REGULAR MEETING OF APRIL 1l~, 1965
The regular meeting was called to order at 7:00 P.M. with the following members
present: Nilsen, Strandquist, Stone and Black. Also present were Attorney
Galvin, Engineer Lemberg, Treasurer Olsen and Deputy Clerk T. Vavoulis,
Absent: Trustee Willis Warkentien.
Stone moved, seconded by Nilsen that the minutes of the regular meeting of
March 21~, 1965 be approved,
Black moved, seconded by Stone that the minutes of the meeting of March 10,
1965, with corrections, be approved.

Correspondences '
Family of Carl H. ~4rs, Carl H. Keller acknowledged receipt of and thanked
Ke11er: the members of the council for expressions of sympathy,
Tree consultant Letter dated April 1!~ from Dr. Hard advising tree work
C. Gustav Hard: had been completed and payment should be authorized
was read. Recommendation for further work on two trees
was made.
The Flameburger Request of Mr. Forester, owner of the Flameburger, to
1533 West Larpenteur: add another five feet to the front of existing building
was granted provided that there shall remain at least a
30 foot setback from the proper street line, and included
in that setback an area for a sidewalk be provided,'Tf
it appears there is no violation of Ordinance 6~.,
building permit may be issued.,
Sewer Installer's Having met the requirements, it was moved by Nilsen,
License: seconded by Strandquist to issue Sewer Installer's
Fred J. Copp & License No. 59 to Fred J. Copp and Ervin Springstroh
Ervin Springstroh: of 1380 Thomas Avenue, St. Paul, Minnesota. Carried.
Proposed Apartment Black introduced the following resolution and moved
Buildings - its adoption.

Kil.lmer's Nurseries WHEREAS, Clarence Lowe.. and H. Goemann have made
an application to the Village of Falcon Heights for
a conditional use and variance permit for that property
described as the East 20 rods of the NW 1/?~ of the NE
1/~. of See. 21, Twsp. 29, R. 23 for construction of
apartment buildings on said property and have filed
the same along with the fee of X10,00, and
WHEREAS, said application was referred to the
Planning Commission in accordance with provisions of
Ordinance 6t~, and
WHEREAS, the Planning Commission has reviewed
said application, has conferred with the Village
Engineer and with representatives of the applicant, and
WHEREAS, the Planning Commission has reviewed
the effect of the proposed variance and conditional

use upon the health, safety, welfare of the
community existing and anticipated, traffic
conditions, light and air, danger of fire, risk
to the public safety and effect on values in the
surrounding area and the effect of the proposed
variance and conditional use on the Village of
Falcon Heights, and
WHEREAS, said Planning Commission referred the
matter with its recommendations to the Village
Council, and
WHEREAS, the Village Council has revieured the
plans and specifications,
NOW, THEREFORE, BE IT RESOT,VED by the Council
of the Village of Falcon Heights:
1. The conditional use applied for to construct
multiple dwelling units in a B-la area be and is
hereby approved.
2. A variance in off-street parking from 1.5
spaces per unit to 1.38 spaces per unit, said project
to include 2I~ double garages, all as shown on the
plot plan, be and is hereby granted,
3. Said conditional use and variance are hereby
granted subject to the review of the Village Consulting
Engineer of the plot plan dated March 31, 1965 as sub-
mitted to the Planning Commission and the Council.
!~. Prior to the issuance of the building permit,
all plans and specifications shall also be approved
by the Village Building Inspector and the Villag®
Consulting Engineer.
Strandquist seconded the motion and upon a vote
thereon, the following voted in favor: Nilsen,
5trandquist, Stone and Black, and the follcrnring
voted against same: None. Whereupon said resolution
was adopted by the Council this 1ltth day of April 1965.

Variance application Collin Alexander who resides at 1868 Arona dnd Cal
Fence 1868 Aronaa Rogers, fence builder, were advised to submit variance
application before proceeding with fence construction
at above address.
Emergency situation - Strandquist introduced the following resolution and
Flood waters moved its adoption.
WHEREAS, the Village of Falcon Heights is facing
an emergency situation caused by severe flooding
conditions in various parts of the Village, and

WHEREAS, said flooding conditions have caused
severe danger to human life and property in the
Village, and

WHEREAS, it has been necessary and will be
necessary to protect the general welfare of the
Village and abate the dangerous flooding conditions
which constitute severe nuisances under the ordinances
of the Village and the statutes of the State of
Minnesota,
NOW, THEREFORE, BE IT RESOLVED by the Council
of the Village of Falcon Heights:
1. All steps taken by representatives of the
Village to date, to preserve the health, safety,
property and general welfare of the Village are
hereby ratified and approved in each and every thing.
2. An emergency situation is hereby declared
and all necessary steps to continue to preserve the
general welfare of the Village of Falcon Heights are
hereby approved,
3. The costs of such action shall be charged to
the existing general funds of the Village and such
funds as are necessary to meet such emergency shall
be and are hereby transferred to the general fund
from the Sewer Maintenance Reserve Fund.
The motion for the adoption of the foregoing resolution
was duly seconded by Black and upon a vote being taken,
the following voted in favors Nilsen, Strandquist,
Stone and,Black and the following voted against sames
None. Said resolution was declared adopted this 1J~th
day of April 1965.
Attorney's Reports Report on the bills now before the Legislature affecting
the Village of Falcon Heights was made.
Gottfried's Pits Attorney stated that water would continue to drain
into Gottfried~s Pit if storm sewers were installed
inasmuch as it is a natural drainage.
Fire Department Stone moved that request of the Fire Department for
Fire School= authorization to register four men at $15.00 per member
at the Minnesota State Fire School April 26 to April 29
1965 be granted. Motion seconded by Black and carried.
Subscriptions to Stone moved authorization of payment for subscriptions
Minnesota Smoke- to the Minnesota Smoke-Eater publication for the 27
Eaters named persons as listed and on file in the Clerks
office. Motion seconded by Nilsen and carried,
Red Revolving Strandquist moved, seconded by Stone that red revolving
Lights for Fire lights for the two fire trucks, at a cost of X87.00
Trucks each be purchased, Description supplied by Harold
Garber of Dunn Body is as follows: ~. bulb red - 360°
revolving - 10'~ diameter - 102 inches high - supplied
and mounted on truck. Motion carried.
