REGULAR MEETING OF JANUARY 13, 1965
The regular meeting was called to order at 7100 P.~,~, with the following members
present: t~fayor Harold C, Nilsen; Clerk Herbert Strandquist; Trustees Willis
Warkentien, Charles P. Stone, grid Gilliam H. Black, Also present were Treasurer
~~illiam E. Olsen, Engineer Brad Lemberg, and Deputy Clerk Tina Vavoulis,
Stone moved, seconded by Black that minutes of the meeting of December 9, 1964
be approved. Carried.

Stone moved, seconded by Black that minutes of the Canvassing Board Meeting of
December 9 be approved, Carried.
Nilsen moved, seconded by Black that minutes of the special meeting of December 16,
19bt~ be approved. Carried.
Black moved, Nilsen seconded that minutes of meeting of December 23, 196l~ be
approved. Carried.
Trus tee Sworn in: Clerk Strandquist performed the duty of swearing in
Charles P. Stone who was re-elected Trustee for a term
of three years.
Correspondence:
League of Women Letter of January 12 from the League of Women Voters
Voters: expressed thanks to the village council for making it
possible for Engineer Lemberg to speak at their December
Unit meeting.
Board of County Letter of January 7 from J. Wm. Donovan, Acting Assistant
Commmissioners - Land Commissioner of Ramsey County was read. Th® forfeited
land mentioned in letter is located in the Village of
Forfeited Land: Falcon Heights described as the Crossroads, North 25 feet
of E 1l~5 Feet of Lot 2l~. Strandquist moved, Nilsen
seconded that the following resolution be adopted:
WHER.Ef~S, the Board of County Commissioners of Ramsey
County by resolution dated October 19, 196l~, classified
as nonconservation land a certain parcel lying within the
limits of the Village of Falcon Heights, and
~rHEREAS a certified copy of the classification
resolution together with a list of the land classified
has been submitted for approval of the classification and
sale of the land classified in accar~dance with ~tiSA,
Section 282.01, Sub. 1,

NOW, THEREFORE BE TT RESOLVED that the classification
of the land shown on said list as noneonservation land
and the sale thereof be and hereby is approved; and
BE IT FURTHER RESOLVED that the Village Clerk be and
is hereby authorized to file a certified copy of this
resolution in the Office of the Land Commissioner.
Upon a vote being taken, the above resolution was adopted
by the Council this 13th day cf' January 15L~i5.
The Clerk was instructed to notify the property owners
surrounding the lot in question regarding sale of said lot.

Suburban Life Letter dated December 30 from Suburban Life Newspapers
Newspapers was read. It was a bid for designation as official
village newspaper for the year 1965.
Karl Keller: Copy of letter dated January ~.th to Roger Toussaint of
the Saint Paul Chamber of Commerce from Karl Keller of
the Keller Corporation was sent to this village. Keller
called attention to a St. Paul brochure that claimed the
Fairgrounds was in that city.
Conference for The First National Bank of ~~Tinneapolis advised that a
Public Officials: conference is planned for public officials for January
23, 1965.
League of Minnesota Stone moved, Black seconded and it was unanimously voted
Municipalities: that the Village Council of Falcon Heights does not
approve amendment in proposed resolution Number 26 in the
Proposed Resolution League Legislative Program adopted June 19, 196i~.

Governments:
Black moved that the proposed Resolution on Withdrawal
Proposed Resolution of State from Real Eroperty Tax Field be approved for
on Withdrawal of State adoption. The League of Minn. Municipalities would urge the

League of Minnesota Nilsen moved that the purchase of two additional handbooks

Reservations for Village Nilsen moved, seconded by Strandquist that the following
Halls be granted use of the Village Hall for the evenings
requested. Motion carried.

One New-One-Ton Truck At 8:00 P.M. Clerk Strandquist read advertisement for bids
Bids Opened: prior to opening of bids. The following resolution was
introduced by Nilsen who moved its adoption:
WHF~tEAS, pursuant to an advertisement for bids for one
new 1-Ton truck with 2-3 cu. yd, hydraulic dump box and
related appurtenances, bids were received and opened and
tabulated according to law, and the following bids were
received complying with the advertisement:

taking off the tax, and

lowest resp onsible bidder, .(bid was less X55 allowance on
old truck)
NOW, THEREFORE, BE IT RESOLVED by the Village Council
of Falcon Heights, p~4innesota
1. The mayor and cleric are hereby authorized and
directed to enter into contract with Midway Ford Company
in the name of the Village of Falcon Heights for purchase
of one new 1-Ton truck with 2-3 cu. yd. hydraulic dump box
and related appurtenances, according to the plans and spec-
ifications therefor approved by the Village Council and on
file in the office of the Village Clerk.
2. The Village Clerk is hereby authorized and directed
to return forthwith to all bidders the deposits made with
their bids, except that the deposits of the successful
bidder and the next lowest bidder shall be retained until
a contract has been signed.
The motion was duly seconded by Strandquist, and
upon a vote being taken the following voted in favor:
Nilsen, Strandquist, Warkenti®n, Stone and Black, and the
following voted against: None, Whereupon the resolution
was adopted by the Village Council this 13th day of January.
Fire .Department Larry Gearin Carpet and Floor Covering and Robinson-King
Dormitory Floor Floors, Inc, submitted bids on instal lation of floor the
Tile: in the dormitory, kitchen and bath areas. Warkentien moved
that Larry Gearin be awarded the contract at a price of
~178.0o for commercial vinyl asbestos 3/32. Motion was
seconded by Black and carried.
Falcon Heights Engineer Lemberg's letter of January 13 regarding parking
Congregational Church at the Falcon Heights Congregational Church was reviewed.
Parkings Clerk was requested to write letter to Church and request
that they advise this office if there is any disagreement
with recommendations as outlined.
Appointments for Year The appointment of Willis ~(arkenti.en as acting mayor in
1965 to 19661 the event the mayor is absent, was moved by Strandquist,
Acting Mayor seconded by Stone and carried.
Attorneys: Nilsen moved, seconded by ~larkentien that the firm of
Briggs & Morgan be retained as Vi11a ge Attorneys provided
that the representative of the firm attending the meetings
and representing the village is M. J. Galvin, Jr. Motion
carried.
Engineers: Warkentien moved, seconded by Black that the firm of
Bonestroo, Rosene and Associates be retained as consulting
engineers. Motion carried.
Building Inspector: Nilsen moved, seconded by Black that Richard Magnuson b®
retained as building inspector. Carried.
Civil Defense Director: 1Warkentien moved, s®conded by Strandquist that Stanley
Schultz be appointed Civil Defense Director. Carried,
Electrical Inspectors Strandquist moved, Warkentien seconded that Ted ~Yeisner
be appointed Electrical inspector. Motion carried.

be appointed gas inspector. Carried.
Stone moved, seconded by '~larkentien that Richard
Alquist be appointed Plumbing inspector. Carried.
Black moved, seconded by ti~arkentien that William P.
Carroll be appointed Weed inspector, Carried.
Stone moved, Strand quist seconded that Donald E. Arndt
be appointed Police Commissioner. Carried.
Stone moved, seconded by Nilsen that Robert Blomberg
be appointed to the Board of Health for three years,
term to expire December 31, 1967. Carried.
Planning Commissi.onx Nilsen moved that George ~f. Plant, ~~.rs. Ralph Hardie,
and Gale Libby be appointed to another three year term
on the Planning Cormnission, terms to expire December
31, 1967. Seconded by Black and carried.
Official Depository: Strandquist introduced the following resolution and moved
its adoption:
RESOLVED that the Falcon Heights State Bank of Falcon
Heights, I~Rinnesota be and is hereby designated as a depos-
itory for the funds of the Village of Falcon Heights and
that the Village Treasurer is authorized to deposit General
Village Funds therein to the amount of forty-five thousand
dollars (l~5,000).
RESOLVED FURTHER that the present collateral .k:urnished
by the Falcon Heights State Bank consisting of forty-
thousand dollars 0.0,000) face value of U. S. Government
obligations accompanied by an assignment providing that in
case of default on the part of the Falcon Heights State Bank,
the Council has full power and authority to seal the collateral
or so much as may be necessary to realize the full amount due
the municipality, is hereby approved, said collateral having
a market value in excess of 10~ over the amount of -the above
authorized deposit in excess of the amount guaranteed by the
Federal Deposit Insurance Corporation. ,
RESOLVED FiJRT~-IER that checks of the Village of Falcon
Heights drawn upon the said bank account shall be honored
by said bank only if signed by the I~dayor, the Clerk, and
the Treasurer of the Village of Falcon Heights, Minnesota.
RE86LVED FURTHER that this designation shall be
effective until the end of the prQSent ceuncil year.
The motion was seconded by Black, and upon a vote being
taken, the following voted in favor: Nilsen, Strandquist,
Warkentien, Stone and Black, and the following voted
against: None. V~Jhereupon said resolution was adopted
by the Village Council this 13th. day ~' January 1965.
Safety Deposit Box: Motion was made by i~arkentien, seconded by Black to
continue renting a safety deposit box at the Falcon
Heights State Bank. Carried.
Offical Newspaper: Motion made by Black that the Suburban News be retained
as the official 1e gal ne~r~p-spar for 1965. Seconded. by
Warkentien and carried.

Posting Places: On motion by Warkentien, seconded by Black and carried,
the following places were designated as posting places:
(1) Blomberg's Store -Iowa & Hamline Avenue
(2) Falcon Heights Pharmacy 1707 No. Snelling
(3) Applebaum's Market - 1558 West Larpenteur

Deputy Clerk and Upon requests of Village Clerk and Village Treasurer,
Deputy Treasurer: Black moved, seconded by Stone that the Clerk and Treas~er
be authorized to appoint a Deputy Clerk and Deputy Treasurer
Motion carried. Strandquist and Olsen then appointed Tina
Vavoulis for the year 1965.
Assistant Deputy Clerk Upon requests of Village C7E rk and Village Treasurer,
& Assistant Deputy Black moved, seconded by Stone that the Clerk and Treasurer
Treasurers be authorized to appoint an Assistant Deputy Clerk and
Assistant Deputy Treasurer. Motion Carried, Strandquist
and Olsen then ap~ointed Bernard C, Kuefler as Assistant
Deputy Clerk and ssistant Deputy Treasurer.
Disposal of old stoves: Strandquist moved that Ken Quarn be authorized to dispose
of three old stoves that had been used in warming houses,
but are now unsafe, and that he also remove hoses and
other items attached to the maintenance truck before
Midway Ford Company claims it. Motion seconded by Black
and carried.
Flag: Strandquist moved that bids be secured for installation
of a flag pole. Seconded by Black and carried.
Representative and Nils en introduced the following resolution and moved its
Alternate to Ramsey adoptions
County League of
Municipalities: ~~g the Villa e of Falcon Hei hts is a member in
good standing of the Ramsey County League of Municipalit~s,
and
WHEREAS, the Village of Falcon Heights desires to
continue its participation in the Ramsey County League of
Municipalities,
NOW, THEREFORE, BE IT RESOLVED that the Village of
Falcon Heights hereby designates William H. Black 4s its
representative to the Ramsey County League of Municipali-
ties for the period of one year to December 3l, 19b5.
BE IT FURTHER RESOLVED that the Village of Falcon
Heights hereby designates Herbert Strandquist as its
alternate representative to the Ramsey Co. League of Munic.
The motion was seconded by Stone and upon a vote being
taken, thereon, the resolution was adopted.
Ramsey County League Discussion was held regarding the sewers and a Bill For an
of Municipalities Act Relating to Sanitation, Establishing a District Inclu-
meeting January 20, ding Punicipalities Located in Rar-sey, Washington, and
1965 - Dakota Counties which are now or Will in the Future be
Sewers and Served by St. Pat~1. Sanitary Sewer System for Disposal of
Possible Districts Sanitary Seuvage and Providing Powers and Organization of
Such District for the Purpose of Furnishing Sanitary
Sewers and Other WasteDisposal, the Financing Thereof and
the Necessary Taxing Authority therefor. This bill will
be discussed at meeting of thisLeague on January 20~ 1965.
