REGULAR MEETING OF OCTOBER 13, 1965
The regular meeting was called to order at 7s00 P.M. with the following
members presents Mayor Nilsen, Clerk Strandquist, Councilmen Black,
Warkentien and Stone. Also present were Treasurer Olsen and Engineer
Lemberg.
Robert Sander, fiscal agent from Juran and Moody, was present and dis-
cussion pertinent to the 1966 tax levy was held. Mr. Sander reviewed a
proposed revised tax levy schedule, copy of which is on file in the office
of the Village Clerk.
Resolution Reducing Stone moved adoption of the following resolutions
1966 Tax Levys
WHfEREAS, in Section 6 of a resolution
entitled 'Resolution Providing for the Issuance and
Sale of Watermain and Sanitary Sewer Improvement
Bonds of 1963,' adopted by the Village Council of
the Village of Falcon Heights, Minnesota on
September 11, 1963, there was levied upon all of
the taxable property in the Village a direct
general ad valorem tax in the amount of X3,000
to be spread upon the tax rolls and collected with
and as part of the other general property taxes in
said Village for the year 1965, to provide moneys
for the payment of principal and interest on said
bonds; and
WHEREAS, UNDER Section l~75.61, Subd. 3 of the
Minnesota Statutes said tax levy is irrevocable
unless there is on hand an excess amount in the
Sinking Fund and the fact and amount thereof is
certified to the County Auditor, in which case the
County Auditor shall reduce by the amount so
certified the amount otherwise to be included in
the rolls next thereafter prepared; and
WHEREAS, there is now on hand in the VPatermain
and Sanitary Sewer Improvements of 1963 Fund an
excess amount greater than $3,000 and the Village
Council deems it advisable to have this fact certi-
fled to the County Auditor under Section 175.61,
' Subd. 3 of the Minnesota Statutes so that the
County Auditor will so reduce the tax levy heretofore
made,
NOVIT, THEREFORE, BE IT RESOLVED BY THE VILLAGE
Council of the Village of Falcon Heights, Minnesotas
1. The Village Council hereby determines that
there is on hand in the Watermain and Sanitary Sewer
Improvements of 1963 Fund an excess amount greater
than $3,000, and that the $3,000 tax levy for the
year 1966, made in Section 6 of the resolution of
the Council providing for the issuance and sale of
Watermain and Sanitary Sewer Improvement Bonds of
1963, adopted on September 11, 1963, and thereafter
certified to the Ramsey County Auditor and entered

in the Bond Register of the Ramsey County Auditor
on September 23, 1963, shall be reduced by X3,000
and no amount thereof shall be included by the
County Auditor in the tax rolls prepared for the
year 1966.
2. The Village Clerk is hereby directed to
file a certified copy of this resolution with the
County ~#uditor of Ramsey County, Minnesota, together
with such other information as he shall requir e.
The foregoing motion was seconded by Warkentien.
Upon a vote being taken, the following voted in favor
of same: Nilsen, Strandquist, Stone, Warkentien and
Black, and the following voted against same: None.
Motion was carried, and resolution was adopted this
13th day of October 1965.
Budget - 1966 Black moved., seconded by Strandquist that the following
Tax Levy: resolution be adopted and that copy of such resolution
be sent to the County Auditor.
BE IT RESOLVED by the Village Council of the Village
of Falcon Heights, that the following sums be and
they are hereby levied upon the taxable property of
the Village of Falcon Heights for the year 1965,
collectible in the year 1966.

Upon a vote being taken, the following voted in
favor of same: Nilsen, Warkentien, Strandquist,
Black and Stone and the following voted against lames
None, .Motion was carried and the foregoing reso-
lution was adopted this 13th day of October 1965.
Minutes: Black moved, seconded by Stone that the minutes of the
regular meeting of September 8, 1965 be approved.
Motion carried.
Stone moved, seconded by Black that the minutes of the
regular meeting of Sept. 22, 1965 be approved. Motion
carried.
Warkentien moved, seconded by Black that the minutes
of the special meeting of September 2'9, 1965 be approved.
Motion carried.

Reassessing Lot 13, WHEREAS, on August 15, 1957, the Village Council by
Block 1, Barthel resolution unanimously adopted the assessment roll for
Villas Addition - Sanitary .Sewer System Tmprovement No.l which was there-

WHEREAS, the said assessment roll, showed Lot 13,
Block 1, Barthel Villas Addition to have an assessable
frontage of 75 feet for which an assessment of $672.00

WHEREAS, since the incorporation of the Village a
building permit has been refused on that lot because it
was a low lot and the erection of a building upon it woulc
interfere with natural drainage, and,
WHEREAS, the owner of that lot requested that the Sar.
nary Sewer System Improvement No. 1 assessment on that
lot be removed until such time as the Village Council
will authorize issuance of a building permit on that
lot when the assessment would be reinstated, and
WHEREAS, on February 26, 1959, the Village Council
by Resolution reassessed Lot 13, Block 1, Barthel Villas
and removed said assessment pursuant to M.S.A. 1129.071
because said assessment was e$cessive in view of the
fact that the Village had permitted no use of said lot,
and
WHEREAS, subsequent to said reassessment of Lot 13,
Block 1, Barthel Villas, the Village grant the owner
of a building permit for said lot, and a bu lding has
since been erected thereon,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE
Council of the Village of Falcon Heights, Minnesotan
(1) The assessment originally adopted August 15,
1957 by the Village Council in the amount of $672.00
for the Sanitary Sewer System Improvement No. 1 is
hereby reassessed and shall constitute the special
assessment against Lot 13, Block 1, Barthel Villas, and
said lot is found to be benefited by the proposed
improvement in said amount.
(2) Such assessment shall be payable in equal
annual installments to be payable over a period of 12
years, the first of the installments to be payable on
the first Monday in January, 1966 and shall bear interest
at the rate of ~~ per annum from the date of the adoption
of this resolution. To the first installment shall be
added interest on the entire assessment from. the date of
this resolution. To the first installment shall be

of this resolution until December 31, 1966. To each
subsequent installment when due shall be added interest
for one year on all unpaid installments.
(3) The owner of any property so assessed may, at

fied duplicate of this assessment to the County
Auditor to be extended on the proper tax lists of
the county, and such assessments shall be collected
and paid over in the same manner as other municipal
taxes.
The motion for the adoption of the foregoing resolution
was seconded by Strandquist and upon a vote being taken
thereon, the following voted in favor thereof: Nilsen,
Strandquist, Black, Warkentien and Stone, and the following
voted. against the lames None. Whereupon said resolution
was duly declared passed and adopted this 13th day of
October 1965.
Resolution Reassessing The following resolution was introduced by member
Lot 19, Block 1, Barthel Stone who moved its adoption:

Watermain Improvement of 1960 No. 1
WHEREAS, on October 17, 1960, the Village Council
by resolution unanimously adopted the assessment roll
for Watermain Improvement of 1960 No. 1 which was
thereafter certified to the County Auditor and
extended on the proper tax lists of the county; and
WHEREAS, the said assessment roll, showed Lot 19
Block 1, Barthel Villas Addition to have an assessable
frontage of 75 feet for which an assessment of X551.25
was made, and
WHEREAS, since the incorporation of the Village, a
building permit has been refused on this lot because
it is a low lot and the erection of a building upon it

WHEREAS, the owner of this lot has requested
that Watermain Improvement of 1960 No. 1 assessment
on this lot be removed until such time as the Village

WHEREAS, on June 10, 196 the Village Council, by
resolution, granted the owner of said Lot 19 permission
to fill said lot and use for parking purposes, and said
lot has subsequently been used for such parking lot,

Sweeping of Stone moved, seconded by Black and duly carried that
Village Streets Village Engineer be authorized to arrange for sweeping
of village streets.

Northeast Area Storm Nilsen moved, seconded by Strandquist and
Sewer Improvement unanimously carried that Bradford Lemberg, P.E.
65 1: write letter, with copy to the St. Paul Dispatch,
and to Roseville's Administrator, regarding news
article appearing in the October 12th issue. This
letter is for the purpose of clarifying statements
regarding the Northeast Area Storm Sewer Improve-
ment 65-1 so there is a better understanding on
the part of the populace.
Reports from Maintenance, After discussion, council instructed the Clerk to
Police and Fire Depart- notify Kenneth Quarn, maintenance department to be

October, Al Helbig, fire chief to be present on
the 2l~th of November, and Donald Arndt, police
commissioner to be present on the 10th of November
at 7s30 P.M. Each will be requested to appear
every six weeks thereafter, and to prepare reports
over his signature for the respective department.
Master Gas Installer Having met the requirements, it was moved by Stone,
Licenses seconded by Warkentien to issue Master Gas Installer's
License to Raymond Dykema -Suburban Heating, Inc.
Motion carried.
Holidays Stone moved, Warkentien seconded that Washington's
birthday and Veteran's Day be added to present holidays
for village employees, making eight a year. Motion carried.
Investment of Funds: Treasurer Olsen gave report of funds available for
investment at the present time. Warkentien moved,
seconded by Black that the Treasurer be authorized to
make such investments from the Refunding Sewer Imp. 1963,
Watermain and San. Sewer Imp. of 1963, and Watsrmain Imp,
of 196x1. Investments shall have terms of up to five
years as determined in repayment schedules. Motion carried.
Bills Strandquist moved, seconded by Black and carried that the
