SPECIAL PrIEETING OF OCTOBER 21, 196i~
Pursuant to due call and notice thereof, a special meeting of the Village Council
.was duly called and held on October 21, 196~t at 7:30 P,P~1, The following members
were present: Acting 1'~ayor Willis ~'darkentien; Trustees Charles Stone and William
Black. Also present were Attorney Michael Galvin, Treasurer William E, 01s en,
and Deputy Clerk Tina Vavoulis. The following were absent: Mayor Harold Nils en
and Clerk Yd. A. Mortensen.
The following resolution was introduced by Stone, who
moved its adoption:
V'daterMain and
Sanitary Sewer WHEREAS, pursuant to proper not ice duly given as
Improvement 1963: required by law, the Village Council of Falcon Heights
made an improvement to said Village by the construction
Amendment of of municipal water mains in that area known as Falcon
Assessment Roll ~'~doods No. 2, and
Falcon ~`doods 'diHEREAS, the costs of said improvement as well as
No. 2 other improvements were assessed in fu11 against abutting
and benefitted property owners, and

assessment roll was held September 23, 196l~, and said
assessment roll was ~.dopted at said hearing, and
~~d-IEREAS, subsequent to the adoption of said
assessment roll notice of appeal as to a portion of said
assessment was filed pursuant to the statute, service
being made on the Clerk of said Vi11 age, and
'NHEF~EAS, said appelants and Council have reviewed
their objections to said proposed assessment ro11 on
October 1l~, 196t~, and the matter was further considered
at a special meeting oE' representatives of the Council and
3.nterested citizens on October 17, 196t~, and
WHEREAS, the question and method of assessing certain
irregular, non-rectangular lots, having been fully
resolved between the part~:es in said appeal:
NOW, THEREFORE, BE IT RESOLVED:
1. The proposed assessment roll adopted September 23,
1961 is amended to show the front footages and total
assessments as they appear on Exhibit A which is made a part
hereof by reference and is on file in the Clerks office.
2, The appelants have agreed, in consideration of a
foregoing amendment to the proposed assessment roll, to
dismiss their notice of appeal, and the Village Attorney
is authorized to prepare and execute on behalf of the
Village any and all documents necessary to effect the
dismissal of this appeal.
Adopted by the Council after being duly seconded by Black
and carried. Dated this 21st day of October 196l~,

REGULAR .~'~c;TIPdG OF OCTOBER 28, 1964
The regular meeting of the Village Council was held at 7:00 P,M. with the
following members being present: Mayor Harold Nilsen; Clerk W. A~ Mortenson;
Trustees Willis a~arkentien, Charles Stone, and William Black. Also present
were Treasurer William Olsen, Engineer Brad Lemberg, and Deputy Clerk Tina Vavoulis.
Stone moved, seconded by Black that the minutes of the regular meeting of October
14, 1964 be approved, Carried.
Black moved, Warkentien seconded that the minutes of the meeting of September 23,
1964 be approved, Carried.
Correspondences
Technical Committee Letter from the Office of the City Comptroller of St.
rdeeting Scheduleds Paul, Minnesota dated October 20~ 1964 was read. The
Technical Committee of St. Paul has arranged for and will
conduct a meeting at 2x00 P.M. Thursday, November 12, 196l~.
Representatives and mayors and council members are ~°~relcome.
Radar: Mortenson stated that it is his understanding that some
judges will not fine a person for speeding unless it can
be proved to him that the tuning device is in order. That
is, unless there is proof by having another patrol car with
a tested speedometer go through at a set speed. Russell
Bacon Equipment Company will be contacted as to any
information they may have on this point,
Candidates' i~ieeting - The League of Women Voters has requested December 1st
Village Election: as a Candidates' ivieeting Night for the Village election
to be held December 8th. Village Clerk Mortenson advised
he would not be seeking re-election, Trustee Charles
Stone has filed for election to another three year term
as trustee. There will be two Justices of the Peace
offices open - one for the regular term of two years,
and the other to finish the unexpired term of one year
vacated by the resignation of Dwain L, Jones.
Plumbing Inspector: Richard Alquist of Alquist and Clark Plumbing Co., 791
Raymond Avenue, St. Paul has inquired into filling the
position of plumbing inspector.
Election November 3rd -Stone moved that the Village Clerk be authorized to purchase
Table for Precinct an appropriate table for use during elections at Precinct
No. 4: No. }~. Black seconded, carried,
WaterMain and Sanitary Mr, and Mrs. George Kulkay - 1700 North Fry Street were
Sewer Improvement 1963: present to protest assessment. They maintain that in 1959
they were approached by Mr. Spiegler who wanted to build
Protest of Assessment: apartments across the street from them, as to whether or
not they wanted water at that time. He (Kulkay) advised
Spiegler that if everyone on Fry was willing to 1'o along and
put in water, he would. The people on Fry Street v~ere not
interested, and Kulkay, therefore, advised Spiegler he was
not interested. Kulkay stated that Frank Graham, attorney
for the Village at that time, had advised him that he
could not be assessed at any time in the future, because
Spiegler had paid the full assessment.

Street Lightings Mr. Ron Vane11 i of Northern States Power Company was
present to discuss proposed street ligh ting plan. After
discussion, Stone roved that the Village Council authorize
Northern States Power Company to install the following
lights as shown on the proposed drawing on file in the
Clerk ~ s office.
Convert one 6,000 lumen overhead street light at Iowa and
Hamline Avenues to one 23,000 lumen overhead fluorescent
street light,
Convert one existing b,000 lumen overhead to one 23,000
overhead street light at Garden and Snelling Avenues
(west side of Snelling Avenue).
Install one 6,000 lumen overhead street light at
Simpson and Roselawn.
Install four 6,000 overhead street lights on Tatum
Street between Larpenteur and Roselawn Avenues.
Install three 6,000 lumen overhead street lights on
Lindig Street from Larpenteur Avenue to the cul-de-eac.
Install four 23,000 lumen overhead street lights on the
north side of Larpenteur Avenue betwec-~ Arona and. the
East Service Road of Snelling Avenue
Install two 23,000 lumen overhead street lights on the
first and second poles east of Snelling Avenue Service
Drive on the south side of Larpenteur.
Install one 23,000 lumen overhead fluorescent street light
on the south median of Snelling and Larpenteur on
Snelling Avenue.
Convert one 6,000 lumen overhead street light to one
23,000 lumen overhead street light in the median on the
north side of Larpenteur Avenue on Snelling.
Install on the first pole north of Larpenteur Avenue in
the median strip on Snelling Avenue two 23,000 lumen
overhead fluorescent limits.
Install two 23,000 lumen overhead fluorescents on the
median south of Crawford on Snelling Avenue.
On the southeast corner of Crawford Avenue and the East
service Road of Snelling Avenue, instal 1 one 23,000 lumen
overhead fluorescent street light.
Install three 23,000 lumen overhead fluorescent street
lights on the north side of Larpenteur Avenue between the
Vest service Road on Snelling Avenue and St. P~ary's Avenue.
Install one 23,000 lumen overhead street light on the
norhl side of Larpenteur Avenue between St. Mary's and
Fry Street.

Convert one 6,000 lumen overhead street light to one
23,000 lumen overhead stxeet light on the northwest
corner of Fry Street and Larpenteur Avenue.
Install one 23,000 lumen overhead fluorescent street
light on the south side of Larpenteur Avenue immediately
east of the Village Hall drive entrance.
First-class residential poles are to be utilized.
Total cost for the additional lights shall not exceed
X2,260 per year.
Warkentien seconded the motion for installation of the
above and upon a vote being taken, the following voted
in favor: Nilsen, Mortenson, Warkentien, Black, Stone.
The following voted a~?ainst: None, The motion carried.
Bills: Adortenson moved that the following bills be paid.
Seconded by Warkentien and carried.
