SPECIAL MEETING OF AUGUST !t, 1965
The special meeting was called to order at 7:40 P.M. with the following
members present: Mayor Nilsen, Clerk Strandquist, Trustees Warkentien,
Black and Stone. Also present was Engineer Lemberg.
State Highway Commissioner John Jamieson, District Engineer E. J.
McCubrey, and Ramsey County Engineer Deane R. Anklan were also present.
Mayor Nilsen opened discussion regarding Larpenteur-Snelling Grade Separation.
The report by Bonestroo, Rosene and Associates, Inc. on the proposed grade
separation was reviewed. Mr. McCubrey stated that this project will not be
undertaken for at least five years and may possibly be ten years.
Inasmuch as there is not much more room for expansion for homes or big
business in Falcon Heights, then in all probability, the Village would not
need additional fire department sub-stations. In view of this, consideration
must be given to access of fire trucks to areas east and west of Snelling
Avenue.
Highway Department officials stated there would be a grade separation
at Roselawn, and two pedestrian bridges could be planned - one at Crawford
and one at Garden Avenue. Highway Department officials also stated that
two~ray traffic on Hollywood Court service lane would cause confusion and
conflict. The possibility of a new road from the west side of Hollywood
Court extending to Fairview Avenue was discussed.
Signals at Larpenteur and Snelling and also at Arona and Larpenteur were
discussed. Ramsey County officials advised there are funds available to
finance the installation of signals if such project is undertaken during the
year 1965. McCubrey and Jamieson were in agreement. Signals at Arona and
Larpenteur and new signals and overhead signs for the Larpenteur-Snelling
intersection designating right hand turns, and left turn signal movements
from Larpenteur Avenue were .discussed.
Barriers that are two feet high by 6 - 8 inches at the top to run down the
center of Larpenteur Avenue from Arona Avenue to St. Mary's Street were
discussed. Mention was made that above signs and barriers could be ins Called
in six months or less. It was agreed by Highway Department and Ramsey County
representatives that village officials should contact the basin®ssmen
regarding the above-mentioned barrier so that necessary arrangements can be
made for parking facilities at the rear of the business properties. Estimated
cost for the above, including signals, is $35,000.
' Tennis courts The placing of tennis courts on the Falcon
Falcon Heights Heights Elementary School grounds was discussed,
Schools as was the possibility of purchase of lots
adjacent to parking area on Holton and Garden for
tennis courts.
Recreational Program Warkentien thought it advisable to contact Robert
1966: Sonstro®m, recreational counselor, about the program
for the year 1966.
