Nilsen; Clerk W. A. Mortenson; Trustees Willis Warkentien and William Black. Also present were Treasurer William Olsen, Engineer Brad Lemberg, Attorney Michael Galvin and Deputy Clerk Tina Vavoulis. Absents Charles Stone, Trustee. Mr. Steve Van Drake from Suburban Life Newspap era was ~r esent. Application for Master Having met the requirements, Mortensen moved, V~arkentien Plumber's License: seconded that Master Plumber's license No. 113 be granted to A. Walter Avoles, 779 E. 7th Street for the period until July 1, 1965. Motion carried, Application for Master Having met the requirements, Mortensen moved, Warkentien Gas Installer's seconded that Master Gas Installer's License No. 187 be License: granted to Earl G. Nelson of Avoles Plumbing, 779 East 7th Street for the period until July 1, 1965. Motion w as carried. Insurance - It was moved by Black, seconded by ryiortenson that insurance Warming House coverage be provided for the vrarming house or shelter at at West Falcon the West Falcon Woods Playground. Motion carried, Woods: Nilsen moved that the Village retain the firm of Pearson Certified Public and Sands, Certified Public Accountants, to examine the Accountants Audit books of-the Village of Falcon Heights for the calendar for the Year of year 1961. Such examination shall commence as soon as 196l~s possible and the cost shall not exceed $1,000. Motion was seconded by Warkentien and upon a vote being taken, the motion was carried. Village Maintenance It has been determined that the 1952 Int. Truck used by Department Truck: the Maintenance Department requires repairs in the amount of $350 before it can be in rurm ing condition. The following resolution was introduced by Warkenti.en who moved its adoption: WHEREAS, the Village Engineer was requested to draw up specifications fora new one ton truck with 2-3 cu. yd. Hydraulic Dump Box, and has rr esented such specifications to the Council for approval, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF Falcon Heights that the specifications referred to._abbveare made a part hereof by reference and are hereby approved. The Village Clerk shall prepare and cause to be inserted in the official newspaper an advertisement for bids under such approved specifications. The advertisement shaL1 be published on December 30, 196l~, shall state that bids will be opened and considered by the Council a t 8 :00 P. M. on January 13 , 1965 in the Village Hall at 161~1t West Larpenteur Avenue, that no bids will be considered unless sealed and filed with the clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the clerk for 5 per cent of the amount of such bid. 1 1 2196 The foregoing motion was seconded by Black and upon a vote being taken, thefollowing voted in favor thereof: Nilsen, Mortenson, Warkentien and Black and the following voted againsts None. thereupon, the resolution was adopted by the Council this 23rd Day of December 196?. Ramsey County League Black moved, seconded by ~~ortenson that the following of Municipalities: resolution be approved: 4YHEREA5, the Laws of 1963, Chapter 728 entitled -An Act to Create the Ramsey County League of Munici- palities' requires approval of majority of the city or village councils of Ramsey County before it becomes effective, N01Y, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, ?iINNESOTA that the Laws of 1963, Chapter 728 is hereby approved. Upon a vote being taken, the resolution was adopted. ~ Resolution The following resolution was introduced by Nilsen who Accepting Bid moved its adoption: for Tree Trimming ~4~iEREAS, pursuant to an advertisement for bids for and Prunings Tree Trimming and Pruning of trees located within the Village of Falcon Heights in accordance with the contract and specifications, bids were received and opened and tabulated according to law, and the following bids were received complying with the advertisement: Roland B. Ford -Northland Tree Service $1,l~3lt.50 Bid bond. in the amount of ~ per cent X6.90 per tree and one removal X20.00 ti~ork to commence January 2, completed March 2, 1965 Jeff Hultgren - Suburban Spraying Service 2,0511.75 Cashier's check in the amount of $107.00 X9.95 per tree and one removal X15.00 1~IHEREAS, it appears that Roland Ford of Northland Tree Service in the lowest responsible bidder, NC~N', THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, PJIII~NTSOTA 1. The mayor and clerk are hereby authorized and directed to enter into a contract with Roland Ford of Northland Tree Service in the name of the Village of Falcon Heights for trimming and pruning of trees according to the plans and specifications therefor approved by the Village Council and on file in the office of the village clerk. 2. The ~il.lage clerk is hereby authorized and directed to return forthwith to all bidders the d eposits made with their bids, except that the deposits of the success- . fu1 bidder and the next lowest bidder shall be retained until a contract has been signed. The motion was duly seconded by iviortenson and upon a vote being taken, the following voted in favor: Nilsen, Mortenson~ '~Tarkentien and Black and the following voted against lames None. Whereupon the r esolution was adopted by the Village Council this 23rd day of December, 19b~ 2197 Proposed Apartment Mr. Clarence Lowe orally presented tentative plans for Building on Property construction of apartment buildings on land presently Zoned B]A,: zoned B1A. He was informed that upon presentation of a conditional use permit to the Council, same would be referred to the Planning Commission for consideration. and recommendation. Form of Bonds for VJ`arkentien moved, seconded by Black that the form of Justice of Peace: the bonds submitted by the Justices of the Peace be approved, Motion carried. Clerk was instructed to file bonds z~ri.th the Clerk of District Court, with copy to the Secretary of State. Resolution Authorizing Nilsen introduced the following resolution and moved its Signing of Checks or adoption: I?raf is : BE IT RESOLVED that according to the By Laws and Regulations of the Village of Falcon Heights those officers whose names appear below are authorized to sign checks or drafts against the funds of the Village of Falcon Heights. All checks require three signatures. The following are authorized to sign for the period January 1, 1965 to January 1, 1966: Harold C. Nilsen, P~~4ayor Herbert H. Strandquist, Clerk William E. Olsen, Treasurer Mortenson seconded the motion and upon a vote being taken, the motion was carried. Swearing In - Clerk Mortenson performed the duty of swearing in the Village Clerk: newly-elected Village Cle rk, Herbert H. Strandquist. Allen Mortenson has served as Village Clerk for the Village of Falcon Heights, ~4innesota from January 1st of 1961 to January 1st of 1965, NCI, THEREFORE, BE IT RESOLVED that the Village Council of Falcon Heights expresses, on behalf of the Village of Falcon heights and its citizens, thanks and appreciation to W. Allen Mortenson for his outstanding services to the. community. Motion was duly seconded by Warkentien and carried. Bills= Mortenson moved, seconded by Nilsen to pay following bills: Motion carried.
