A. Mortenson; Trustees Willis b'darkentien and William Black. Also present were Treasurer ~dilliam E. Olsen, Engineer Brad Lemberg, Attorney I:~ichael Galvin, and Deputy Clerk Tina Vavoulis. Absent: Charles Stone, Trustee. 1 1 Warkentien moved that the minutes of the meeting of August 12, 196l~ be approved. Seconded by Ps~ortenson and carried. Nilsen moved that the minutes of the meeting of August 26, 196. be approved. Seconded by Black and carried. Correspondence: Distribution of Letter from Theodore I. Kruzel of 1373 Arona Street Literature during regarding distribution of literature that is attached to State Fair Week: the automobiles parked at curb sites during Fair leek was read. Litter and junk is thrown in the yards, sidewalks and boulevards, and in the streets. ~Ir. Kruzel addressed letter to Governor Rolvaag, I»Iayor Vavoulis of Saint Paul, John Libbey, General manager of the Fair Grounds, and Robert Gerber, City, Clerk. He desires somas solution inas- much as this situation is unpleasant. Permanent Voter Letter was read from Clarence Kammerer of the Bureau of Registration: Elections, Ramsey County recommending permanent voter registration be instituted in all towns, villages and cities of Ramsey County. Clerk Mortenson will attend a meeting to be held on September 18, 196. Licenses issued: Cigarette, Cigars, Cigarette Papers and Cigarette Wrappers: Having met the requirements, it was moved by Black, seconded by '~darkentien that the application for license to sell at retail Cigarettes, Cigarette Papers, and Cigarette Wrappers be granted to the following, to expire June 30, 1965: j~otion was carried. #208 - Mickey~s Diner, Inc. 1526 ~d. Lindig Street - Black stated that about ten days ago he had orally received Subdivision of Land report that the Bianchi proposed subdivision of land had -Joseph Biahchi been approved by the Planning Commission. To date, no Propertys written confirmation has been received. After discussion, the following resolution yeas introduced by Nilsen ~vho moved its adoption: '~JHEREAS, Mr, Joseph D. Bianchi has submitted to the Falcon Heights Village Council a request for subdivision of his existing lot pursuant to the provisions of Ordinance 69, Article 3, and '+d-1II~EAS, the Village Council, after reviewing said application has referred the request to the Falcon heights Planning Commission for its recommendations, and ti'1HEREAS, the Falcon Heights Planning Commission has recommended approval of said proposed sub-division, NOW, TH~EFORE, BE IT_ RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, ^gLr~dNESOTA THAT 1. The Village Clerk be instructed to publish a notice of public hearing in a, legal newspaper, said notice to be published September 16 calling said hearing September 23, 1964 at 7:30 P.T~I. 2. The Public Hearing to be held September 23 at 7:30 P.~4. to hear all people interested in the proposed sub- division. The foregoing motion was seconded by Black, and upon a vote being taken, the resolution was adopted by the Village Council this 9th day of September 1964. Adopted by the Council this 9th day of September 1961. The motion for the adoption of the foregoing resolution was duly seconded by member Warkentien and upon a vote being taken thereon, the following voted in favor thereof: Nilsen, Mortenson, Black and i~arkentien; and the following voted against the same: None. ~'dhereupon said resolution was duly declared passed and adopted. Falcon Hts. Church Ponding Area Rev. GVayne VanKirk and I+Qr. tileston Potter of the Falcon Drainage: Heights Congregational Church were present. Due to heavy rains of the past week, the ponding area remains a problem Barthel Villas: despite the installation of dry wells. Discussion was held on the possibility of installing a storm sewer. Mayor Nilsen read a letter from Milton Rosen, Commissioner of Public i~dorks of St. Paul regarding the St. Anthony Storm Sewer Project. It would appear that the only solution at the present time, until storm sewers can be installed, is to fence the property around the ponding area so that children are kept out. 219 Poor Drainage of ?fir. It was agreed, after discussion, that Mr. Helms be advised that a Variance request should have been obtained before fence was constructed, in com- pliance with Ordinance 6t~, Section 4.7.
