REGULAR MEETING OF MAY 5, 1965
Pursuant to meeting with Roseville representatives Roger Short, Dick Turnlund,
Tom Curley and Norman Goodrich, this special meeting was called to order with
the following members presents Nilsen, Strandquist, Stone and Black. Also
present was Engineer Lemberg.
Stone introduced the following resolution and moved its
Northeast Area adoption:
Storm Surer Project:
Improvement 65 1 WHEREAS, the Village Council of Falcon Heights has
requested a preliminary study of the proposed northeast
Resolution Ordering area storm sewer project encompassing that part of the
Preparation of Village of Falcon Heights bounded by Roselawn Avenue,
Report on Proposed Hamline Avenue, Larpenteur Avenue and Snelling Avenue,
Northeast Area by the construction of a storm sewer drainage area, and to
Storrt~ Sesrrer: assess the benefited property for all or for a portion of
the cost of the improvement pursuant to Minnesota Statute
429.011 to 1129.111 (Laws of 1953, Chapter 398 as amended)
and
WHEREAS, the Village Council of the Village of Falcon
Heights has received said preliminary report dated April
25, 1965 and reviewed the same at a special meeting called
for that purpose on May 5, 1965, and
WHEREAS, it appears that said report and discussion
at said meeting that such a proposed project will require
cooperation and coordination with co-existing governmental
bodies including Ramsey County and the Village of Roseville,
NONT, THEREFORE, BE IT RESOLVED by the Village Council
of the Village of Falcon Heightst
1. That the proposed improvement be referred to
Bonestroo, Rosene and Associates, Village Consulting
Engineers, for study and that they are instructed to report
to the Council with all convenient speed advising the Council
in a preliminary way as to whether the proposed improvement
is feasible, and as to whether it should best be made as
proposed or in connection with some other improvement and
the estimated cost of the improvement as recommended.
2. The Village Consulting Engineers are hereby
authorized. and directed to confer and consult with ell
governmental bodies with an interest in the proposed
drainage area.
3. It is understood from the preliminary study dated
April 25, 1965 that certain Ramsey County roads and highways.
are included within the proposed drai nage area and such
preliminary discussions with Ramsey County should be under-
taken for the purpose of reaching preliminary understandings
with respect to proposed construction, proposed lay-outs and
proposed assessment ~ocedures.
~.. It is also understood from the preliminary study
that the Village of Roseville contemplates a similar project,
and such preliminary discussion should be held with said

Village in the interests of good municipal planning
and in order to avoid duplication of facilities and to
reach a preliminary understaixling with respect to
proposed construction, proposed lay-outs and proposed
assessment procedures.
Motion was duly seconded by Warkentien and upon a vote being
taken, the following voted in favor of same: Nilsen
Strandquist, Warkentien, Stone and Black; and the following
voted against same: None. Whereupon the resolution was
adopted by the Village Council this 5th day of May 1965.
Daylight Savings Inasmuch as the City of Saint Paul wi11 observe daylight
Time: savings time commencing May 10, 1965, it was moved by
Stone and seconded by Black that the Village of Falcon
Heights' operations observe hours from 7:00 A.M, to 3:30 P.M.
central standard time congnencing May 10, 1965 and for a tyro
week period. Also that the siren sound at 11:00 A.M. and at
8:00 P.M. central standard time. Upon a vote being taken,
the following voted for the above motion: Nilsen, Stone and
Black and the following voted against same: Strandquist and
Warkentien. Motion was carried.
Weed Publication: Warkentien moved that Mayor Nilsen and Clerk Strandquist
be authorized to sign statement stating this Village will
pay its proportionate share of weed notice publications for
the year 1965. Seconded by Black and carried.
Upon motion, the meeting was ad3ourned.
