HomeMy WebLinkAboutCCMin_65Feb17_Special2212 SPECIAL MSETTNG OF FEBRUARY 17, 1965 Pursuant to due call and notice thereof, this special meeting was called to order at 1os15 P.M, with the following members present: Mayor Nilsen, Clerk Strandquist, Trustees Warkentien, Stone and Black. The meeting followed an informal meeting with the Plasm ing Comm-- Planning Commission, which was called for the purpose fission Special of discussing the Engineer's Proposed Plan for the Meeting regarding Grade Separation of Larpenteur and Snelling Avenues. Grade Separations Minutes of the informal meeting are on file iri the Village Clerk's office with other pertinent data tinder file "Snelling-Larpenteur Grade Separation." Variance Application Application for variance was submitted by Lawrence Falcon Oil Co. Signs for a sign to be added to the Falcon Oil Company Sign: building as indicated on the specifications submitted as well as a picture of the model. Black introduced the following resolution and moved its adoption. WHEREAS, Lawrenc® Signs, Inc. has made an application for variance to Ordinance 6l~, and filed the same with the Village Council of Falcon Heights, along with the fee of X5.00, and WHEREAS, the matter has been referred to the Planning Commission of Falcon Heights, and WHEREAS, the Planning Commission of the Village of Falcon Heights has recommended that said application - be granted by reason of the followings 1. The sign, which is to be flat on the building of the Falcon Oil Company at 1350 West Larpenteur Avenue and exceeds the maximum size stated in Ordinance 64, is in harmony with the general purpose and intent of said Ordinance, Section 1lt. 2. The proposed sign will not have an adverse effect upon the health, safety and welfare of the community anticipated and existing. NGA~,"THEREFORE, BE IT RESOLVED that the Council of the Village of Falcon Heights grants the variance application of the Lawrence Signs, Inc. on this 17th day of February 1965. Erection of said sign is on that property presently coned as &-2,`all under the provisions of Section 16.lt, ordinance 6!~ of the Village of Falcon Heights. The foregoing motion was seconded by Warkentien and upon a vote being taken, the above resolution was adopted this 17th day of February 1965. 2213 Proposed Ordinance The following resolution was introduced by Black who No. 71 - Amending moved its adoption. Ordinance No. 6l~s WHEREAS, it has been determined that Falcon Heights Ordinance No. 6!t makes no .provision in Public Hearing either Section 10 or Section 11 for a conditional Sch®duled use for multiple dwellings as permitted and regulated in the R-3 districts, and WHEREAS, this has been called to the attention of Howard Dahlgren, Planning Consultant at the time of the adoption of said Ordinance 6l~, and he advised that these two omissions were inadvertent, and WHEREAS, proposed Ordinance 71 has been drawn correcting the above-mentioned two omissions, and WHEREAS, the Planning Commission of the Village of Falcon Heights has met and has concluded that said Ordinance 6!t of this Village should be amended to includ® multiple dwellings, as permitted and regulated. in both Section 10 and Section 11, NONt, THEREFORE, BE IT RESOLVED BY THE Village Council of Falcon Heights, Minnesota that a Public Hearing be held on said proposed Ordinance No. 71, Amending Ordinance No. 6~. entitled n The Zoning Ordinance of Falcon Heights, Related to a Comprehensive Amendment and Rezoning of the Village Amending Ordinance No. 8 Originally Passed by the Village of Falcon Heights on October 21, 1919." Said Public Hearing is to be held on Wednesday, Burch 10, 1965 at the Village Hall at 8:00 in the evening. The foregoing motion was seconded by Stone and upon a vote being taken, the folla~ing voted for same: Nilsen, Strandquist, Stone, Black and Warkentien, and the following voted against same: None. Whereupon the foregoing resolution was adopted by the Village Council. this 17th day of February, 196,5. Engineer's Reports As requested at a previous meeting, the price for Decals eight more decals was obtained and it was X68,00 Purchase of The water pump is in such condition that it can no New Water Pumps longer be repaired, and engineer advised that a new one mounted on rubber wheals at a cost of about X387 could be obtained. Stone moved authorization for purchase of a now water pump, as per specificiations recommended by engineer. Motion was seconded by Strandquist and carried. 221l~ New Truck - Upon recommendation of Engineer, Warkentien moved Hoists authorization for purchase of a small mast arm winch hoist v~ith a box at a cost of about X369.00. This hoist can lift up to 2,000 pounds, which can be utilized to lift the steam 3enny and also heavy boards, tree stumps, etc. Motion was seconded. by Stone and carried. Falcon Heights Church I'onding Areas Maintenance Department was instructed to obtain snow fences for use at the Falcon Heights Church Ponding Area in the event deep water accumulates when the snow melts. Mayor 2z15 REGULAR MEETING OF FEBRUARY 2~., 1965 The regular meeting was called to order at 7100 P.M. with the following. members present: Mapor Harold Nilsen; Clerk Herbert Strandquist; Trustees Willis Warkentien, Charles P. Stone and William Black. Also present were Engineer Lemberg, Attorney Galvin and Deputy Clerk Tina Vavoulis. Stone moved, seconded by Black that the minutes of the regular meeting of February 10, 1965 be approved. Motion carried. Stone moved, seconded by Black that the minutes of the special meeting of February 17 be approved. Motion carried. Correspondences A.T. Thorson Letter of congratulations from the A. T. Thorsons at Finest street 1879 Simpson Strest on the finest street maintenance in maintenances the Turin City area was read. Clerk was instructed to write a 'thank you' letter in reply. Publication of Carl Pearson, Certified Public Accountant, has requested Financial Statement: that publication of the financial statement for the year 196l~ be deferred until completion of the audit. He expects to have audit completed by March 10. Request was granted. Purchase of secretarial Strandquist moved for authorization to purchase one desk and two chairs used secretarial desk at a cost of $110 and two new for offices chairs at a cost of $30 each, for use in the clerk's office. Motion was seconded by Stone and carried. Escrow Account 2156 American National Banks Letter of February 19 from the American National Bank and enclosure of most recent statement in connection with the Escrow Account was read. Trucks parked on south- Mrs. Waite Durfee, 1497 West California, has complained west corner of Larp- regarding big tracks parking on the southwest corner of entieur and Aronas Larpenteur and Arona making it almost impossible to see oncoming traffic. Police Department will be instructed to tag offenders of the law who park less than 30 feet from the corner. Fire Department Stone moved, seconded by Warkentien that authorization Purchase of be given to purchase a new buuning barrel. Motion burning barrels carried. Flag Poles Letter from Crowley Fence Company advising they can furnish and install one 35 foot above ground, take-d.own flagpole complete for X265, or if desired a !~0 foot take-down model for X325 was read. A nylon flag may be purchased for an additional $18. It was deemed advisable to obtain other company prices. Technical Committee Letter of February 9, 1965 from Robert B. Gerber, Jr., Sewer Rate Studya City Clerk of the City of Saint Paul stated that July 1, 1965 be designated as a date on which any revised rate system that might be agreed upon should be effective or retroactive to, 9.n connection with the establishment of a revised rate bas3.s for sewage service. 1 1 ~~ 2216 Parks, Playgrounds Nilsen moved that the Village of Falcon Heights Council and Recreations follow up the recommendations of the Citizens Recreational Advisory Committee. Further that Trustee Black be designated as council representative to continue negotiations with the University of Minnesota for leasing of the land, on a basis similar to that for the ~6est Falcon Heights Playground. This land is to be used for skating rink and also for general recreation area. Black seconded the motion and upon a vote, the motion was carried, Storm Sewers and There was general discussion about storm sewers and Municipal State Aid about the unused amount of $70,000 in the Municipal Streets: State Aid Fund, Subdivision of Land Lindig Midway Greenhouses, Inc. has made application for Application by subdivision of 1~nd known as Lot 5, Block 2, Lindig~s Lindig Midway Addition. Attorney stated application is not in order Greenhouses, Ines inasmuch as it does not contain anything in the nature of a survey, Attorney will contact Lindig regarding compliance with Ordinance No, 69. Death of Carl H. Warkentien introduced the following resolution and moved Keller, Sr.s it adoptions RECOGNIZING Carl H. Keller as one of the founders of the Village of Falcon Heights, and RECOGNIZING that Carl H. Keller was among those responsible for the naming of this Village of Falcon Heights, and RECOGNIZING that Carl H. Keller has contributed greatly to the growth and welfare of this community, THE UNDERSIGNED MEMBERS of the Village of Falcon Heights Council wish to express sympathy and coiiidolences to the members of the family of Carl H. Keller, Sr. Upon a second to the motion by Nilsen, and a vote being taken, the resolution was adopted. Falcon Heights Congregational The Council felt that if an emergency should develop Church and the ponding area adjacent to the Falcon Heights Ponding Areas Church parking area is deemed dangerous to the health and welfare of citizens, and the Church does not take measures to alleviate danger, then the maintenance department of the village shall put up a snow fence surrounding the danger area, Before doing so, however, the maintenance department shall obtain permission from the church. Authorization to Nilsen moved that Warkentien be authorized to sign sign checks in the checks against the funds of the Village of Falcon Heights absence of Village during the absence of the Village Clerk, from March 8, Clerks to March 31, 1965. Motion was seconded by Strandquist and carried, 2217 Investment of Inasmuch as there is now kt0,000 in the Refunding Funds Suer Improvement of 1963 Fund, and $2,000 in the WaterMain Improvement of 1960-1 Fund, Strandquist moved, seconded by Warkentien that authorization be given to Treasurer Olsen to invest same in securities to mature September 30, 1965 and April 1, 19b6.
