A. Mortenson; Trustees Charles P. Stone and William Black. Absent: Mayor Harold Nilsen. Also present were Treasurer William E. Olsen, Engineer Bradford Lemberg, Attorney i~~ichael Galvin, and Deputy Clerk 2`ina Vavoulis. Sky-Diving Exhibition Mr. Lan We11s of th® Twi.n Eagles Sky Diving Exhibition at Minnesota State Team was present. He explained that the divers will be Fair: landing in open pasture on the fair grounds. Member Stone introduced the following resolution and moved its adoption: WHEREAS, the Minnesota Department of Aeronautics has referred to the Village Council of the Village of Falcon Heights the request of the Twin Eagles Sky Diving Exhibi- tion Team for permission under the rules and regulations of the Department of Aeronautics for exhibition sky-diving permit, and YJHEREAS, the Twin Eagles Exhibition Team entered into a contract with the State Agricultural. Society, and WHEREAS, it appears that there is no statute or ordinance controlling the granting of such permission, I~ IS HEREBY RESOLVED that the Village of Falcon Heights take no action, and IT IS FURTHER RESOLVED that a copy of the Resolution be forwarded to the Minnesota Department of Aeronautics. The motion for the adoption of the foregoing resolution was duly seconded by member Black and upon a vote being taken thereon, the following voted in favor thereof: Mortenson, Warkentien, Stone and Black. Letter from his neighbor, Mr. Joe Sanderson of 1753 North Holton indicated he approved. Black moved that this application be referred. to the Planning Commssion for consideration and recommendation. Motion was seconded by Stone and duly carried. Conditional Use Permit Conditional Use Permit was submitted by George H, Application - Nelson for a building to house garden tools, disk, George H. Nelson harrow, and small cultivators. Black moved that the 16$9 North Cleveland: application for this conditional use r~ermit for an additional building on the proper-fy located at 1689 North.Cleveland Avenue be referred to the Planning Commission, subject to payment of -the fee of X5,00 and also subject to the submission of a diagram giving the dimensions of the proposed building and the proposed distance from the proper~r line. Motion was seconded by Warkentien and upon a vote being taken, motion was carried, Mobile Home Park Query: Letter from Walter Ranik of 5100 Quail Avenue North in Minneapolis expressing interest in building a Mobile Home Park in this village was read. Deputy Clerk was instructed to write inquiring as to locations he may be considering. Lindig Street Surfacing Project - gt 8:00 P.Ad, Acting Mayor Warkentien called for bids that may have not reached the council. Bids for the Opening of Bids: Lindig Street Surfacing Project having been submitted pursuant to proper legal notices in the suburban Life Newspaper and the Construction Bulletin were then opened. Upon motion by Stone, seconded by Black, the following resolution was adopted: WHEREAS, pursuant to an advertisement for bids for the improvement of Lindig Street as platted by bituminous paving and concrete curbs and gutters, bids were received, opened and tabulated according to law, and the following bids were received complying with the advertisements 2132 E. J. Pennig Company x].2,798.50 begin work August 10, complete in 60 days AmorCoat Finishing Co., Inc. ~10,1~11.25 begin work per specifications, complete September 18. Bituminous Roadways, Inc. Schifsky and Sons, Inc. ~ 9,582,00 begin work upon award, complete September 18. Dunkley Surfacing Co., Isic, $10,51lt,50 begin work in 30 days,. complete in 30 days. Hennepin Black Topping Company, Inc. ~ 8,973.50 start work August 1, 1964, complete September 18. AND ~ SAS, it appears that Hennepin Black Topping Company Inc. of Minneapolis is the lowest responsible bidder, NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCII, OF FALCON HEIGHTS , MINK &SOTA 1. The mayor and clerk are hereby authorized and directed to enter into contract with Hennepin Black Topping Company, Inc. of Minneapolis in the name of the Village of Falcon Heights for the improvement of Lindig Street as platted by bituminous paving and concrete curbs and gutters according to the plans and specifications therefor approved by the Village Council and on file in the office of the Village Glerk, 2. The Village Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has bean signed. Adopted by the Village Council this 22nd day of July 1964. Black moved that the West Falcon Heights Playground Association be authorized to make expenditure not to exceed $700 for the erection of an eight foot chain link fence at both ends of the tennis court, plus the posts and winch necessary for .completion (188 feet of tennis court fencing or 8 feet nigh by 70 feet inlength plus four 12 foot wings. 2133 This authorization is made with the understanding that bids will be secured jn an effort to get the best price. The aforesaid expenditure of $700 shall be made from the General Funds of the Village and facilities and equipment purchased may be available to all residents of Falcon Heights and administered by the 1~(est Falcon Heights Playground Association. The motion was seconded. by ~Iarkentien, and, upon a vote being taken, the motion was carried. The cost of such improvement to be specially assessed is hereby declared to b® ~5,987.~.9. 2. The Villa ge Clerk, with the assistance of the Villa ge Consulting Engineer shall forthwith calcuhte the proper amount to be specially assessed for such improvement against every assessable lot, piece or parcel of land within the district affected, without regard to cash valuation, as x~rovided by law, and he shall file a copy of such proposed assessment in his office for public inspection. 3. The Clerk shall, upon the completion of such proposed assessment, notify the Council thereof. Adopted by the Council this 22nd day of July 196.. The motion for the adoption of the foregoing resolution was duly seconded by member Mortenson and upon a vote being taken, thereon, the following voted. in favor thereof: Warkentien, Mortenson, Stone and Black. vd'hereupon said resolution was duly declared passed and adopted. 1 1 1 213l~ 1 1 Storage of Contractor's Attorney Galvin advised that it appears that Building Materialst Contractor Robert ~estlund is violating Ordinanc® bl by storing building materials on his property located at 1781 No. Hamline Avenue. It appears that this violation is occurring on other properties also. Galvin will contact violators. Bingo Game Permit Galvin advised that the laws of Minnesota, Chapter St. Paul Student 611-05l~, provide that a bingo game may be conducted Center - University by religious, charitable, fraternal or other of Minnesota: associations, not organized for pbcuniary profit and existing under the laws of the State of Minnesota if the rroceeds therefrom do not inure to the prof it of any one individual.. It is further provided that before such association can conduct a bingo game they must give 30 days written notice of the time and place thereof to the governing body of the governmental subdivision in which it intends to conduct such game and tdze governing body does not pass a resolution objecting. Area Chambers of Mortenson advised council members of an invitation Commerce Barbecue: from the Falcon Heights Businessmen's Association to attend a barbecue at Midway Stadium on August 6th from 5:00 P.P~. to 9:00 P.M. as guests of this Assoc- iation. This Chambers of Commerce of St. Paul and surrounding areas are to be in attendant®.
