A, Mortenson; Trustees Willis Warkentien, Charles P, Stone, end William Black. Also present ware Treasurer William Olsen, Engineer Brad Lemberg, Attorney Michael Galvin, and Deputy Clerk Tana Vavoulis. Black moved, seconded by Mortenson that the minutes of the meeting of May 13, 19bl~ be approved. Carried. Correspondence: West Falcon Heights The West Falcon Heights Playground Association by letter Playground Assn. invited the members of the Council to a covununity picnic which 3s to be held on June 8th. Recreational Areas Letter of May 21 regarding proposed recreational areas on on University Property- University property was read. It advised that University Dean Sherwood 0, Berg: is in process of determining future land use needs, and they will keep in contact with this Village, Robert C, Mitchell Letter of May 25th urged Council to consider condemnation 1597 Garden Avenue - of three homes as a fair and equitable condition in the Highway Acquisition: approval of the Highway Department proposal with regard to the future of Snelling Avenue improvements. One property owner is unable to sell his property because of its uncertain future. None of the homeowners' property wi7.1 be taken in the widening of Snelling Avenue,Ynwever, the property value will greatly de~mieease. He urges final determination on this project. Andrew Hustr~il.id - Otto G, Bonestroo by letter advised Mr. Hustrulid Fairview Avenue that a tree located on Fairview Avenue, if placed at ten Tree Planting: feet east of the property line would be ten feat from the sanitary sewer and 20 feet from the water main. This is recommended by Bonestroo. Sanitary Sewer and Engineer Lemberg addressed letter to the Village of Falcon Water Main Ext. of Heights enclosing copies of invoices and a letter from 1963 -Bills to be Nodland Construction Company billing this Village for extra forwarded to City work on placing the hydrant on Cleveland Avenue between of Saint Paul: Larpenteur and Dudley Street. Letter stated that Nodland placed hydrant where the St. Paul inspector wanted it, and then had to replace it again to be in the correct ~.ocation. Council instructed the clerk to prepare a bill to the city of St. Paul for services as outlined, and the engineer will personally take it to the Water Department of St. Paul. Sanitary Sewer - Letter of May 25 from Village of Roseville was read. The Rate Studys Engineering firm of Greeley and Hansen of Chicago indicated that firm ~rould undertake the survey for Roseville, ~daple- wood, White Bear Lake, and North St, Paul for a total of 5,0.00. When request was made to them to include Falcon H®ights, it eras indicated that the ma~cLnmim for the study must be raised to X16,000.00. The cost to Falcon Heights, therefore, is the cost difference of x].,000.00. The following resolution was introduced. by Stone, who moved its adoption: WHEREAS the Villages of Rosevill®, Maplewood, 2113 1Nhite Bear Lake, North St. Paul and Falcon Heigktts desire to have a study made into the sanitary sager rates imposed by the city of St. Paul, and Sanitary Sewer WHEREAS Greeley and Hansen, Engineers, are competent Rats Study: professional engineers to study and report on the method utilified by the City of St. Paul ixr establishing sewer rates for suburban communities; and WH~EAS the Village of Roseville is entering into a contract with Greeley and Hansen, Engineers, for such study and report; NfNd, TfIEREFORE, BE IT RESOLVED BY 7HE Village of Falcon Heights Council as follo~rs: 1. The Village of Falcon Heights will pay to the Village of Roseville x].,000.00 to~rards the fees of Greeley and Hansen, Engineers (total not to exceed X1.6,000) for the study and report on sanitary suer rates. (Phis amount of X1.,000 shall be obtained from the revenue received in the Sanitary Sewer Rental Account.) 2. Said payment will be made within 13 days following completion of the report by Greeley and Hansen, Engineers, and invoicing to the Village of Falcon Heights by the Village of Roseville. Thos motion was seconded by Black. Upon a vote being taken, the follo:vi.ng was recorded: Voting in favor: Nilsen, Mortenson, Warkentien, Stone and Black. Againstz None. The Resolution was adopted by the Village Council of Falcon Heights this 27th day of May, 196?. Idaster Plumber License Mortenson moved, Warkentien seconded approval of application Approved: for Master Plumber's Licenseeffective May 15, 196l~ for Bill Schafhauser William Schafhauser of 1199 Albemarle, St. Paul, Minnesota. Plumbing: Motion was carried and clerk was instructed to issue License No. 102. Financial Statement end Carl Pearson, Certified Public Accountant, employed by the Audits Village to make final audit for the year 1963 was present. He presented to each member of the council the financial statements for the year ended December 31, 19b3 and the AccoLUrtant's Report and Comments. Machine Accounting of Pearson also presented copies of the January 196It run of Village Accounts: Village accounts which had been accomplished by the use of machine accounting. Ae advised that the Public Examiner of th8 State.: has not as yet approved of this system. It has been tried in villages before, but Public Examiner will not approve where village records must be taken out of village office. Pearson claims that this is not necessary to accomplish his system of machine accounting. H® will present cost figures at the n®xt council meeting. 211lt Tree Trimming - Mrs. Ryan advised that Harlow Huber of Lakeland Tree Complaint of DArs. Service had not as yet paid her the ~l~5.00 that was Ryans promised at the meeting of the Council of April 22, 19blt. Deputy Clerk wa.s instructed to remind Mr. Huber by 'return Receipt' letter of the promise he made. Young Republican's warkentien moved, seconded by Black that request of th® Request to reserve Young Republicans to hold their meeting on Tuesday June 30th Village Hall: instead of the 3rd Tuesday in June (the lbth~ be granted. Motion carried. Zoning - Exrald Hermes Mr. and Mrs. F~wald Hermes were present to discuss selling Property: a portion of their property on Tatum Street that is zoned R-1. Hermes had a potential buyer mho desired to build a seventeen unit apartment building. There was ~ disciussion regarding the proposed uses for that land and the possibi- lity that a road may some day pass through. Hermes was told h® could sell the land, however, zoning ordinance would not permit construction of an apartment building. Lindig Darvelopmsnt: Mr. Bianchi who lives at 1725 Fairview Avenue wants to divide his land into another lot by taking off approximately Land Division 200 feet on the back portion. One lot would be 180 feet Joseph Biahchis and the other approximately 172 feet -each by 9l~.b. The utilities are located at the rear of Bianchi's property, which may alter the above described division. Nilsen .moved that the following resolution be adopted: WHEREAS it is proposed to improve the new development Down as Lindig Street by establishing a coaQnon back lot line, and to assess the benefited property for all or a portion of the cost of such improvement, pursuant to Minn. State. , Secs. lt29.411 to t~29.l.11., NOW, THEREFORE, BE IT RE50LVID BY THE VILLAGE COUNCIL OF FALCON HEI(3€iTS, MINNESOTA: That the proposed improvement be referred to the village consulting engineers for study and they are instructed to report to the council with a71 convenient speed advising the council in a preliminary way as to -bhe most feasible common back lot line to establish. Motion was seconded by Mortensen, and upon a vote being taken the motion was carried, and resolution adopted by the council this 27th day of May 196l~. Trees: Replacement of trees warkentien moved that Dr. Hard~s recommendation to removed by Village: purchase seven summit ash trees 8 to 10 feet at a price of ~I~O.OO,plus one pound lawn seed at x.90, plus one yard of black dirt at $5.00 be authorized by .the Council. Motion was seconded by Black and carried. Village Employeest Holidays After discussion, Council decided that inasmuch as i~ro holidays, July ltth and Memorial Day, fall on Saturdays and all employees are entitled to six paid holidays a year, employees Quern and Vavoulis are entitled to one day off for eac~r of these, Same can be accumulated and added to vacation if so desired.. Quern's request for the Friday off before Memorial Day will be granted only if McCrossan Construction Company is not working on Village projects on that day. Safety Deposit Box: Stone introduced the follaoPing resolution and moved. its adoptions BE IT RESOLVED BY 3~iE COUNCIL OF THE VILLAC,E OF FALCON HEIGiiTS that the continued leasing of a safety deposit box in the Safe Deposit Vaults of the Falcon Heights State Bank, Falcon Heights, J~dinnesota be authorized and confirmed for the remainder of the calendar year of 196t~, and BE IT FLRTHER RESOLVED that authority to have access to said safety deposit box until the first day of January 1965, and to remove any part or all of the contents, is hereby given to the followring: W. A. Mortenson, Village Clerk or William E, Olsen, Village ~easvrer or Matina Vavoulis, Deputy Clerk & Deputy Treasurer. The above resolution eras seconded by Black, and upon a vote being taken thereon, the resolution was adopted by the Council of the ViLlge of Falcon Heights this 27th day of May, l96l~. I 2116 1 1 1 Attorney Calvin's Report - ~ , Iowa Curb and Gutter Galvin advised Council that Mr. Carl Pearson, Assessment Roll: Certified Public Accountants, and he are nov: in the process of determining which property owner has not been assessed for the Iov:a Curb and Gutter project which was completed in 1962. Error was discovered and is recorded in the minutes of the regular council meeting of March 25, 19bl~. Water Main and Council was advised that Mr. Stanley ~enberg, Vice Sewer Improvement President for Educational Relationship and Development, of 1963: of the University of D4innesota has been advised that the University will be assessed for the Water Main Improvement of 1963. Police Department Amplifiers B311s : Warkentien advised that the amplifier (authorized for purchase at the last meeting) will enable police officers to broadcast to crowds if necessary.
