Mortenson; Trustees Willis Warken tien, Charles P. Stone, and tiYilliam Black. Also present were Treasurer William E, Olsen, Attorney ~~~ichael Galvin, and Engineer Brad Lemberg and Deputy Clerk Tina Vavoulis. Correspondence: Increase in charges Letter dated August 11, 196.from the Water Department for users of St. of the City of Saint Paul stated that it is necessary Paul water: for them to increase demand charges, consumption charges and connection schedule costs effective September 1st. Sewer Rental charges Letter dated August 2Lt, 1964 from Bureau of Valuations for 1965: of the City of Saint Paul stated that sewer rental charges for 1965 shall remain the same as 19bl~. Flaherty Lanes, Ine. Letter of August 11 from Attorney Patrick Flaherty advised that his father had sold stock in the bowling lanes located in this Village to Clement Lehnen. The name of the corporation and everything else remains the same. St. Anthony Storm Letter from r~ilton Rosen, 5t. Paul Commissioner of Public Water Report: ti~orks, was accompanied by report on the St. Anthony Storm Water Pro3ect. Licenses issued for Having met the requirements, it was moved by Mortenson, Year July 1, 196l~ seconded by 4y`arkentien and carried to issue license to .Through June 30,1965: sell Non-Intoxicating Malt Liquor 'On-Baler to the followings Non-Intoxicating No. 75 - Donald Overbee of 1.02 Arona Street Malt Liquor 'On-Sale': at the Fair Grounds - Bl. ~.5, Bldg. #151 Having met the requirements, it was moved by Black, seconded by Nilsen and carried to issue Master Plumber's License to the following: Mister Plumber's No. 111 - Robert T. ~lilson -~Ihite Bear Plbg. & Heating License: 209 Murray, White Bear Lake, Minnesota Elections: Mortenson advised that he was in attendance at a meeting called by Clarence Kammerer, Supervisor of Elections of Ramsey County on August 21, 196lt. Hearing - Proposed Assessment Nilsen introduced the following resolution and moved. its Waterr.~ain and Sanitary adoption: Sewer Improvement 1963 and WHEREAS, by a resolution passed by the Council on Lindig Avenue Curb August 12, 1961, the Village Clerk was directed to prepare and Gutter&Surfacing a proposed assessment of the cost of the improvement, and Improvement: WHEREAS, the Clerk has notified the Council that such proposed assessment has been completed and filed in his office for public inspection, 2143 NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, MINPI~SOTA: 1. A Hearing shall be held on the 23rd day of September in the Village Hall at 8:00 P.I~, to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard tivith reference to such assessment. 2. The Village Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the improvement. The motion to adopt the foregoing resolution was seconded by Warkentien and upon a vote being taken, the motion was carried. The above resolution was adopted by the Village Council this 26th day of August 1964. Swirmning Pools: Discussion was held regarding advisability of establishing minimum requirements in the building of individually o~med swimming pools, Tt was felt that a structural engineer should be consulted regarding this matter and that possibly an ordinance could be adopted. This would be in the interest and for the protection of Falcon Heights citizens. Application for Rezoning Nilsen moved the adoption of the following; resolution: submitted by Art Lindig: ~YFiEREA5, Arthur Lindig acting individually for himself and for Lindig Greenhouses, Inc. has presented a petition for rezoning the north 53.51 feet of the south 353.51 feet of Lot 5, ffiock 2 of Lindig Addition, and WHEREAS, said Pe tition is accompanied by a certified copy of the owners within 300 feet of the adjacent property, and Petition referred to ~°~FIER~:AS, the petition has been signed by more Planning Commissions thin fifty per cent of the owners of the property adjacent within 300 feet, and ~~'HEREAS, proper application has been presented to the Village Council of Falcon Heights, along withthe rezoning application fee of X35.00, T1OVd, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCII, OF FALCON HEIGHTS, 2~gT~tI~~ESOTA that said petition be referred to the Planning Commission in accordance with Ordinance 6~., Section 16.6, subdivision 5. 1 G The motion to adopt the foregoing resolution was duly seconded by Black and. upon a vote being taken, the resolution was adopted by the Village Gouncil on this 26th day of August 196t~. 21l~1~. 1 Proposed Assessment It was deemed advisable to notify residents in the Falcon foods area that the formula used to determine the assessment WaterMain and Sanitary on each individual lot is based on the cost of the Severer Improvement 1963s improvement of that entire area. That cost is then divided by the number of benefited lots. The reason for assessing in this manner is that the lots are not regular or usual, but are odd shaped lots, with many curves. The follorrri.ng resolution was introduced by Black: Proposed Plan for WHEREAS, Joseph D, Bianchi is the owner of certain Proposed Bividion real estate located in the Village of Falcon Heights, and of an Existing Lot VPHEREAS, said owner has submitted to the Village submitted by Council plans and data pursuant to Ordinance No. 69 of Joseph D. Bianchi: the Village of Falcon Heights for a proposed plan for the proposed division of an existing lot by metes and bounds description of that real estate, and VPHEREAS, the Village Council of the Village of Falcon Heights and the Village Engineers have reviewed the plans and data as sutmitd and conclude that said plans and data meet the obje tives of !;he ordinances and regulations of the Villa ge, and 1 WHII~EAS, it is necessary that said plans and data be referred to the Planning Commission of the Village of Falcon Heights for tk~eir study, consideration and recommendations, NOW, THEREFORE, BE IT RESOLVED BY THE VRI,AGE COUNCJZ of the Village of Falcon Heights thats 1. The proposed plans and data for said proposed division of an existing lot by metes and bounds description is hereby given preliminary approval by the Village Council of the Village of Falcon Heights. 2. Said proposed plans and data for said proposed division of an existing lot are hereby referred to the Village Planning Commission for their study, review and recommendation to the Village Council as soon as practical.
