REGULAR MEETING OF JUNE 2~., 196t~
The regular meeting of the Village Council was called to order at 7:00 P.M, with
the following members present Mayor Harold. C, Nilsen; Clerk ~~. A. Mortenson,
Trustees Willis Warkentien, Charles P. Stone, and William H. Black. Also present
were Engineer Brad Lemberg, Attorney Bernie Friel, Treasurer William E, Olsen,
and Deputy Clerk Tina Vavoulis.
Mortenson moved., seconded by Black, that the minutes of the meeting of June 10th
be approved as corrected. Motion carried.

County Road and Bridge Fund: Letter was read from Ramsey County Commissioners
dated June 15, 196t~. An apportionment of $1,805.02 has
been authorized for Falcon Heights in the County's 196l~
fund.
N. S. P. Invitation to The mayor informed the councilmen that invitation had

Ramsey County League of Mortenson gave explanation of the manner in which dues

Proposed Extension of Nilsen introduced the following resolution and moved its
Fairview Avenue in a adoption:

Whereas, the Village Council of the Village of
Falcon Heights is keenly aware of the necessity for an
additional northerly entrance and exit to and from the
Minnesota State Fair Grounds which are located within
the Village of Falcon Heights, Minnesota and
WHEREAS, it appears that the interests of the
P~4innesota Agricultural Society (The Minnesota State
Fair), the University of Minnesota, and the Village of
Falcon Heights would best be served by an additional
northerly entrance and exit from the State Fair Grounds
through University property to Larpenteur Avenue located
within the Village of Falcon Heights,
N06~d, THL"P~FORE, BE IT RESOLVED A5 FOLLC~IS:
1. The Village of Falcon Heights strongly urges
that the University of Minnesota and the Minnesota
Agricultural Society develop an additional access road
to the State Fair Grounds as a southerly extension of
Fairview Avenue as it presently exists in the Village
of Falcon Heights, from Larpenteur Avenue south to
Randall Avenue.
2. A copy of this Resolution be f'or~varded to the
University of b~,innesota Agricultural School Dean, the
Executive Director of the rinnesota Agricultural Society,
and the appropriate Legislative Interim Committee.

Conditional Use Permit Mr. Robert Forster was present and made application for
for Sign at the conditional use permit to place sign on the roof of the
Flameburgers Flameburger Restaurant. After discussion, Stone intro-
duced the following resolution and moved its adoption.

VIHEREAS, Robert Forster has made an application for
conditional use permit and filed the same with the
Village of Falcon Heights along with the fee of X5.00,
and
1~`~iEREAS, the Council of the Village of Falcon Heights
has recommended that said application be granted by
reason of the following:
1. The sign, which is to be a lighted arrow on a
red background, be placed next to the existing sign on top
of the building is in harmony with the general purpose and
intent ofOrdinance 64, Section 1l~.
2. The proposed sign will not have an adverse effect
upon the health, safety and welfare of the community
existing and anticipated.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
Village of Falcon Heights grants the conditional use appli-
cation made by Robert Forster on the 2ltth day of June 196l~.
Erection of said sign is on that property described as the
Flameburger Restaurant located at 1533 W. Larpentsur within
the Village of Falcon Heights, which property is presently
zoned as B-2, all under the provisions of Section 16.5,
Ordinance No. bLt of the Village of Falcon Heights.
Upon a vote being taken, the above resolution was ddopted
this 2?~th day of June, 1964.
Alley between Larpenteur Mr. John Ringus of 1367 W. California was present regarding
and Galifornia - the condition of the alley. He stated there were spots where
Hamline and Alberts bituminous is breaking and bel ieved it should be seal-coated
to preserve. Lemberg advised it had been seal-coated i.n
1962 and in accordance with the rotating maintenance program
would be seal-coated every four years. In the meantime, the
maintenance man will patch where necessary.
~No Parking' sign on Mr. Ringus pointed dnt that cars often park on Hamline Avenue
Hamline Avenues 3ust south of the above-mentioned alley, on the west side of
the street. ti7hen approaching the street from the alley, it
is difficult to see approaching cars. Lemberg will contact
W. Chenoweth of the County Highway Department regarding 'No
Parkingt sign being placed at that location. (Ramsey County

Dutch Elm Disease: Deputy Clerk was instructed to request newspapers to print
neMrrs item relative to procedure to take if elm disease is
suspected. Procedure was outlined by Tv.innesota Department
of Agriculture pivision of Plant Industry and is in the
Clerks files.

Flag Pole: Letter from St. Paul Fence and Iron Works regarding flag pole
was read by Altortenson. Further information will be obtained
regarding pole that is on a pi~r~t.
California Avenue
Curb and Gutter: Moved by Stone, seconded by Warkentien that inasmuch
as the California Avenue Concrete Curb and Gutter
Seal coating of Project has been completed, that the Co~~ncil authorize
street: the Engineer to arrange for seal coating of the street
on the two blocks from the West line of Hamline
Avenue to the East line of Pascal Avenue. The motion
was carried.
Lindig and
Burning Ordinance - Art Lindig was present and requested permission to
