Also present were Consulting Engineer Lemberg and. Attorney Galvin. It was moved by Stone, seconded by Black that the minutes of the regular meeting of May 26, 1965 be approved, Carried. It was moved by Nilsen, seconded by .Strandquist that the minutes of the special meeting of May 29, 1965 be approved, Carried. Correspondence: Carl Bucher Letter from Carl Bucher, Ramsey County Weed Inspector, was Ramsey County Weed, read. It stated that first weed cutting should be made Inspectors by July 1 and second cutting by. September 1. Rose Radio Cabs Village Attorney's letter of June 3 stated certificate of insurance was in order, and Rose Radio Cab Company then may operate and solicit business in this village. Stone moved, Warkentien seconded that resignation, effective June l7, 19b5 be accepted for reason given above. Motion carried. Variance -William E. Larpenteur Avenue Inasmuch as two pedestrian crossing signs have been Crosswalks stolen to date, Engineer was requested to look into possibility of installing overhead sign for pedestrian crosswalk. Stop signs at Crawford Engineer was instructed to contact s%gri division of and Snelling Drive: highway department regarding stop signs at Crawford. and the service drive off Snelling Avenue. Larpenteur Avenue 1arkentien moved that Engineer. be authorized to contact. Median strip, Ramsey County Highway Department with respect to the .semaphores, followings crosswalks 1. Installation of semaphores at Arona & Larpenteur 2. Installation of median strip on Larpenteur Ave. between Arona and Snelling. 3. Removal of present crosswalk. Engineer shall then prepare preliminary report and submit same to council. Motion seconded by Strandquist and carried. 'No Parking' signs - Warkentien moved that Engineer be authorized to contact Larpenteur Avenue Ramsey'County Highway Department and arrange for 'No between Aron-and Parking' signs to be installed on both sides of Larpenteur Snelling Driver Avenue between Snelling Drive and Arona Avenue. Motion seconded by Strandquist and carried. Dog Ordinances It was moved by Strandquist, seconded by Warkentien that in order to strengthen Dog Ordinance No. 55, that pro- visions for the following should be wades 1. Disposition of dogs after a certain number of days. 2. Payment of pick-up fee and boarding fee. 3, Additional fee paid for unlicensed dog before release from pound. 1 1 Motion was carried and matter was referred to Village Attorney. Rezoning Application B. V, Marschke Black moved, Stone seconded that application for rezoning 1695 No. Cleveland: submitted by B, V. Marschke for the property located at 1695 No. Cleveland Avenue be referred to the Flanning Commission for recommendation. Carried. 2252 Tatum Street Mr. and Mrs. J. D. Palumbo, Mr. Vernon Whittlef and Drainage: Mr. Harold Sandstrom of Tatum Street Sere present. After discussion, Nilsen moved that inasmuch a s_it appears that voluntary easement is not forthcoming, and inasmuch as villages possess the authority to use the power of eminent domain for the purpose of acquiring private property inside its limits, that the Village Attorney initiate condemnation proceedings for the land in question. The reason for acquiring the land is so that the natural water course is properly maintained. Motion was duly seconded by Black and upon a vote being taken, the following voted for same: Nilsen, Strandquist, Black, Warkentien and Stone and the following voted against same: None. Motion was carried. Snow fence - Fry Clerk was instructi~d to direct communication to Dr, William Street -University F, Hueg, Assistant Director Institute of Agricul tore, Experimental Agricultural Experiment Station regarding placing snow Property: fence on x~roperty at Fry Street and Garden, Ramsey County League Letter from the Ramsey County League of Municipalities of Municipalities - addressed to Village Engineer invited him to become Storm Surer Study member of committee to study storm sewer problems. Council Committee:. felt there was no necessity for such membership. Drinking Fountain Engineer reviewed costs involved in installing a drinking at Falcon Woods fountain at the Falcon Woods Playground. It was agreed Playgrounds not to install drinking fountain due to prohibitive cost. Improvement No. 65-1 Lengthy discussion on proposed storm sewer was held. Council N.E. Area Storm will hold special meeting on Wednesday evening June 16 Sewers at 7:30 P.M, for further discussion. Ordinance No. 72s Due to legislative changes, Warkentien moved, seconded by Stone that Ordinance Na. 72 entitled "An Ordinance Regulating the use of highways within the Village of Falcon Heights incorporating provisions of the Minnesota Highway Traffic Regulation Act and the Minnesota Driver's License Act by reference, imposing penalties for the violation thereof and repealing Ordinance No. 68" be adopted by the Village Council Upon a vote being taken thereon, the motion was carried. Satellite Service Warkentien moved that the Mayor and Clerk be authorized and Companys directed to enter into a contract with Satellite Service Company in the name of the Village of Falcon Heights for lease of portable restroom facilities at the rate and terms according to the contract on file in the office of the Village Clerk. Motion seconded by Black and carried. Contract for employment Warkentien moved that the Mayor and Clerk be authorized of Recreation and directed to enter into a contract, in the name of the Director: Village of Falcon Heights, with Robert Sonstroem for employment as recreation director according to the contract on file in the office of the Village Clerk. Motion seconded by Stone and upon a vote, motion was carried. Farmers Union Grain Black moved that communication be directed to Farmers Union Terminal Association Grain Terminal Associa tion advising that the Village Council -Traffic from parking is agreeable to that Association delegating to one of its lots: employees the duty of directing and regulating traffic 2253 moving on Larpsnteur Avenue at exits from its parking lots and regulating traffic from its parking lots onto Larpenteur Avenue, provided that said traffic regulation does not unnecessarily impede the orderly flow of traffic. Further, the Council has no objection to that Association securing a suitable uniform or other accouterments for its employee who will be assigned this duty. Police Commissioner Arndt will make available copies of rules and regulations governing traffic presently in effect in this Village for a review by its employee.
