Ciernia opened the meeting at 7:00 P.M.

Wallin moved, seconded by Hard, approval of the slate of election judgesaspresented. Motion carried unanimously.
BALDWIN ARRIVES (7:09 P.M.)
CITY EMPLOYEES TO PROVIDE INTERIM ANIMAL CONTROL
Wiessner explained the firm presently providing animal control for the

city is going out of business the end of September and as there is no
other service available at this time, the only alternative is for city
employees to serve in this capacity until other arrangements can be made.
Following a discussion Council accepted the animal control plan as
proposed by staff in the September 23, 1987 memo.
1988 RAMSEY COUNTY SHERIFF'S CONTRACT DEFERRED
Ciernia commented on the fact that the Sheriff's contract costs are based
partially on area and population, and since the University and State Fair
area/population is not policed by Ramsey County, those numbers could be
deleted reducing the charges. Council concurred the matter should be
deferred to allow time for further study.
7:30 P.M. - PUBLIC HEARING ON PROPOSED BUDGET FOR 1988
At 7:30 P.M. Baldwin opened the Public Hearing and presented the Affidavit
of Publication. As there was no one present wishing to be heard the
hearing was closed at 7:31 P.M. Wiessner gave a brief explanation of the
proposed budget, after which Hard moved, seconded by Wallin, approval of
the 1988 Budget as presented. Motion carried unanimously.
PROPOSID COUNCIL RULES DISCUSSID AND DEFERRID TO A FUTURE MEETING
Ciernia presented the proposed rules and explained the purpose is to
streamline and speed up meetings. Council then reviewed the rules, made
some suggestions, and agreed to discuss the matter further at a future
meeting. Ciernia will redraft the document.
NOVEMBER 11TH AND 25TH MEETINGS RESCHEDULED
Due to the fact that the November 11th meeting falls on a legal holiday
Veterans Day) the meeting was rescheduled for November 4, 1987. The
November 25th meeting was rescheduled for November 18, 1987.
DISCUSSION - 12:00 NOON TO 8:00 P.M. POLLING HOURS FOR CITY BLECTION
Council briefly discussed the inconvenience caused by the present practice
of having shortened polling hours for city elections, and methods by which
voters should be notified of absentee ballot procedures Enewsletter and
the possibility of candidates for office distributed while campaigning).
Council also felt it would be worthwhile to attempt to have the election
laws amended to alloy absentee voting between 7:00 A.K. and 12:00 Noon on
city election days.
WORKSHOP ON GOAL SETTING SCHEDULED FOR OCTOBER 14TH FOLLOWING COUNCIL
MEETING
Council scheduled a workshop for October 14, 1987 immediately following
the Council Meeting.

REGULAR PLANNING COMMISSION MEETING
OCTOBER 5, 1987
Black, Mead, Finegan, Boche, Grittner, Nestingen, and Northrop. Also PRESENT
present was Council Liaison Wallin.

Boche moved, seconded by Mead, to approve the August 3, 1987 Minutes AUGUST 3
as presented. Motion carried unanimously. MINUTES
APPROVED
Gary Langer, 1740 Simpson, requested a variance to construct a
utility building four feet from the north lot line. Mr. Langer
advised that he wishes to position the utility shed on the property VARIANCE
so as not to disturb a tree while still allowing enough space from FOR GARY
the property line to maintain the property. His neighbors voiced no LANGER, 1740
objections. The shed will be 8 feet by 10 feet in size and placed SIMPSON
on a treated wood floor. Finegan moved, seconded by Nestingen to APPROVED TO
approve the variance request to construct aieight foot by ten foot CONSTRUCT
utility shed four feet from the north property line. Motion carried UTILITY SHED
unanimously.
Nestingen moved, seconded by Grittner to adjourn the meeting at 7:45 P.M.
Motion carried unanimousyl.

MINUTES
HUMAN RIGHTS COMMISSION MEETING
September 17, 1987
Members Present: B. Seal, B. Emerson, T. Vavoulis, B. Thomas, Tsippi
Wray
Members Absent: B. Lamb, C. Wicklund
New Member
B. Thomas made a motion, seconded by T.-Wray, to appoint Liabeth Boger
to fill C. Stiney's term, expiring December, 19813.. All approved. Commission
also updated names and addresses of the members.
League of Human Ri~zhts Commissions
B. Thomas answered questions and explained how the League works to new members.
He explained how it is made up of all members on H.R.C.'s and helps to organize
and co-ordinate state activities. The League meets every other month at various
locations around the state. He expressed concerns that we need to be more
responsive to the various workshops put on the League and need to continue
our representation. T. Wray suggested that we should alternate so that every
Commission member has an opportunity to attend League meeting. T. Vavoulis agrees
that the League provides good information and brought a directory "Human Services
Directory" from St. Cloud H.R.C.
The League annual meeting is September 25-26 at McGuires in Shoreview. T. Vavoulis,
B. Thomas and B. Boger may attend.
Contract Compliance
B. Lamb had suggested that the Commission review the sexual preference statement
again this fall. The Commission decided to schedule that in November or December.
No-Fault Training
Is scheduled for sometime in October. We are still waiting for more information.
Possible Goals & Pro3ects for 1987-88
1. Publicity for H.R.C.-what we do and maybe a directory such as St. Cloud's
H.R.C. has.
2. Education--held people understand what human rights are.
3. Housing in Falcon Heights---Is there enough subsidized housing?
Is there enough handicapped-accessible housing?
Check number of senior and low income units available.
T. Vavoulis suggested contacting Erma Olson at
Metro H.R.A.
Ask Steve Hard to check for city ordinances on
subsidized housing and bring to October meeting.

4. Update Human Rights literature.
5. Using the public access channel on Cable TV for showing H.R.C. material.
6. Sign for Human Rights Day in December.
7. Workshops for H.R.C. members and public on blindness and other
handicaps.
8. Review and discuss City Ordinances on remodeling buildings to
allow handicap access, i.e. ramps, braille numbers and signs.
9. Is Falcon Heights doing anything for mentally ill persons.

This letter will confirm our understanding of the arrangements covering our
examination of the financial statements of the City of Falcon Heights, Minnesota
for the year ending December 31, 1987.
We will examine the general purpose financial statements as of and for the year
ending December 31, 1987. Our examination will be made in accordance with
generally accepted auditing standards and will include such tests of the
accounting records and such other auditing procedures as we consider necessary in
the circumstances. The objective of our examination is to express an unqualified
opinion on the financial statements, although it is possible that facts or
circumstances encountered may require us to express a less than unqualified
opinion.
Our procedures will include tests of documentary evidence supporting the
transactions recorded in the accounts, tests of the physical existence of
inventories and direct confirmation of receivables and certain other assets and
liabilities by correspondence with selected customers, creditors, legal counsel
and banks. At the conclusion of our examination, we will request certain written
representations from your staff about the financial statements and matters
related thereto.
The fair presentation of financial position and results of operations in
conformity with generally accepted accounting principles is management's
responsibility. Management is responsible for the development, implementation
and maintenance of an adequate system of internal accounting control and for the
accuracy of the financial statements. Although we may advise you about
appropriate accounting principles and their applicatioa,.the selection and method
of application are responsibilities solely of management.
Our engagement is subject to the inherent risk that material errors,
irregularities or illegal acts, including fraud or defalcations, if they exist,
will not be detected. However, we will inform you of any such matters that come
to our attention.

Fees for our services are based on our regular per diem rates, plus out-of-pocket
expenses, all of which will be billed as our work progresses. Our proposed fee
for the 1987 audit is $7,600. This figure also includes the work for our report
on the City's legal compliance as required by the State Auditor.
Whenever possible, we will attempt to use your personnel. This effort could
reduce our time requirements and help you hold down audit fees.
During the course of our engagement, we may observe opportunities for economy in
or improved controls over your operations. We will bring such matters to the
attention of the appropriate level of management, either orally or in writing.
