A, Mortensen, Clerk; Trustees Willis Warkentien, Charles Stone, and William Black. Also present were Treasurer William E. Olsen, Engineer Bradford Lemberg, and Deputy Clerk Tina Vavoulis. Representing the League of Women Voters was Mrs. Frank Skog. On motion by Warkentien, seconded. by Black, the minutes of the meeting of April 8th were approved. Motion carried. Correspondence: Interim Tax Study Notice of Public Hearing commencing at 9130 A.M. Commission of 19b3-6~. Thursday, April 23 4ras read, County and city Public Hearing: officials are invited to attend as witazesses or observers, Trustee Stone stated he would be i.n attendance at this hearing all day. Annual Conference - Nilsen moved that William Carroll, Weed Inspector of Weed Inspectors: the Village, be requested to attend meeting called by Department of Agriculture. This is the Annual Plant Industry Conference for Ramsey County and is scheduled for 7 s 30 P. M, Thursday, April 30, 196t~. The motion was duly seconded by Warkentien and carried. Plumbing Inspector Winfield West, by letter, informed the Council that he West sends Resignations could no longer give the necessary service required by the Village of Falcon Heights inasmuch as he is nc:rr Plumbing Inspector for the Village of Mahtomedi. It was moved by Stone, seconded by Warkentien to accept the resignation regretfully, Upon a vo to being taken, the motion eras carried. Naar Plumbing Inspector ~. Ers~n Spandau whose residea~ce is lObS West California Appointeds Avenue, St. Paul eras present at the request of the Council. Mayor Nilsen moved the ointment of Mr. Spandau as Plumbing Inspector for the remainder of theyear to fill the vacancy created by the above resignation. Black seconded the motion, and upon a vote being taken the motion was carried. Mr, Spandau will receive 8C~ of the permit fees collected and it was agreed he would not require payment for mileage. Motion seconded by Warkentien and carried. 2103 Tree Tag Coa~laint Harlow Huber of Lakeland Tres Service advised -Mrs. Ryan: Mrs, Ryan he would try to get the X5.00 due her from the General Tree Service (referred to in minutes of meeting of April 8, 196l~.) He further stated that if he does not .receive that amount from General Tree Service within thi~a~ty days, he will pay I~2rs. Ryan out of his pocket, Falcon Heights Cities Mr. Robert Leonard, accompanied by Mr. John McDonough, Service Station: was present at the requ®st of the Council. Mr. Leonard advised he would keep only faun used cars for sale on the premises of the service station and would, to the 'best of his ability, carry out the stipulations made when conditional use permit was granted by the Council on September 25, 1963. Bethel College - bdr. Warren Eastland, attorney representing Bethel Proposed Apartment College, and Mr. Malmsten of the faculty of Bethel Buildings were present, along with the builder, Mr. George ~dartens, Letter from George W. Plant, chairman of the Planning Commission was read. It is the recommendation of this Commission that the new' application for variance submitted by Bethel College be approved. Blank moved the following Resolution be adopted bT~ the Village Council: ~1HEREAS, Bethel College has submitted a neap application for variance and filed same with the Village Clerk for the Village of Falcon Heights, and WHEREAS, the new application has been referred to the Planning Commission for the Village of Falcon Heights, and 4~HEREAS, it is the recommendation ~f the Planning Commission that the variance be approved by the Village Council, NOS, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Falcon Heights that variance application made by Bethel College on the 17th day of April 1964 for use of property described as Lot 7, Block 13, Northome 3rd Addition within the Vil7.age of Falcon Heights for construction of an eight unit apartment building is hereby approved. The clerk is instructed to forward a copy t~3 the Building Inspector and instruct him to issue the required building permit. Schoacnerts Display Deputy Clerk was instructed to notify Mr. Ray Scho:acer Swimming Pools that his license to display swimming pool must be renewed each year, This. is in accardaace with the Council Resolution of May 1, 1963 at which time variance permit was granted, Falcon Heights better from Thornton Lyford, Chaff.=rmran of the Board of Congregational Church -Trustees, dated April 21, 196l~ was read. The church intends to extend lot 19 to allow for increase in off- Barthel Villas -Lot 19: street parking facilities and to provide entrance on Holton Avenue, Engineer Lemberg was instructed to prepare a letter to the new chairman of the Board and inform him of past action and agreements made with regard to lot 19 and the surrounding lots o~med by the church. Amendment to Ordinance The following resolution was introduced by Blacks 6t~: WHEREAS, it has been recommended by the Planning Commission of the Village of Falcon Heights that Ordinance 64, which is entitled 'Falcon Heights Zoning Ordinance" be ascended as follows, ~: _ strike section 1lt.2 (l~.4) of said ordinance which provided in part :Multiple Durellings. At least one and three-tenths (1.3) parking places per dwelling unit. i and inserting in its place the following: 1~t.2 (!~.lt) Multiple ~ellings. At least one and one~alf (1.5) parking places per gelling unit, cad WHEREAS, the Village Attorney for Falcaz Heights has been consulted regarding this proposed amendment to Ordinance 6~, and WHEREAS, the Village Council has held discussion and considered adoption of this asrendgent to Ordinance Nuscber 61t, N~f, THEREFORE, BE IT RESOLVED BY THE V1I~,E1GE COUNCIL OF 'giE Village of Falcon Heights that a Public Hearing be held on said proposed amendment to said ordinance on May- 13, l96?~ at 8:00 P.M. in the Village Hall, 16l~, West Larpenteur Avenue. Warkentien seconded the motion and a vote was taken thereon. The following vote was recorded: Ayes; Nilsen, Mortensen, Warkentien, Stone, and Black. Nayss None. The resolution was then adopted by the Village Council on the 22nd day of April, 1961. fl California Avenue Concrete Upon motion by Stone, seconded by Black, the following Curb and Gutter -Contract resolution was carried unanimously: Awardeds WHEREAS, it appeared that C. S. M'cCrossan of Osseo, Minnesota is the lo~reat responsible bidder, 2105 NOW, THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesota: (1) The Mayor and Clerk are hereby authorized and directed to enter into a contract with C, S. McCrossan, Inc, of Osseo, Minnesota in the name of the Village of Falcon Heights for the improvement of California ~venus according to the plans and specifications therefor approved by the Village Council and filed in the Village Clerks Office. (2) The Village Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except the deposits of the successful bidder aril the next two lowest bidders shall be retained until the contract has been signed. Street Seal Coating Upon motion by Warkentien, seconded by Stone, the Project -Contract follo~ring resolution was adopted unanimously: Award: WHEREAS, it appeared that C, S, McCrossan of Osseo, Minnesota is the lowest responsible bidder, NOW, THEREFORE, BE IT RESOLVED by the ViLtage Council. of Falcon Heights, Minnesota: (1) The Mayor and Clerk are hereby authorized and directed to enter into a contract with C, S, McCrossan, Inc. of Osseo, Minnesota in the Wane of the Village of Falcon Heights for seal coating all Village streets between Cleveland Avenue on the west, Snelling Avenue on the east, Rasela~n Avenue on the north, and Larpenteur Avenue on the south. (2) The Village Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except the deposits of the successful bidder and the next two lowest bidders shall be retained until the contract has been signed. Street Resurfacing Project - 196tts Upon motion by Black, seconded by Morteneon, the following resolution was adopted: WHEREAS, it appeared that C. S. McCrossan of Osseo, Minnesota is the lowest responsible bidder, NOW, THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights Binnesota: (1) The Mayor and Clerk are hereby authorized and directed to enter i~o a contract with C, S.
