REGULAR MEETIlVG OF MAY 26, 1965
Meeting was called to order at 7:00 P.M. with the following members present:
Mayor Nilsen, Clerk Strandquist, Trustees Stone, Warkentien and Black. Also
present were Attorney Galvin, Treasurer Olsen, Engineer Lemberg.
Black moved, seconded by Strandquist that the minutes of the regular meeting of
May 12, 1965 be approved. Carried.
Correspondence
Consulting engineers: Announcement was made of change of firm name effective
June 1, 1965 to Bonestroo, Rosene, Anderlik and
Associates, Inc.
Ramsey County League Membership in the Ramsey County League of Municipalities
of Municipalities and Laws of 1965, Chapter 577 regarding the subject of
minimum membership fee of X50.00 was referred to attorney.
No. States Power Co. Three street lights have been installed on north side
of Larpenteur between Arona and Snelling.
Standard Oil Company: I~nediate action is being taken in regard to suggestions
in Clerk's letter of May 13.
Roberts Apartment Galvin's letter to Roberts Construction Company regarding
Buildings decorative planting for screening purposes between
parking lot and adjoining properties was read.
Nations,].. League of Invitation to officials from Henry Maier, President of
Cities National League of Cities to attend Congress of Cities
in Detroit, Michigan July 21~ - 28, 1965 was read.
League of Minnesota The 51st Annual Convention of the League of Minnesota
Municipalities Municipalities will be held at Moorhead, Minnesota,
June 16 through 18, 1965.
Ditch at 18l~8 Pascals George Guertin of 18t~8 Pascal was present to state that
it is now impossible to mow the grass in the ditch on his
property because it is too steep. Action was deferred
until examination of same.
Tatum Street Drainages It appears that a voluntary easement of property for the
natural drainage of water on the Beck and Kemmer property
is not going to be granted.
Mrs. Donald Nelson Mrs. Donald Nelson - 1627 Hollywood Court inquired as to
request regarding the possibility of obtaining variance permit from dog
dogs ordinance and -the granting of permission to keep four dogs
instead of three as a11v~+red. Inasmuch as there is no
basis for a permit variance, Clerk was instructed to
advise by letter that no such use can be permitted in axi
R-1 district.
Insurance Coverage - Pursuant to review of Attorney Calvin's letter of May 25th,
Municipal Employees Stone moved that the insurance needs of the Village be
surveyed by a competent insurance agency and recommendations
on this matter be solicited. Nilsen seconded and motion
was carried.

Jorgenson Apartment Black mewed, Stone seconded that request of Arthur
Building -1707 Tatums Jorgenson be granted and he is hereby granted permission
to construct a six car garage in lieu of the four car
garage previously approved at 1707 Tatum Street. It is
understood that the addition of these two garage spaces
will not conflict with the parking spaces previously
approved and will not violate side yard nor rear yard
set back requirements. Motion was carried.
Engineer's Report -
Boulevard grading
between Autumn and
West Falcon Heights
Playground areas
Engineer recommended that the boulevard between the West
Falcon Heights Playground area and the back lot line of
house at 1997 Autumn be graded to permit walkway. County
has agreed to grade and level tkie land. Warkentien moved,
Strandquist seconded that council authorize Ken warn to
obtain gravel and place on this location, which is on the
south side of Roselawn Avenue. Motion carried.
Drinking Fountain Engineer stated a drinking fountain and an outlet for a
West Falcon Heights hose. could be installed by putting a tap into the main and
Playground: using a frost-proof type hydrant, then placing inverted
faucet. The cost would be between $100 and X125.
Falcon Heights School Dome type shelters were discussed for the playground area
Playground area - at the Falcon Heights Elementary School. For the present,
Shelters Engineer will make recommendation as to whether or not the
existing warming house is repairable.

WHEREAS, pursuant to a resolution passed by the Council
on April 28, 1965, the village engineer has prepared plans
and specifications in accordance with the four year and area

1. Such plans and specifications, a copy of which are
on file in the Village Clerk's office are hereby approved.
2. The Village Clerk shall prepare and cause to be
inserted in the o~.cial paper an advertisement for bids upon
the making of such improvement under such approved plans and
specifications. The advertisement shall be published for
ten days, shall specify the work to be done, shall state that
bids will be opened and. considered by the Gouncil at 8s00 P.M.
on June 23, 1965 in the council chambers of the Village Hall
and that no bids will be considered unless sealed and filed
with the Clerk and accompanied by a cash deposit, cashier's
check, bid bond or certified check payable to the Glerk for
~ per cent of the amount of such bid.
Motion was duly seconded by Strandquist and upon a vote
being taken thereon, the following voted for same: Nilsen,
Strandquist, Black, Warkentien and Stone and. the following

voted against same: None. Whereupon the above resolution
was adopted by the Council this 26th day of May 1965.
Traffic Violations Attorney shall up-date report on establishment of traffic
Bureaus violations bureau and present at next council meeting.
Rose Radio Cabs Notice has been received that American Allied Insurance
Company has cancelled insurance for Darwin L. Kleinendorst
dba Rose Radio Cab. Strandquist moved, Stone seconded
that permission granted to Rose Radio Cab to park one cab
on Snelling Drive be revoked until such time as certificate
of insurance is received in the Village office. Such certi-
ficate must state that this village will be notified in
the event of cancsellation. Motion carried.
Fire Department Purchase requisition dated ~t'Iay 2~.from the Fire Department
Purchase for smoke extractor was submitted. Stone moved that the

Vac Smoke Extractor AC Motor 115 volt from Minnesota Fire
Equipment Company, Mirmeapolis for ~i~.7.50 less 15% or net
of ~125.J.a1a., and also one size 46 black rubber fireman's coat
for X19.00. Seconded by Warkentien and carried.
First Aid Supplies Stone moved, Warkentien seconded that Fire Department be
authorized to purchase first aid supplies to replenish h3.ts.
Necessary equipment Carried. Stone moved, Warkentien seconded that Fire Dept.
for paintings be authorized to purchase three gallons paint for the
assembly part of the drill hall and necessary equipment
for application by Fire Department employees. Carried.

Chairman of the Recreation Committee, William Korstad, and
Recreation Committees two committee members -John Ring and Leonard Harkness -
were present. Also present were Richard Rust, president of
Summer Program the West Falcon Heights Playground Association, Ray Garcia
Expenditures and Mrs. Grace Lucas. Nilsen moved that the Village Council
authorize expenditure of ~l~72.50 (in addition to $1,387.50
authorized April 28) for items which are essential to the
operation of the summer program for provisions in support
of the supervised recreational program. Seconded by Warken-
tien and carried.
Back stops and Nilsen moved, Warkentien seconded that the sum of $2,000 be
tennis courts authorized expenditure for tennis court and back stop at the
Falcon Heights school area and a back stop at the University
Grove Playground area to complement the program for this
year. Motion carried.

398 as amended) at an estimated total cost of the improvement
of X98,230.00.
2,A public hearing shall be held on such proposed
improvement on the 30th day of June in the council chambers
of the Village Hall at 8s00 P. M. and the Clerk shall give
published notice of such hearing and improvement as required
by law,
Motion was duly seconded by Stone and upon a vote being taken
the following voted in favor thereon: Nilsen, Strandquist,
Black and Stone and Warkentien anal the following voted against
