Also present were Engineer Brad Lemberg, Treasurer William E. Olsen, and Deputy Clerk Tina Vavoulis. Absents Clerk W. A, Mortenson and Trustee William Black. Mrs. S, Kirkwood was present for the League of Vifornen Voters. Stone moved, seconded by Warkentien that the minutes of the meeting of July 22 be approved. Carried, Election Judges Appointed: For the coming Primary Election to be held on September $, 196., the appointment of the following election fudges was moved by Nilsen, seconded by Warkentien. Jones 2202 Folwell Upon a vote being taken, the motion for the appointments was carried. Official Polling Places Stone moved that the following locations be designated Designated: as the official polling places for the coming September 8 Primary Election. Motion was seconded by V~rarkentien and carried, Precincts 1 and 2 - Village Hall Precinct 3 - Falcon Heights Elementary School Precinct ~. - Northwest Greenhouses (Cleveland and Larpenteur) Request to use Villa ge Maw Tyler requested permission to reserve the Village Hall for meetings: Hall. for meetings of Goldwater for President' group. Permission was granted for Tuesday evenings through the 15th of September. Nilsen moved, Stone seconded that political meetings or ral3ies may be held in the Village Hall if such meetings do not conflict with Justice of the Peace. The Deputy Clerk is authorized to grant permission for such meetings until November 3rd, 196l~, Complaint regarding Cars - Parking in the Mr. Hendrickson of 1887 Arona and Mr. L.~~ McGee of Villages 1882 Arona were present regarding six cars parked at 1879 Arona (two of which have not been moved for J 2136 approximately six weeks). They believe these cars are being repaired and sold on the premises. There is often noise at midnight from repair work being done at that time. 'fhe Council will investigate. Upon review and discussion, Stone moved that the appli- cation of Pools Inc, for a permit to build a swi.mmin pool on Lot 1, Block 1, Rear Part of the Crossroads this being the property of George Macomber, 1776 North Fry Street in the Village of Falcon Heights) be granted. The granting of this permit does not include the building of the accessory structure as shown on the plans inasmuch as an application for Canditional Use Permit must first be submitted and referred to the Planning Commission for recommendation. Nilsen seconded and the motion was carried. Nelson of 1689 North Cleveland Avenue has made an application for a Conditional Use Permit for an accessory building to house garden tools, disk, harrow, and small cultivators, and the same has been filed with the Zoning Administrator for the Village of Falcon Heights along with the fee of $5.00, and WHEREAS, the matter has been referred to the Planning Commission for the Vil]age of Falcon Heights, and 2137 Conditional Use Permit Application - George H. The following resolution was introduced by member Stone, who moved its adoptions RESOLUTION FOR HEARING ON ZHE PROPOSED ASS.GSa?~~ENT ON BENEFITED PROPERTY ABUTTTNG ON CALIFORNIA AVENUE BETNEEN THE WEST LINE OF HAMLINE AVENUE AND THE EAST LINE OF PASCAL AVENUE BY THE CONSTRUCTION OF CURBS AND GUTTERS irl 1 WHEREAS, by a resolution passed by the Council on July 22, 196l~, the Village Clerk vas directed to prepare a proposed assessment of the cost of improving California Avenue between the west line of Hamline Avenue and the east line of Pascal Avenue by the construction of curbs and gutters, and 2138 WHEREAS, the Clerk has notified the Council that such proposed assessment has been completed and filed in his office for public inspection, NCB°J, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, l~IINNESOTA: 1. A Hearing shall be held on the 9th day of September 196t~ in the Village Hall at 8:00 P.~i. to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The Village Clerk is hereby directed to give a mailed and published notice of the Hearing on the proposed assessment as required by law. The published notice to be published once in the official newspaper at least two weeks prior to the Hearing, and he shall state in said notices the total cost of the improvement. Adopted by the Council this 72 th day of August 1961. The motion for the adoption of the foregoing resolution was duly seconded by member Warkentien and upon a vote being taken thereon, the following voted in favor thereof: Nilsen, Warkentien and Stone; and the following voted against the same: none. Whereupon said resolution was declared passed and adopted. California Avenue Upon recommendation of Engineer Lemberg, Stone moved that Curb & Gutter - the Village Council accept the California Avenue Curb and Estimate No. 1 & Gutter Project and authorize final payment in the amount of Final-: X8,353.77 to C. S. McCrossan, Inc. Motion was seconded by '~larkentien and upon a vote being taken, motion was carried. Street Seal Coat Warkentien moved that the Village Council accept the street Project - Estimate seal coat project, upon recommendation of Engineer Lemberg. No. l: The motion was seconded by Stone and duly carried authorizing payment of X3,789.18 to C. S. ~IcCrossan, Inc. (amount to be retained is X1,000.00). Street Resurfacing Upon recommendation of Engineer Lemberg, Nilsen moved that Project 196l~ - the Council accept the Street Resurfacing Project of 196. Estimate No. 1 and and authorize final payment of 11,21x7.90. Motion was duly Final: seconded. by Warkentien and upon a vote being taken, motion was carried. Falcon Heights Church Engineer Lemberg advised that work on the Ponding area Ponding Area appears to be complete and is satisfactory. The parking Drainage - lot has yet to be dust-coated and oiled and the Church Barthel Villas: advisors contemplate blacktopping next year. It will not be used until dust coating has been completed. No Dumping signs requested: Stone moved that ~No Dumping' signs be purchased and placed at the Ponding area site. ~sotion was seconded by Nilsen and carried. Drainage Culvert on Lemberg was authorized by the Village Council to install a Ruggles and Simpsona new drainage culvert on Ruggles and Simpson. Ken warn will be notified and instructed to install culvert. 2139 Lighting on Lindig Street Engineer has contacted Ran Vanelli of Northern States Power Company and he will submit proposal as to number of lights recommended for this street. Drainage Problem between Nilsen moved, VYarkentien seconded that the problem Lindig and Tatum Streets; of drainage between Lindig and Tatum Streets be referred to the Engineer and he is authorized to make a survey of drainage and advise the Council as to the best possible solution. Upon a vote being taken, the motion was carried.
