REGULAR MEETING OF JUNE 10, lg6l~
The meeting was called to order at 7:00 P,M. with the following members being
presents Harold Nil sen, Mayor; W, A, Mortenson, Clerks Z`rustees Willis
Warkentien, Charles P, Stone and ~ illiam H. Black. Also present ware Village
Treasurer Wit7.iam E,Olsen, Attorney Michael Galvin, Engineer Brad Lemberg,
and Deputy Clark Tina Vavoulis.
Mrs. Harvey Irlen was representative of the League of Women Voters. Mr. Craig
Scherfenberg of the Suburban Life Newspaper was present.
Stone moved, seconded by Black that the minutes of the meeting of May 27, 196l~ ba
approved. Motion carried.
Correspondence:
Letter of June !t signed by Richard 'L4~r~und, Administrator,
Village of Roseville acknowledged receipt of Falcon Heights resolution stating
Sanitary Seger Rate that this village will participate in pro3ect study.
Study:
Ramsey County Weed Letter of June 1 was reminder from Carl Bechar that all
Inspectors weeds and grasses on boulevards, roadsides and parks era
to be cut by July 1st, 196tc. The second cutting should
be completed by September 1st, 196.,
Bingo Game Permit - Letter from Paul Larson, Director of the St. Paul Student
University of Minn.: Canter, requested authority to schedule and conduct a
bingo game on October 2, 1961. Stone moved, seconded.
by Warkentien that the matter be referred to the Village
Attorney for determination as to whether Village has
authority to grant permit for bingo. Motion was carried.
Ponding Area Drainage:
Reverend Wayne Van Kirk and Mr, Thor Lyford, chairman of
Barthel Villas the Board of Trustees of the Church ~rere present. Mr.
Lyford advised that the church proposes to grads the
Falcon Heights area according to specifications of the Village Con-

Falcon Heights Church The following resolution was introduced by Black, who

COUNCIL of Falcon Heights thats
1. The extension of said parking lot is authorized.
Said extension to extend over the following lots
North edge of Lot 18 and South 30 feet of Lot l9.
2. All plans and specifications for said improvement
of parking lot to be approved by the village consulting
engineer and said work to be certified completed to the
Village Council.
3. The improvement of said parking lot not to
decrease the volumetric meter of the ponding area now
comprised of Lots 1.?a., 15, that portion of Lot 19, not
encompassed in improvement, Lots 20 and 21, Block 1,
Barthel Villas according to the plat on file in the
record of the office of the Register of Deeds, Ramsey
County, Minnesota.

any terms the previous agreements entered into between
the Falcon Heights Congregational Church and the
Village of Falcon Heights,
Upon a vote being taken, the above resolution was
unanimously adopted on this 10th day of June 196l~.
Request for 'No Mr. Lyford also discussed advantages of placing ENO
Parking on Sunday Parking on Sunday Mornings signs on the north side of
Mornings Garden Avenue between Pascal and Holton. This would
relieve congestion on Garden Avenue and would also
facilitate movement in and out of the parking lot.
Hollywood Court Present and wishing to be heard were the follow3xig Hollywood
Alleys Improvement: Court residents: Mrs. Donald Nelson, Mrs. Su~aer Hood,
Dr. W. Schultz, and rdr. Ben Kuefler. M~ryor Nilsen reviewed
previous work done on these alleys. The residents wets
informed that these alleys had never been brought up to
standard so ,the Village could approve and maintain them.
Engineer Lemberg stated that McCrossan, Inc. (eontraetorss
who are now completing seal coating and re-surfacing on
village streets) advised they would make the necessary
improvements on these alleys for an approximate sum of
~7So.QO if improvement could be made before they move
their trucks and equipment out of this ar®a.
The above-mentioned residents stated they would canvass
Hollywood Court area in an attempt to collect the X750.00
necessary so work could be accomplished at this time. An
amount of $t~.2.00 per residence (18 residences) is the
amount agreed upon that they wi11 collect. If the
necessary improvements are made to these alleys, and they
are brought up to the required standarrd.s of the Village
of Falcon Heights, they sha11 then be maintained by the
Village of Falcon Heights.

Ray Schomner -Annual Mr. Sehomner was present regarding renewal of permit
Permit for Display issued to allow swimming pool display. Council was
Swimming Pool advised that no swimming is allowed in display pool
Renewed: unless child is accompanied by a parent. Motion made
by Stone, seconded by Black that upon payment of the
fee of ~2.OO for renewal, permit be issued for the year
May 1, 196l~ through April 30, 1965 - to operate display
swimming pool. Motion carried.
Engineer Lemberg's
Report: Inasmuch as Lindig Avenue Grading Project has been completed
as to specifications in contract, Engineer Lember recommended
Lindig Avenue Gradingpayment in the amount of ~l~,l:Ei>..20.
Lindig Avenue Curbs Lemberg stated that where no driveways are established
and Gutters on a newly constructed street 'surmountable' curbs-can
be installed; driveways can then be placed anywhere
without a ten foot section being torn away as would be
the case if regular curbing were installed. If 'sur-
mountable' curbs ar® acceptable to the Council, the
whole job of Lindig Avenue could be completed. The
engineer does not recomamend putting in a mat at this
time without curb and gutter.
The following resolution was introduced by Nilsen,
and seconded by Stone:

Resolution Approving
Plans and Ordering WHEREAS,pursuant to a resolution passed by the
Advertisement Council on May 27, 196l~, the Village Consulting Engineers,
for Bids Bonestroo, Rosene and Associates have prepared plans and
specifications for the improvement of Lindig Avenue betwe®n
the north line of Larpenteur Avenue and the north terminal
point of Lindig Avenue as platted, by the construction of
surmountable curbs and Butters, and have presented said
plans and specifications for approval by the Village Council,
NAht, THEREFORE, BE IT RESOL rV'~ BY THE VILT,AGE COUNCII,
OF FALCON HEIGHTS, MINNESOTA:
1. Such plans and specifications, copy of which are
attached hereto and made a part hereof, are hereby apjx owed.
2. The Village Clerk shall prepare and cause to be
inserted in the official paper an advertisement for bids
upon the making of such improvement under such approved plans
and specifications. The adv®rtisement shall be published for
ten days, shall specify the work to be done, shall state that
bids will be opened and considered by the Council at 8:00
P.M. on July 22 in the council chambers of the village hall,
and that no bids will be considered unless sealed anal filed
with the clerk and accompanied by a cash deposit, cashier's
check, bid bond or certified check payable to the cle~sk for
5~ of the amount of such bid.

Upon a vote being taken, the above resolution was
adopted by the Council this tenth day of June, 196,.
Lindig Street -
Land Division - Mr. Bianchi~::of 1725 North Fairvievr Avenue was present
Joseph Bianchi~s regarding sale of his lot and the establishment of a
Property common back lot line referred to in minutes of meeting
of May 27, 196.. Engineer Lemberg advised he had con-
. tacted the utility company and was informed that there is
COIIffilon Back Lot Line: no permanent utility easement and that utility poles and
~v3.res are strung, but poles do not belong to them. The
utility compar~y would be happy to have a common line set
so they could obtain easement. It is possible that
temporary easements could be granted by comers of property
now being served.
After discussion about Bianchi's lot, it was agreed that a
survey of his lot is necessary and Attorney Galvin will
contact him about submitting a letter to the Council.
for approval of the proposed sub-division of his lot,
Striping of Streets: Ramsey County wi11 be contacted by engineer with regard
to striping of streets at pedestrian crossings and also
center street lines.
Machine Accounting of Carl Pearson, Certified Public Accountant, advised he has
.Village Recordss one serious obstacle to overcome before presenting the
cost figures for machine accounting of village accounts.
He will have cost figure in about six or eight daps and
will submit it to Council.
