REGULAR MEETING OF MAY 13, 196,
The regular meeting was called to order at 7sa0 P.M. with the following
members being present: Mayor Harold C. Nilsen; Clerk W. A. Mortensen;
Trustees Willis Warkentien and William Black. Also present were Engineer
Brad Lemberg, Attorney Miehasl Galvin, Treasurer William E.Olsen, and Deputy
Clerk Tina Vavouli.s. Absent: Charles P. Stone, Trustee.
Mrs, Rodney Olson was present representing the League of Women Voters. Miss
Lois Holtz of Suburban Life Newspaper was also present.
Motion was made by Black, and seconded by Nilsen that the minutes of the meeting
of April 22 be approved as read. Motion was carried.
Correspondences
Chet Junki.n Goncession Company requested permission
Request for transfer of to transfer has ~On-Sa1e~ Beer License #65 from
Beer Licens®: the Grandstand $ui1 ding to the Hippodrome for May
30, 19b4. Mortensen moved approval of the transfer
subject to the acceptance of transfer by the Super-
intendent of Space Rentals of tine Minnesota State
Fair, Harold Johnston. Motion was seconded by
Black and carried.
N.L. Hermes -Alley
Bituminous Extraction: Letter of April 23 from Samuel M. Koritz, Attorney
for Mr. Hermes wrote advising that sample of as~alt
taken from alley met the Minnesota Highway Department
specifications, Copy of report was enclosed and is
on file in the Clerks Office.
Ramsey County League - May 12th letter regarding Sewerage Study Committee
Sewerage Study Committee: was read. Inasmuch as Otto Bonestroo represents
the Village of Falcon Heights on a technical study
of the same nature, the letter was referred to him.
North Oaks Municipal Request for payment of court costs due North Oaks
Court - Lloyd Purcell: was referred to Attorney Galvin.
Application for Off-Sale Mortensen moved that application for license to
Beer License by Blomberg sell non-intoxicating malt liquor off-sale be
Foods: approved for Carl Blomberg of Blomberg Foods, Inc,
Motion. was seconded by Warkentien and upon a vote
being taken, motion was carried.
Bethel College - The following resolution was introduced by Black and
Proposed Apartment seconded by Mortensen:
Building:
WHEREAS the Village Council has reviewed the
Bethel College plot plan No. 57b2~, and architectural
drawings, and
WHEREAS said revised plot plan and architectural
drawings substantially comply with those previously
approved by the Village Council at its meeting of
April 22, 196l~,
Nt~l, ZHEREFORE, BE IT RESOLVED by the Village

granted on April 22, 19bt~ be forwarded. to the Village
Zoning Administrator and Building Inspector, and upon
approval of said architectural drawings and plot p1aYi,
said building permit shall be issued for Lot 7, Block 13,
Northome 3rd Addition (Southxest corner of Pascal and
Larpenteur),
Upon a vote being taken, the motion was carried. Clerk
was then instructed to forward copy of this Resolution
to the Building Inspector and instruct him to issue
required building permit.
Young Republicans Black moved that the Young Republicans be authorized to rase
Request use of Village the Village Hall for meetings on the-third Tuesday of each
Hall for meetings: month through the month of August 196t~ at which time review
of activities to be conducted by the Village will be made.
If, at that time, the Council determines that the Young
Republicans may continue meeting at the time specified
above, they will be so notified. Mortenson seconded and
motion was carried.
Babe Ruth Baseball Nils en moved that request of Bab® Ruth League be granted.
League request use They are hereby authorized to use the Village Hall on Thursda

Ordinance No. 70 read the Proposed Amendment to Ordinance 6~.. The following
Amending Ordinance resolution was introduced by Black and seconded by

Ordinance: 19H,EREAS the Planning Commission has approved the
proposed Ordinance Mo. 70 which is an Ordinance amending
Ordinance No. 61t, entitled, "THE ZONING ORDINANCE OF FALCON
HEIGHTS, RELATED TO A COMPREHENSIVE AMENDMENT AND REZONING
OF THE V1I~LA.GE, AMENDING ZONING ORDINANCE N0. 8 ORIGINALLY
PASSED BY THE VILLAGE OF FALCON HEI(~iTS ON OCTOBER 21, 19tt9"
and

the legal newspaper on Affil 21, 196l~ after review by the
Village Council,
THE VILLAGE COUNCIL OF FALCON HEIGHTS DOE5 HEREBY
ORDAIN AS FOLLf7~S:
Section 1
That Ordinance No. b!~ entitled "The Zoning Ordinance
of Falcon Heights, Related to a Comprehensive Amend-
ment and Rezoning of the Village, Amending Zoning
Ordinance No. 8 originally passed by the Village of
Falcon Heights on October 21, 1919 is hereby amended
by striking therefrom Section 1l~.2 (~..?~) and inserting
in lieu thereof the following:
"1l~.2 (l~.~.) Multiple Dwellings. At least one and
one-half (1.5) parking places per dwelling unit."
Section 2
This ordinance shall be in full force and effect
from and after its publication according to lair.

Killmer Nurseries - ~. Killmer and ~[r. Reitz were present r®garding us•
Land Uses of Killmer's property. His land is noa zoned B-1 A and
it their desire to construct apartment buildings. It
was suggested that Reitz contact the I~idwr®st Planning
and Research firm for consultation before proceeding.
These gentlemen were furnished with copy of Subdivision
Ordinance No. 69 for their information.
Licensed Plumbers - Erin Spandau, Village Plumbing Inspector, advised that
Permits: certain plumbers were 'pulling' permits for work in
the Village and were using licensed plumber's fires to
do so. In order to enforce Ordinance No. ~5, the
Plumbing Inspector was authorized by the Village Council
to hang a red tag on anry plumbing work being done if it
appears that 'pulling' of permit is being done. The red
tag is to be in effect until such time as the plumber
shrn~ra written authority that he has been sub-contracted
by the licensed plumber.
Roberts Apartments - Attorney Qalvin advised that Roberts has re-purchased the
thirteeen feet of land that had, been the cease of concern.
Conveyance of Z'here is now an easement on a part of this thirteen feet
Property and so that the ad3oining property owner may use driver~vay to

within the Village of Falcon Heights is subject to
assessments for Sanitary Saner and Water fain, which
improvements were made by the Village of Falcon Heights
and the benefited property was assessed pursuant to statute:
(A) Subject to County Road A; the W 110 ft. of
E 268.62 ft. of S 265.125 ft. of SW 1/!~ of Sec. 16, T,29, R. 23.
(B) Subject to County Road A; the W 61.86 ft of
E330.1~8 ft. of S 265.125 ft of SW 1/?~ of Sec. 16,T29, R 23.
In the amount of $985.38 for Sanitary Sewer and X797.50
for Water Main, and
WHEREAS there has been a conveyance of a portion of
this property and these assessments must be reapportioned,
NOW, THEREFORE, BE IT RESOLVED BY the Village Council of
Falcon Heights that said assessment is reapportioned as
follows:
(1) Subject to Av®; the W 96.86 ft. of E 255.18 ft.

Barthel Villas Abated The abated assessmentsdue on Lot 13, Barthel Villas
Assessment: Addition for Sanitary Sewer Improvement 1957 and also
Falcon Heights Lot 19, Black 1 Barthel Villas for Water Main Improvement
Congregational of 1960 are now due inasmuch as such properties have new
Churchs been improved. Deputy Clerk was instructed to write the
Board of Trustees requesting payment.
Lindig Street: Art Lindig was present to consult with engineer about
Gas installation: blacktopping of the street. He advised the Council, upon
inquiry, that Northern States Power Company had stated
gas lines would go in the boulevard and the streets would
not be disturbed.
Volunteer Fire Dept, The following operational officers will serve another year

duty lawn mowers from Falcon Heights Hardware and from
Gilfillan Hardware. Black moved that the Village buy
the heavy duty Toro !t cycle mower from Falcon Heights
Hax~ctware at the price stated, or less. Warkentien
seconded the motion. Motion carried.
Police Departments Warkentien moved that the Village Council authorize the
Loudspeaker for Police Department to purchase at a cost not to exceed
squad cars X152.50 installed, the loud speaker system as listed on
Police Department Requisition #l. - 196l~. Motion was
seconded by Black and carried.
Justice of the Peace A lengthy discussion was held regarding police officers,
Court: justices of the peace, morale of officers, etc.
Bilks Mortensen moved that the follaring bills be paid.
