and that the west side of the road should be posted "No Parking". ADOPTION OF RESOLUTION URGING RAMSEY COUNTY TO CONTINUB PARTICIPATION III FUNDING YOUTH SERVICE BUREAU Council discussed the fact that Bamsey County is not planning to fund the Northwest Suburban Youth Service Bureau in 1988, after which Hard moved, seconded by Chenoweth, adoption of Resolution R-87-33. Motion carried unanimously. RESOLUTION R-87-33 A RESOLUTION URGING THE BOARD OF RAMSEY COIINTY COMMISSIONERS TO CONTINUE FUNDING THE 1TORTHWEST SUBURBAN YOUTH SERVICB BUREAD CITY TO RESTORE BASEMENT AREA AT 1786 TATUli, RICHARD STOWMAA RESIDBNCE Council discussed briefly the unsatisfactory grading and seeding done on the easement on the Stowman property following the Tatum Street improvement project. Mr. Stowman indicated it would cost him approzisiately S1 ,200 to restore the lawn to its original eonditioa, however the City Engineer had felt the cost should be considerably Less than that amount.. Aard moved, seconded by Ciernia, that Wiessaer work with the Stowsians and City Engineer to arrange for restoration of the easement at a cost not to ezceed $750.00. Motion carried naaniaously. Conseil also directed Wiessner to ask the City Horticulturist to ezasiine the sod on Tatum Street, and sake a recomtendation on restoring the unsatisfactory sod on the boalevard. Licensed premises shall maintain a janitor's closet for the storage of cleaning supplies, with mechanical ventilation. 4. Licensed. premises shall be kept in a state of good repair and clean at all times. Linens, towels and other materials shall be stored at least 12 inches off the floor. Clean towels and wash cloths shall be available to each customer. 5. Licensed premises shall contain individual lockers for use by patrons. 6. Massage rooms on licensed premises shall not be locked. i~ Subd. 11. Penalties. Any violation of this section shall be a mi sd emeanor . Part 12. Drain or Sewer Connection Cleaners. 5-12.01 Regulations of Drain or Sewer Connection Cleaners. Subdivision 1. Generally. A license is hereby required for any person engaged in the cleaning of drains or sewer connections for hire in the City of Falcon Heights. 1. Subdivision 2 . Insurance . No 1 icense Thal l be issued under this section until the Applicant shall file with the Clerk Administrator a Certificate of Insurance in the amount of 100, 000/$300, 000/$50, 000. n Subdivision 3. Notice and Misdemeanor. hlttenever a line is cleaned, the firm shall notify the City so that City Maintenance Crews can check applicable manholes. Failure to so notify the City shall be guilty of a misdemeanor and shall be punished by a fine not to exceed Five Hundred Dollars ($500.00) or by imprisonment for a period not to exceed ninety (90) days, or both .
