HomeMy WebLinkAboutCCMin_65Apr28223l~ REGULAR iUIEETING OF APRIL 28, 1965 The meeting was called to order at 7:00 P.M, with -the following members present: Nilsen, Strandquist, Warkentien, Stone and Black. Also present were Engineer Lemberg, Attorney Galvin and Deputy Clerk T. Vavoulis. Black moved, seconded by Stone and carried to approve the minutes of the meeting of April 1lt, 1965. Mrs. Betty Ernst was present for the League of Women ®oters. Correspondence: Letter from Richard W. Turnlund, Vi1.lage Manager of Roseville Roseville - Storm was read which confirmed meeting date of May 5, 1965 to Sewers discuss storm sewer problems. Insurance Coverage Attorney Calvin's letter of April 21 was read regarding Municipal Employees: insurance uoverage of volunteer fire department employees. Automobile Attorney's letter stated the maximum amount which shall be Expensess paid by any village for auto expenses shall not exceed 72¢ $ mile. Open House - Near Invitation was extended to attend open house at the near Ramsey County Librarys Ramsey County Library, Hamline and County Road B, on Sunday, May 2nd. 196l~ Traffic Count Surveys Engineer Lemberg~s letter of April 26 was read and copy of 196t~ M.S.A. traffic count survey as submitted to the State Highway Department was enclosed. North Suburban William B. Korstad~s letter of April 19 with check for Lions Club Donation: $200.00 from the North Suburban Lions Club was presented. Jerry J. Brown, secretary of the Lions Club, in his letter of March 30, stated this donation was to be used for recreation purposes. Master Gas Installer Nilsen moved, seconded by Strandquist that inasmuch as License: Kenneth W. Chinander has met the requirements for Master Gas Installer's License, that said license be granted. Motion Carried, North Suburban Write-up to be included in the North Suburban Directory Directorys published by R, L. Polk Company was revie~ared and approved. The Flameburger Black moved that Robert L. Forester, oaaner of the Flameburgsr 1533 W. Larpenteur: be granted a building permit for his property at 1533 W. Larpenteur, described as Lot 13, Block 10, for extension of five feet of that building, with no over-hang. Qariance application is not required. Motion was seconded by Warkentien and carried. Steam Jenny Nilsen moved authorization be granted for cost of a tune up Repairs: fob on the steam 3enny - $15.00 to ~55.tj0. If, after inves- tigation, it is found that additional expense is involved for further repair, the maintenance department should be so notified before proceeding. Black seconded motion and it eras carried. 2235 Recreation -Parks Richard Rust, chairman of the West Falcon Heights Playground and Playgroundss Association, was present. After considerable discussion, Warkentien moved that the Village of Falcon Heights engage the services of Robert Sonstroem for a period of ten weeks not to exceed 350 hoax's (or 35 hours a week) as recreational counselor. Salary for said counselor to be $2.25 an hour and shall not exceed X787.50 for the entire period.. It was further moved that the Village of Falcon Heights authorize expenditure not to exceed X600 for the necessary improvements and nquipm®nt the counselor will require for the program. Counselor Wi11 be instructed to keep record of daily attend- ance as Welt as activities, which will be conducted at two playground areas. The motion was duly seconded by Strandquist and upon a vote being taken, the motion Was carried. Fire Hydrants - Village Clerk Strandquist and Kenneth Quarn, maintenance Metering: department, will attend meeting with the Water Department of St. Paul regarding future metering of fire hydrants used for flushing of streets and culverts, on Thursday, April 29. Attorney's Report: Attorney Galvin advised that all of the bills in which the Village of Falcon Heights has an interest, have been intro- duced into the Legislature. Killmer Property: Attorney and Mayor attended sub-committee Hearing Frith respect to the University of Minnesota's interest in the Killmer Nurseries property. Dogss Inasmuch as it has been established that no license has been issued to the Donald Nelsons at 1627 Hollyarood Court to maintain a dog kennel, the Village Clerk was instructed to communicate with said Donald Nelson directing his attention to violation of Section 16, Ordinance No. 39. Weed Killer: Bda3ntenance Department request to purchase Monobar Chlorate Weed and Grass Killer at a cost of X9.50 Was granted. Bleachers at Falcon If permission is received from Falcon Heights School Heights Schools authorities to remove bleachers Which are a hazard to health and safety in their present condition, the mainten- ance department is hereby instructed to dismantle and remove Same. Refuse on Property at It Was moved by Black, seconded by Warkentien that the V1g. 1870 West Roselawns attorney's recommendation be obtained With regard to proper procedure and possible prosecution of violators of Ordinance 20, Sec. 2 and Health Ordinance 19, Sec. 5. It has been established that the property at 1870 W. Roselavm Avenue Darned by Julia Lindig is in violation. Standard Oil Stations Clerk Was instructed to write Garnet Gallimore, owner of the Standard 031 Filling Station, requesting that he appear regarding burning of rubbish. Warming House - It appears that the Warming house at the Falcon Heights Falcon Heights School: School playgrounds needs extensive repairs. Tatum Street - Inasmuch as the natural drainage area between 1768 Tatum Dra3nag®s and 1776 Tatum has been built up by property owmers, so natural drainage is stopped, and easement has not been 2236 granted by property rnmers, this matter is referred to the Village attorney as to legal procedure to obtain easement. ii 1 Sewer rental Tt was opinion of council members that no refund is due charge: residents at 182lt Holton for incorrect charges for sewer rental dating back to 1961. Village records erroneously indicate a l~' meter was installed, but recent inspection revealed a 5/8" pump was still in use. New Truck - mud Stone moved, seconded by Warkentien that ~u:~horization be flaps: granted for purchase of two mud flaps for the truck. Carried. Northeast Area Storm Letter dated April 28 from Engineer Lemberg stated storm Sewers sewer plan as drawn in 1958 appears adequate and with minor revisions could be used to serve the northeast area. Said area encompasses that part bounded by ftoselawn Avenue, Hamline Avenue, Larpenteur and Snelling Avenues. Sweeping of Streets: Stone moved, Stx~andquist sec®nded that Village Engineer be authorized to negotiate for the best possible price and job of sweeping the streets. Arthur Jorgenson, owner of vacant lot adjacent to 1711 North Albert will be contacted about dumping sand from streets on that lot. 1965 Seal Coating of Stone moved, seconded by Warkentien, that the engineer be Streets and Alleys: instructed to prepare preliminary plans and specifications for street and alley maintenance by seal coating same, and present such plans to the council for approval. Carried. Flood Disaster Stone moved, seconded by Warkentien and duly carried that Relief - 1965: the Village Clerk's Office notify the Ramsay County Flood Disaster Relief Agency that the Village of Falcon Heights, after due consideration, will not make application for participation in the 1965 Federal Disaster Belief Fund as provided by the Federal Office of Emergency Planning. The reason for this action is that the Village suffered no losses from an actual flood, but was a local pumping oper- ation of spring water z~un-off, and not a real flood in that sense. It was felt that this cannot truly be noted as damage from flood waters. Motion was carried. Variance application Black introduced the following resolution and moved its Cleon Garley adoption: 1707 Lindig Street: WHEREAS, Cleon Garley has submitted request for ~2triance in connection with the multiple family property being built at 1707 Lindig Street, and 'WHEREAS, said C1eon Garley i[as previously_given author- ity to construct six garage stalls, and WHEREAS, he now requests authority to construct eleven garage stalls iri lieu of the six garage stalls, and WHEREAS, in order to accomplish the construction of the aforementioned eleven garage stalls, he requested permission to provide two parking spaces east of the east building line, thereby violating the set back requirements of Ordnance 6l~, leaving a set back of only 15 feet on the east side of the property, and 2237 WHEREAS the Planning Coimnission of the Village of Falcon Heights has considered this request for a variance at a meeting on April 27, 1965 and submitted recommendations to the Council that this variance be denied, and WHEREAS, the Council has reviewed and considered alter- nate plans with due respect to the set-back requirement on the east side of the property, NOYP, 7.HEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF FALCON HEIGHTS, that Cleon Garley be granted permission to construct eleven garage stalls as provided in the plan submitted, with the understanding that he provide the additional two required parking spaces to the rear of the from; building line, that is, that no parking spaces be permitted to the east of the front building line (nor in the front yard) and that said two parking spaces be provided elseeshere. Motion xas seconded by Stone and upon a vote, the motion was carried. Fire Department Fire Department received ~.5 for selling hose which had Excess Hose Sales formerly been used with the tank truck, which w as sold in 196.. Purchase Requisition: Stone moved, Nilsen seconded and it was carried to approve requisition dated April 26 for items totalling ~61t.73. Bills: Strandquist moved, seconded by Nilsen and carried that the following bills be approved for payment, Salaried including council members ~2,0~.3.26 N.S.P.
