HomeMy WebLinkAboutCCMin_65Aug18_Special2279 SPEC?.~L MEETING OF AUGUST 18, 1965 (Public Hearing Continued Storm Sewer Imp. 65 1) The special meeting was called to order at 7:30 P.M, with the following members present, Acting Mayor Warkentien, Clerk Strandquist, Trustees Black and Stone. Absents Mayor Nilsen. Also present were Engineer Lemberg and Attorney Galvin. Robert Sander, fiscal agent from Juran and Moody was also present. Application for Application for rezoning certain property has been Rezoning submitted, along with the fee of X35.00 by A, A. A. A, Bilski Bilski, 1705 North Cleveland Avenues. Attorney John 1705 North Clevelands Daubney presented his views. Tt appears that George Nelson, 1689 North Cleveland is not in favor of rezoning at this time. Black moved, Stone seconded that application for rezoning submitted by A, A, Bilski for the property located at 1705 North Cleveland Avenue be referred to the Planning Commission for consideration and recommendation. Ayes: All. Nays None. Motion carried, Embers Cafe Black moved, Stone seconded that 'No Parking' signs 1700 North Snelling be placed on both sides of the service lane on the ~ NO Parkingt signss east side of Snelling Avenue from Crawford to Larpenteur Avenue. Placing of these signs shall be subject to approval. of the State Highway Department, Ayes: All. Nayss None. Motion.. carried. Water Main Improvement of 1963 - Sinking Funds Warkentien introduced the following resolution and '- moved its adoption: Call of Certain Bonds WHEREI~S, the Village of Falcon Heights had surplus funds from the 1963 Sanitary Sewer and Water Main Improvement.sinking fund, and 1NHEREAS, by resolution adopted November !t, 196l~ said funds had been invested in U. S. Treasury bills to mature September 30, 1965, and V~HEREAS, certain of the bonds of said issue are curr®ntly outstanding and subject to call, NOS, THEREFORE BE IT RESOLVED by the Village Council of the Village of Falcon Heights 1. Those certain bonds of said issue maturing October 1, 1983 and numbered 168 to 180 inclusive are hereby called for redemptions being 13 in total number, 2. The Village Clerk is authorized to make payment from the WaterMain Improvement of 1963 Sinking Fund in the amount of X13,390.00 to the American National Bank. 3. That notice of this call and redemption shall be trans~i.tted by the Clerk to the Village fiscal agent for appropriate action. J~~/~ 22so Black seconded the motion. Upon a vote being taken the following were in favor: Warkentien, Strandquist, Black and Stone; and the following were against the same: None. Whereupon the motion was carried. Continuation of PUBLIC HERRING Continuation of Public Heari•<ng on the Northeast Area Storm Sewer Improvement 65-1 was approved by resolution at the Northeast Area meeting of the council on July 1l~, 1965, therefore, Hearing Storm Sewer was called to order at 8:00 P.M. with approximately forty Improvement 65-1s persons present. Engineer Lemberg stated that since the meeting of July 11~, 1965, he has met with the Roseville engineer and other consulting engineers and each is in the process of re- computing estimated costs and working on various aspects of the project. It was stated that Roseville has not as yet had its first public hearing on this project. 1 Trustee Blacks Do they have any disagreements with our proposed plans? Lemberg: No. One thing though, by running up Holton rather than Albert, it is more expensive but that extra cost does not 8ffect this Village. E. M. MacMillan Mr. Mac~Jiillen explained this his committee had sent letter 1776 Holton: to all residences in the area involved and received replies as follows: !t3 were opposed to storm sewer pro3ect. 35 were opposed to the pro3ect unless the physical plan is revised to reduce the cost to individuals involved. 32 would petition to abandon present plan in its entirety and erect xoas~-wire fence around the present ponding area between Holto}i and Pascal Avenues at Garden. 30 were in favor of Northeast Area Storm Sewer Pro3ect as proposed. He then turned over envelope containing the replies to the acting mayor for review. 1 R. H. Chalmers How did this pro3ect originate? 18811 No. Pascals This was started in 1956 or 1957 when the council requested Lemberg3 the consulting engineers to study the problem and draw up some plans, which they did. In the last couple years, there has been considerable discussion and during the spring of 1965, the council felt that the people should b® given an opportunity to look at this, As the present consulting engineers, our firm concurred with the plans as previously prepared. Some small revisions were made, and in some cases we decreased the size of pipe. This plan was designed for a general water fall, not a flood. The entire plan has again been reviewed by Bannister, engineering firm for Roseville, and they have gone through the entire plan and computations and have concurred with the design. 2281 ~l/8~~5 Harold Jensen when was the last survey made? 17I~7 Holtons Lemberg answered that was re-checked this year. Jensens I cannot see the need for the line running down Holton. Leland Peterson As I understand this, it involves filling in those lots 1766 Holtons between Holton and Pascal off Garden Avenue. Wi1.1 the storm server be any good until. they are filled in? Lembergs It is the property owner's responsibility to fill in the lots. The water will b® picked up in the street before it gets to the ponding area. We would encourage that it be filled. MacMillens Doesn't the village council have the power to see that it is filled? It is a death trap. Galvins This area represents what is the natural lorr area in the community. That is where the water has been draining these many years. The council has inherent power to abate public nuisances. The legal complications in changing the natural flow of water has been a matter of constant litigation. The Village does have power to abate nuisances. Tim Elder Chairman Board of As for filling in these lots, I cannot speak for the Trustees - Falcon church. I would assure you that our prime concern is Heights Congregational to maintain these lots as best as can be. Church s Is there any other solution? My neighbors claim they Evelyn Dilger will get the same benefit as Roseville withour Roseville 1811 North Hamlines paying for it. I have seen cars swerve in our culverts and also children playing in the culverts - and then there are the weeds, too. I am willing to spend a couple hundred dollars to improve that. I would also like to lrnorr about the water pipes. Lemberg: We are working on the cost estimates for obtaining water for you. We don't believe the city of Saint Paul will allow this Village to hook those fern homes to water from water across the street on Hamline. We are checking into that. Your neighbors are not correct when they say that Falcon Heights will be putting in a line on Hamline and Roseville will benefit without cost. This is one of the lines that will be put in on a point venture and the cost proportionately shared. Jim Utne TNhat will have to be dug up? 1806 No. Pascals . I cannot be exactly sure - what we proposed to do on Lembergs streets such as Ruggles, Pascal - in those areas where ditches exist - we hope to put it completely in the ditch area. We plan to use the excess material to fill in those ditches. I am not saying this is definite. tRfe hope to put them in the boulevards as much as possible. Complete cultured sod would be a requirement. ~// ~/b S 2282 In answer to question about curbs and gutters, Lemberg stated that catch basins would be placed in the proper position so that curb and gutters could be installed at a later date if desired. James Boyd What becomes of our trees? 1788 Alberts Sewer lines would probably have to go into the street, Lembergs One thing we have to remember is that when sanitary sewer goes in, it is down eight to ten feet. A storm sewer generally is three to five feet. Pehrsons How do you draw these boundary lines for a district? Lembergs Somewhere a boundary has to be drarm. We took the high point in the street, determined where the water runs, and then where the water runs from the front of the lot. ~acMillens Has a survey actually been made to determine where. the high point of these streets is? Possibly a re-survey should be made because the grade has changed since 1958. Lemberg: There is no need for a surv®y - the grade has not changed - only seal-coating has been done since 1958. A. L. Keller Would this rule out putting trees in the boulevard? 1852 Pascals There has been some experience with trees and trouble Lemberga because of the sanitary sewer. Dr. Hard w311 recommend what kind of trees wottl.d be suitable. Jensens Is it assumed that the benefits received are equal for everybody? Lemberga We know that the same amount of water falls on each foot of property. We know that the run-off is basically the same. Leslie Wickland We had drainage to the corner before the last re-surfacing 1'90 Holtons af£er the sanitary sewer went in. Since then, the water does not ran off. I request that the maintenance department attempt to clear this up. Grading was changed. I believe this to be a reasonable request. How about a lift station dust where the water is naw collecting? Lembergs As far as a lift station type of thing is concerned, it would probably cost X100,000 to be large enough to take a big flow. It would be sitting most of the time, probably 75% of the time, and it would still need maintenance. Items added for a lift station make it very expensive. When you balance a complete gravity system as we have here, the only maintenance is keeping grass off and other catch-alls off the catch basins. In most cases, the gravity system is most economical. Chalmerss The amount of x:1.0,000 to go on general taxes - is that the amount for the school? Warkentiens No. The Falcon Heights School will be assessed like all the other benefited properties. 2283 ~ I~ g~l,~ Ohalmerss T think one of the questions raised on the petition is valid, Hard-surfaced property should carry a higher assessment. I think the school property has a lot more hard surface than I have on my property. Warkentiens That may be true, but it is a very difficult task to get a wholly equitable distribution. A show of hands indicated the following: For the project as proposeds Eleven Against the project as proposeds Thirteen Utnes According to report, it seems to me that 75~ of the people said something had to be done, Putting something around the ponding area is no answer. Boyds The survey made indicates the feeling of the people. ~tacMillens The figure of 127 is in indication to me that the people in this community want something to be done, but are unwilling. to accept the plan as proposed. Lembergs What would you propose? Three engineers have gone into this and passed on it. Kurt Rydberg I suggest alternate plans and a survey of the land, 1771 Alberts because as it is now, some of the water is rurm ing up hi7.1, The breaking point is in front of my house. Wickland: We did have satisfactory drainage to the corners of Holton before the unitary sewer went in. We should not need that stub in there now. We would much rather see the street re-graded instead. T recommdnd that a further study be made, Lembergs Take the 215 feet of pipe as against the cost of re-grading the street. Rydbergs What is the difference in cost if you dig up the street and re-grade? Lembergs I don't know. Upon request of MacMillan, Warkentien moved, Strandquist seconded that the report submitted by MacMillan, and the statements made in that report, be included verbatim in the~:official minutes of this meeting. (citizens' answers to inquiry were included in the envelope submitted, however, there were no statements in envelope.) George Anderson Is this plan going to work like at 'Shell Lake' - I don't 1775 Alberts see how it can help anything at Albert near Larpenteur - or what we call 'Shell Lake.' 1 1 1 Hearing Continued to September 29, 1965s C ~ /~~~ The following resolution was who moved its adoptions 228l~ introduced by member Black WHEREAS, a resolution of the Vi1l.age Council adopted the 26th day of May 1965 fixed a date for a council hearing on the proposed improvement of That portion of the Village of Falcon Heights bounded by Roselavsn Avenue, Snelling avenue, Hamline Avenue, and Larpenteur Avenue by the construction of a storm severer drainage area here- after called Improvement 65-1, 1 ANA WHEREAS, said hearing originally scheduled fvr June 30 was postponed by resolution of said council on June 23, 1965 until July 1l~, 1965, and WHEREAS, ten days published notice of the hearing through two weekly publications of the required notice was given and the hearing was held thereon on the 1l~th day of July 1965 at which time all persons desiring to be heard were given an opportunity to be heard thereon, and WHEREAS, said hearing vs'as then continued to August 18, 1965 in ord®r to receive a report from the Village of Roseville, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIZ OF THE Village of Falcon Heights 1. Said public hearing is continued until September 29th 1965 at 8s00 P.M, in the Village Hall, 161a.?a. West Larpenteur Avenue, Falcon Heights, Minnesota. 2. The Engineer shall obtain a report on the progress of the Roseville Village proceedings, and make such additional studies of the proposed improve- ment as are necessary. Adjournments The foregoing motion was seconded by Stone and upon a vote being taken thereon, the following voted in favor thereofs Warkentien, Strandquist, Black and Stone and the following voted against the same: None.
