HomeMy WebLinkAboutCCMin_65Oct272307 REGULAR MEETING OF OCTOBER 27, 1965 The regular meeting was called to order at 7x00 P.M. with the following members presents Acting Mayor Willis Warken tien, Clerk Strandquist, Trustees Blaek and Stone. Absents Mayor Harold Nilsen. Also present were Engineer Lemberg, Treasurer-Olsen and Attorney Galvin. Mrs. Arthur Jurgenson and daughter Charlene were present to observe. Minutes: Stone moved, Strandquist seconded that the minutes of the regular meeting of October 13 be approved. Ayes: A11. Nays: None. Motion carried. Cigarette Licenses: Having met the requirements, it was moved by Black, seconded by Stone that the following be granted licenses to sell cigarettes at retail: Anthony S. Nesser, Sr. - 1662 No. Snelling Embers System - 1700 No. Snelling Avenue Ayes: All. Nays: None. Motion carried. Master Plumber's Licenses Having met the requirements, it was moved by Black, seconded by Stone that the following be granted Master Plumber's License: Correspondences N.E. Area Storm Sewer Falcon Heights-Rose- vi11e Joint Project (Tmp. 65-1) Dennis P. Ryan - Dale Street Plumbing 1562 Marion Street, 5t. Paul, Minn. Ayes: All. Nays: None. Motion carried. Engineer Lemberg's letter of October 20 was read regarding article published in newspaper, some of which was misleading to the average person. Expla- nation was outlined so that village officials would be better informed when confronted by questions from residents concerning the proposed storm sewer project. Minn. Veterans Day Letter of October 22 from Alcuin G. Loehr, Chairman Committee: of Minnesota Veterans Day Committee was read. November meeting of Letter of October 18 advised of meeting of Ramsey County Ramsey County League League of Municipalities on November 17, 1965 at the of Municipalities: White Bear Lake City Hall. Deane R. Anklan, County Notiee dated October 15, 1965 advised that Board of Engineer -County's County Commissioners has adopted a policy whereby the participation in costs: County will participate in the cost of storm sewers for County roads and lands on a ratio of use formula. Ronald V. Powers Letter of October 1965 from Ronald V. Powers, County County Assessor - Assessor accompanied tabulations showing County Assessed Values: Assessor's assessed values as of May 1, 1965 and comparison with County Auditor's Assessed values as of 196.. 1 1 1 2308 Fire Department Letter of October 26, 1965 from Briggs and Morgan was Relief Association: read regarding Minnesota statute that required certain public pension and retirement funds for firemen to have an actuarial survey made showing condition of the fund as of December 31,.196.. Communication stated that inasmuch as the Falcon Heights Fire Department has only three paid firemen, the provisions of this statute are not applicable. Purchase Requi- sitions -Fire Departments Fog nozzle Form liquid Stone moved that Fire Department be authorized to purchase one fog nozzle at a cost of ~l~9.50 and two 5 gallon cans of foam liquid at $30.00 each, the total bill for the above items not to exceed ~i09.50. Warkentien seconded; Ayess A11. Nayst None. Motion carried. Stone moved that Fire Department be authorized to purchase two dozen insulated rubber gloves for use of Insulated both the paid and volunteer fire department personnel rubber gloves at a cost of?:,~20.85 a dozen, and total cost not to exceed ~1.t7..70. Strandquist seconded. Ayes: A11. Nays: None. Motion carried, It is understood that personnel is to print names on each glove and same is to be placed with each man's fire coat in the fire department. Bulbs replacement Stone moved that Kenneth Quarn be authorized to purchase at playground areas: six bulbs to replace broken bulbs at the playground areas. Motion seconded by Black and carried. Fire Ghief Al Helbig was instructed to see that the bulbs are replaced by the fire department on a drill night. Maintenance Dept,: Kenneth Quarn was present and made report to the council of activities of his department. There was discussion about maintenance department, Art Lindig Proposal Art Lindig and Mr. Hamm, builder, presented plans for a to build double double house proposed on the lot just north of Lindig~s houses floral business on Lindig street. It appears that there are variances to Ordinance 6l~, and Lindig and Hamm were advised as to procedures regarding same. PUBLIC HEARING Rezoning appli- Acting Mayor Warkentien opened the Public Hearing to cation for 16$9, consider the application for rezoning certain properties 1695, 170 North The following resolution was introduced by Black, who Cleveland Avenue: moved its adoptions WHEREAS, the owners of three parcels of land described as follows The North 661.19 feet of the East l~66,69 feet of the SE 1/2 of the SE 1/1t of Sec. 17, T. 29, R 23 (also known as 1689, 1695, 1705 North Cleveland Avenue alined by George~H. Nelson, B. V. Marschke and A. A, Bilski respectively) have made application to the Village Council of the Village of Falcon Heights on June 9 and August 18, 1965 for rezoning of said properties from R-1 to B-lA, and 2309 WH~[•tEAS, said petitions were executed by fifty per cent or more of the property owners abutting the land affected, and WHEREAS, said petitions were referred to the Planning Commission of the Village of Falcon Heights for public hearings and the recommendations of said commission, and WHEREAS, mailed notices and published notices of the Public Hearings on said petitions were given as required by ordinance, and WHEREAS, at said public hearings held by the Planning Commission of the Village of Falcon Heights on July 15 and September 20 and October 20, 1965 all pro- ponents or opponents of the proposed rezoning were given an opportunity to be heard orally or in writing at said meetings, and WHEREAS, the Planning Commission after study of the petitions adopted a resolution granting the request and made a final written report of their recommendations to the Village council under date of October 2l~, 1965, and WHEREAS, the Village Council held public hearing on said petition on October 27, 1965 pursuant to the applicable ordinances, and WHEREAS, mailed notice of said hearing was given on September 27, 1965 to all affected property owners and published notice was given on September 29, 1965 in the Village legal newspaper, and WHEREAS, the Village Clerk has requested and has received notice from the County Assessor stating that property involved will not be increased in valuation for tax purposes pursuant to change in rezoning of said property from R 1. to B-lA and said notice is on file in the office of the Village Clerk, and ~~eKbal WHEREAS, the Village Council of the Village of Falcon Heights has considered in addition to the oral and written statements presented at said hearing the health, safety, and welfare of the community existing and anticipated, traffic conditions, lig;~t and air, danger of fire, risks of public safety, the effect on the values of the property in the surrounding area, the effect of the proposed rezoning in parking facilities on adjacent streets, and the general welfare of the community, NOW, THEREFORE, BE IT RESOLVID BY THE COUNCIL OF THE VILLAGE of Falcon Heights, the petition and application for rezoning of the above described property be and is hereby approved. Motion for the adoption of the foregoing resolution was duly seconded by Stone and upon a vote being taken thereon, the following voted in favor thereofs Warkenti.en, Strandquist, Stone and Black and the following voted against the samea None. Whereupon said resolution was duly declared passed and adopted this 27th day of October, 1965. 2310 1 Trees: Stone introduced the following resolution and moved its adoptions WHEREAS, the Village tree consultant, Dr. C. G. Hard, has prepared plans and specifications for trimming pruning, cabling and removal of certain trees in the Village of Falcon Heights, and WHEREAS, such plans and specifications are in accordance with the suggested four year plan for trimming and pruning of all village trees, and WHEREAS, such plans and specifications have been presented to the council for approval, NOVi(, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF FALCON HEIGHTSs 1. Such plans and specifications, copy of which are on file in the office of the Village Clerk and made a part hereof, are hereby approved. 1 2. The Village Clerk shall prepare and cause to be inserted in the official paper an advertisement for bids under such approved plans and specifications. The advertisement shall specify the work to be done, shall state that bids will be opened and considered by the council at 8s00 P.M. on November 21~, 196 in the council chambers of the Village Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the clerk for five per cent of the amount of such bid. The motion was duly seconded by Strandquist and upon a vote being taken, the following voted for sames Warkentiei Strandquist, Black and Stone and the following voted against sames None. Whereupon motion was declared passed by the Village Council this 27th day of October, 1965. 1 Volunteer Fire Stone moved, Warkentien seconded that the application Fighter Employ- for employment as volunteer firefighter submitted by merits Robert Berg 1767 2~alvern Street be granted upon condition that applicant is found to be in good health after a physical examination and also subject to the six-month probation period.
