Nilsen; Clark W. A. I~~ortenson; Trustees Willis Warlcentien, Charles Stone and William Black. Also present were Treasurer William Olsen, Enginaar Brad Lemberg, Attorney Michael Galvin, and Deputy Clerk Tina Vavoulis. Mrs. Norma Frances represented the League of Woman Voters. Stone moved, Black seconded that the minutes of the meeting of November 18, 19611 be approved. Carried. Correspondence: Speeding on Ruggles Letter from Collin Alexander of 1868 Arona inquired and Arona: as to the action taken to remedy speeding at the intersection of Ruggles and Arona. Ha will be advised that the Village has planned for radar and 1965 should see it in operation. Governor Karl F. Letter from Governor Karl F. Rolvaag urging municipal Rolvaag -Civil officials to attend conferences on Civil Defense vrhich Defense Conference: the University of Minnesota and the Minnesota T3epartment of Civil Defense era conducting was read. License Application for Having mat the requirements, Mortenson moved; Nils en Gasoline Filling Station seconded that License No. 128 be gran#ad to Roy A. Operators McComb to operate a Gasoline Filling Station at 1670 North Snelling Avenue for the period until July lst~ 1965. Motian carried. _ Opening of Bids - Pursuant to written invitation to bid on the 1966 1965 Purchases of requirenents of gasoline, oil, filters, etc. bids were Gasoline, Oil, received and opened at 7;30 P.M. from the following Filters, etc.: gasoline filling stations: Falcon Heights Cities Serv. Station 1670 Snelling Falcon Oil Company 1350 Vr. Larpenteur Shell Oil Gompany 1.07 W. Larpenteur Garnet's Standard Service 1691 N. Snelling Stone moved, seconded by Black that the bid for gasoline, oil, filters, lubrication and other normal maintenance service required by the squad car, fire trucks, and maintenance truck be awarded to the Falcon Heights Cities Service Station. Upon a vote being taken, the following voted in favors Nils en, Mortenson, Stone, Warkentien, and Black, and the follawing voted against: None. The motion was carried. Citizens Recreational William Korstad, chairman of the Citizens Recreational Advisory Committee: Advisory Committee, and Mrs. Billie Foreman were in attendance. This Gonun.ittee has received oral approval to use University property for two additional skating rinks this year„ One suggested location is the experi- mental ground just off Garden and Fry Avenues; the other suggested location is on Coffman Avenue in University Grove. Enginaar Lemberg was instructed to make survey of suggested locations and feasibility of these areas for skating rinks. 1 i 1 2192 Special Meeting A special meeting of the Council has been called for Scheduled: December 16, 196.. Purpose of meeting is so that Citizens Recreational Commit tee has opportunity to discuss recreation with Council members. Satellite Service Letter dated November 25 from the Satellite Service Company -outside Company was read. It outlined service and toilet toilets: facilities available for skating rinks. Discussion was held, but no action was taken at this time, Maintenance Dept - Warkentien moved that Ken Quern be authorized to get Flooding skating assistan ce as needed to maintain the skating area for rinks: the winter season if the two additional rinks are set up. Salary for the additional help is not to exceed X2,50 per hour for adult help and possibly L.25 if not adults. If additional rinks are not set up, extra help will not be required. Motion was duly seconded by Stone and carried. George A. Kulkay The Council considered the matter of abating assessment Assessment - dater against the property awned by George A. Kulkay at Main and Sanitary 1700 North Fry Street. Upon the advice of counsel, in Surer Impra~ement his letter to Mayor Nilsen dated December 2nd, Mortenson 1963s moved that request for abatement of assessment be denied, 1700 Nort2T Fry and the value of the benefit is the assessment now certi- fied to the County Auditor. Motion was seconded by V~arkentien and upon a vote being taken the following voted in favor: Nilsen, Mortenson, Warkea~tien, Stone and Black and the following voted against: None. The motion was carried. Justice of the Peace Clerk Mortenson performed the duty of swearing in the Coppini -5~rorn in: newly-elected Justice of the Peace, Paul L. Coppini. Fence Abutting Attorneyts letter of December ~.th addressed to Mayor Street on North Nilsen was reviewed. It was stated that a complete review Snelling Drive - of the Village Zoning Ordinance leads to the conclusion 17$9 No. Asbury: that, at best, it is ambiguous with respect to the set- back requirements on the rear of a through lot. To require a 30 foot set-back on the front and also on the rear of Mr. Helmet lot would limit the usage of approxi- mately !~0 per cent of his total property. Attorney Galvin recommended that the Village ordinances be amended to remove the ambiguity. Clerk was instructed to write to the Building Inspector stating-that if Mr. Helms applies for building permit for any ancillary building on the Snelling side of his lot, that permit be held in abeyance until much tires as the Council has reviewed same, Sewer Ratess Attorney Galvin advised he had met with all the attorneys of the Villages involved in the Sewer Rate Study recently made. A group of the engineers has come up with a formula. It was agreed that sewer rentals are excessive and the City of Saint Paul is realizing too much money. Representatives ~ the municipalities will draft a form of contract with respect to establishing a fair rate. 2193 Christmas Tree Stone moved that Christmas Tree Lot licenses be granted to the Lot Licenses: following four applicants #121 - Ralph Lewis 11072 T.7leadowbrook Lane - MinneaJ olis Larpenteur & Snelling -next to ~~eber's Cafe #125 - Donald D, Johnston - 1l~07 West Larpenteur on lot housing Shell Oil Station #126 - Univ. of Minn. Forestry Club - E. Karel, Chairman 1671 Juliet Avenue at Larpenteur & Cleveland #127 - Hermes Floral Company - 2001 West Larpenteur Shell Station and Mortenson seconded motion. Pi4otion carried. Christmas Trees s It was brought to the attention of the Council that trees at the Shell Station appear to be all over the lot, some are leaning on the gasoline pumps. Fire Chief Helbig will be instruc ted to make a safety check, Assistance to elderly Discussion was held regarding possibility of holding election and invalids during in the fire station in lieu of the second floor of the votings Village Hall. Sungestions were offered inasmuch as the elderly and invalids find it difficult to climb stairs. Volunteer Fireman Stone moved that the application f'or emplojrment as a Application for volunteer fireman submitted by Ronald Victor Peterson Employment: be approved. subject to physical examination. ~darkentien seconded and motion was carried. League of Women Voters Black moved that Brad Lemberg, Village Consulting L'ngineer, Meeting December 15ths be authorized to attend meeting of the League of yeomen Voters on the 15th of December. Discussion at this meeting will concern the Snelling-Larpenteur Grade Separation, also slides and pictures will be shown and a general dis- cussion of the village will be conducted. Mortenson seconded motion and it was carried. Plumbing Inspector Mortenson moved that Richard Alquist of Alquist & Clark Appointment - Richard Plumbing Company located at X91 Raymond Avenue in St. Paul Alquists be appointed Plumbing Inspector.
