APPROVAL OF MINUTES: 1. October 10, 2022 • Motion by Pellegrini to approve 1. 5-0, motion approved. D. AGENDA 1. Climate Emergency Resolution Approval Administrator Linehan presented the latest version of the Climate Emergency Resolution, which incorporated Chair Mercer-Taylor’s notes. Mercer-Taylor provided background on the changes she made to the resolution. The commission discussed what a potential climate action plan (CAP) would look like. Mercer-Taylor mentioned that resiliency is an important component of developing a climate action plan. It was mentioned that the University of Minnesota is currently working on an update to their CAP, and that the City should partner with the University of Minnesota. A question arose regarding whether the plan would be done in-house or with the assistance of a consultant. Linehan mentioned that funding would be an issue, as money was not included in the City’s 2023 budget for a consultant. Linehan mentioned that the MPCA has a grant for communities under 10,000 population to help them develop climate resiliency plans and improvements. Motion by Mercer-Taylor to approve. 1. 5-0, motion approved 2. Ruggles Pathway Update Administrator Linehan had this as a reoccurring item from the October meeting, but there was not much to update. E. NEWS AND ANNOUNCEMENTS 1. Other Chair Mercer-Taylor invited the group to participate in an upcoming climate action planning workshop at the University of Minnesota. The event was on Tuesday, November 15th from 4-5:30 p.m. in Moos Hall, room 451. Commissioner De Filippo Vannucci stated he was planning to attend the CAP workshop. Commissioner Kostecki mentioned that she also was going to try to attend. F. ADJOURN 1. Motion by Pellegrini to adjourn the meeting at 7:14 p.m. • 5-0, motion approved. APPROVAL OF MINUTES: September 12, 2021 Moved, seconded to approve revised minutes for September 12, 2021; motion carried. D. AGENDA 1. 2022 Priorities i. Identified some priorities for the commission. Will need to circle back with a core plan. ii. Recruit more members to the commission iii. Use technology like Google Docs to increase collaboration iv. Work on Recycling Contract v. Try to get someone from Ramsey County to talk on Recycling vi. Possible Single Trash Hauler Discussion 2. Partner with UMN i. Look to find projects from UMN ii. From the University of Minnesota website: Guido Wallraven has served as technical director for the City of Saerbeck since 2009. He is in charge of implementing about 150 individual initiatives that promote and implement local climate protection. Wallraven has worked on municipal climate protection issues for over 15 years. Together with local stakeholders, he develops plans for adapting to climate change. He serves as a consultant to municipalities and cities on local measures that support sustainability. He also manages the implementation of large and small projects that focus on renewable energies, energy use reduction, energy efficiency, climate-friendly transportation, and community education. Wallraven (pronounced “VAL-raav-n”) holds an engineering degree in architecture with a specialization on city planning. He owns the city planning consultancy Stadt- Land-Fluss-Büro für Städtebau und Umweltplanung. The office focuses on energy-efficient city planning, sustainable city development, the use of solar energy in cities, and sustainable master planning.
