REGULAR 1~'fEETINC~ OF JANUARY 27, 1965
The regular meeting was called to order at 7:00 P.P,4. with the following members
present: l~.ayor Harold C. Nilsen; Clerk Herbert Strandquist; Trustees 'Millis
Warkentien, Charles Stone and Z"~illiam Black. Also present were Treasurer
William Olsen, Engineer Brad Zemberg, and Deputy Clerk Tina Vavoulis.

Blacls maved, seconded by Warkentien that the minutes of the meeting of January 13,
1965 be approved as corrected. Carried.
Correspondence
After review of Justice of the Peace Coppini's 1s tter
Justice of Peace addressed to Police Department dated January 20, council
Court Payment of instructed clerk to notify R4r. Coppini that payment of
Parking Violations: tickets issued for ?parking violations must be made to the
.court, and not handled at the clerk's office. The
Minnesota Legislature may take action at this session
as regards Justice of the Peace Courts, however, until
such action is taken, the Vi11 age Court shall remain the
same.

Application for Having met the requirements, it was moved by Nilsen,
I~~~aster Gas Installer's seconded by Warkentien and carried that Master Gas
License: Installer's License No. 188 be granted to Raymond Dykema
of Suburban Heating, Tnc., 2050 White Bear Avenue, St.
Paul, 1~4innesota.
Revolving Improvement Black moved, seconded by Stone that the following
Fund: resolution be adopted;
1`JHEREAS, the Village of Falcon Heights has created
by ordinance (being Village Ordinances ~.6, l~8, and 63)
certain sewer rental charges to create a fund for the
repairs, maintenance, billing and collection costs of
the Villa ge Sanitary Sewer System, and
;VHEREAS, said sewer rental charges have resulted in
a surplus fund over and above the requirements of said
fund, and
1~1-IEREAS, on September 21, 1962, the Village Council
by resolution transferred X7,500.00 of the surplus sewer
rental funds to a special fund on the General Village
Account for the purpose of establishing a Revolving
Improvement Fund for the general welfare of the community,
and

WHEREAS, there remains a balance of X7,500.00 in the
Revolving Improvement Fund inasmuch as a portion of the
cost of improvements made was spread on the assessment
rolls against the benefitted properties, and the balance
of the improvements was paid out of the General ~2eitenue
Funds of the Village,
N041~ THEREFORE, BE IT R1~SOLVED by the Village Council
of the Village of Falcon Heights that the balance of the

funds in the Revolving Improvement Fund be and
are hereby transferred to the General Revenue Fund
of the Village of Falcon Heights.
Upon a vote being taken, the foregoing resolution
was adopted by the Village Council of Falcon Heights
this 27th day of January 1965.
Reservation of Village riari.on Sevcik of the Ramsey County 1~-H Organization
Hall: requested use of the Village Hall on February 2 from

~Saintenance Department - Suggestion was made that a ~~rheel trailer be purchased
New Truck: to hold the sewer steamer. Three men are required to
Trailer to hold lift the steamer on and off a truck, and it was thought
Sewer Steamer: that a trailer would eliminate the resultant banging
around from being lifted. Engineer Lemberg will get
prices on such trailer.
Decals: Decals for each side of the new truck have been ordered.
Two extra ones for future use have also been ordered.
Justice Court Procedure Letter dated Jaa uary 25, 1965 from Attorney Galvin Vras
for Investigation of reviewed, which. outlined the procedure for investigation
Citizensr Complaintss of citizens' complaints ranging from ordinary traffic
violations to crimes of violence and robbery.

Strandquist introduced the following resolution and
moved its adoption:

Commissioners - Heights has been advised that the followinn described.
Forfeited Land real estate has become tax delinquent because of non-payment

the Crossroads, all according to the plat on file
and of record in the office of the Register of
Deeds in and for Ramsey County, T~:Zinnesota,
and

land by the Board of County Commissioners by resolution
dated October 19, 196l~, and
ti`~IF;RE~S, said resolution and classification was
ratified by the Falcon Heights Village Council on January

i~HEREAS, said property is subject to certain assessments
for local improvements

N0~'l, THEREFORE, in accordance with the Laws of
t:~iinnesota Chapter 20.13 (subdivision 3), and the laws
amendatory thereto, be it resolved:
1. The minimum amount of the assessments for
local improvements to be certified to the
Ramsey County Auditor for inclusion in
computing the minimum amount for which said
parcel may be sold at public or private sale
pursuant to statute is as .follows:

2. A copy of this resolution certified by the
Clerk shall be delivered to the Ramsey
County Auditor upon its adoption by the
Falcon Heights Village Council.

taken, the resolution was adopted this 27th day of January,
1965.
Fire Department - Strandquist moved, seconded by Stone that the Fire
First Aid and Department be authorized to procure the services of
Rescue Course: Jack Yost for the purpose of conducting a first aid
and rescue col.rse. One half the cost of X96.00 will be
reimbursed by the Civil Defense authorities.

Burglaries: The burglary of Delarned's Beauty Shop and Falcon Heights
Pharmacy induced discussion regarding the hours between
1:00 A."~i. and 7:00 A.DF. when there is no police officer on
duty. tiYarkentien will contact Police Commissioner Don
Arndt in an effort to find solution, and report at next
meeting.
Falcon Heights Church Black moved that the Falcon Heights Congregational Church
Parking Lot Drainage: be reminded by letter regarding the problem of drainage
in the pending area. P,lotion seconded by Nilsen and carried.
Citizens Recreation The Citizens Recreation Advisory Committee was informed
Advisory Committee: by letters of Jan uary 25 that it has been revised on a
smaller scale. Tt is na~r based upon one representative
from each of the geographical areas involved. The work
on the council level has been divided into three parts
(1) site planning and procurement, (2) physical plant
construction and maintenance, and {3) activities program
and supervision.

Council was advised that a bill is now before the
Minnesota Legislature regarding approval of proposed
changes or improvements to intro-state highways. Bill
would provide.'that if double approval (state and muni-
cipality) is not granted t~rithin a set time, then a
separate committee would be appointed to act as arbiter.
