HomeMy WebLinkAboutCCMin_65Nov242316 REGULAR MEETING OF NOVEMBER 24, 1965 The regular meeting was called to order at 7:00 P.M, with the following members present: Mayor Nilsen, Clerk Strandquist and Trustees Warkentien, Stone and Black. Also present were Attorney Galvin and Engineer Lemberg and Treasurer Olsen, Mrs. W. L. Shepard represented the League of Women Voters. Minutest Moved by Black, seconded by Strandquist and carried that the minutes of the meeting of November L0, 1965 be approved. Insurance proposals In response to requests for insurance bids sent to eight agencies, proposals were received from the following agents 1. Bosshardt-Nelson Agency (Harold Krinke)~ 2. R. W. Wolf gram 3. Vincent Schadegg 4. Northland Agency ( W,A. Mortensen) Proposals were as follows: I. Workmen's Compensation as per specifications: 1. Black moved, seconded by Stone that inasmuch as the proposal submitted by Northland Agency for Workmen's Compensation Insurance at $1,636.19 is the low bid, that same be accepted by the Council. Ayes: All. Nayss None. Motion carried. Inasmuch as it could not readily be established as to 2317 whether or not Vincent Schadegg Agency's low proposal included charge to cover the liability of policeffi.eri, firemen, and other municipal employees, Stone moved, seconded by Strandquist and carried that this be held in abeyance until it has been determined. Faster Gas Installer Having met the requirements, it was moved by Strandquist Licenses seconded by Stone and carried to issue Master Gas Installers License to the following: Ronald L. Harris -Harris Plumbing and Heating 229 Ohio Street, St. Paul, Minn. Civil Defense Director Civil Defense Director, Stanley P. Schultz, has tendered Resigns his resignation from that position to take effect on December 31, 1965. Nilsen moved, seconded by Stone that same be accepted. Art Jorgenson -Apartment Copy of Attorney Calvin's letter to Arthur Jorgenson dated Building - 1707 Tatu.ms November 12. regarding ordinance violations with respect to the parking lot at 1707 Tatum Street was read. Snow Plowings Strandquist moved, seconded by Stone that Lindquist Landsca ping Service be contracted to remove snow as required. Man and equip- ment front end loader services at X9.50 per hour for the necess- ary snow plowing services for the village parking lot and recrea- tion areas. Attorney Galvin was authorized to draw up a contract between the Village and Lindquist Landscaping Serv. Carried. Fire Chiefs As previously requested, Fire Chief Helbig was present and made report on activities of the Fire Department. Henry Daehtera Henry Dachtera's letter of November l~. thanked the council Volunteer Fire Fighter:for giving him the opportunity to attend the School on Care and Transportation of the Infused. Attorney's Reports Attorney Galvin advised that a meeting of the Technical Committee of St. Paul has been set for December $, 1965 at Sewer Raters 2s00 P.M. Engineer Lemberg has been instructed to attend. 1963 W/M Impvmt. Assessment against the University of Minnesota for the 1963 Assessment Univ. WaterMain Improvement has been referred to a special committee of Minnesota on capital improvements. N.E. Area Storm Black introduced the following resolution and moved its adoptions Sewer Imp. 65 1s ~IEREAS, a resolution of the Village Council adox~ted the 26th day of May 1965 fixed a date fora Council hearing on the proposed improvement ofs That portion of the Village of Falcon Heights bounded by Rosela~aen Avenue, Snelling Avenue, Hamline Avenue and Larpenteur Avenue by the construction of storm sewer drainage area (Improvement 65-1) AND ~S, >ad~h~aring originally scheduled for June 30 was continued by Resolution of said Council on June 23, 1965 until July ll~., 1965, 1 1 1 2318 1 AND WHEREAS, ten days published notice of the hearing through tFVO week7.y publications of the required notice was given and the hearing was held thereon on the 1?~th day of June, 1965, at which time all persons desiring to be heard N.E. area Storm were given an opportunity to be heard thereon, and Sewer Improvement 65-1: WHEREAS, said hearing was thereafter continued until August 18, 1965, and was thereafter continued to September 29, 1965 in order to receive a report from the Village of Roseville, NOP~, 'THEREFORE, BE IT RESOLVED BY THE CO?JNCIL OF THE VILLAGE OF FALCON HEIGHTSs 1. Such improvement is hereby ordered as proposed in the Council Resolution adopted May 26, 1965. 2. Bonestroo, Rosene, Anderlik and .Associates, Village Consulting Engineers are hereby designated as the engineers for this improvement. They shall prepare ,plans and specifications for the making of the improvement. The motion for the adoption of the foregoing resolution was seconded bar Strandquist and upon a vote being taken thereon, the following voted in favor thereof: Nilsen, Strandquist, Stone, Warkentien and Black and the following voted against the same: None. Resolution was duly declared passed and adopted this 2l~th day of November 1965. 1 ~J Tree Trimming and The follo~ring resolution was introduced by Warkentien who Pruning - Bids moved its adoption: Opened; WHEREAS, pursuant to an advertisement for bids for tree trimming and pruning and removal of tress located within the Village of Falcon Heights in accordance with the contract and specifications, bids were received end opened and tabu- lated according to law, and the follcRrring bids were received complying with the advertisements Fournier Tree Service Bid bond in amount of 5~ X2,292.60 $12.20 per tree and one removal X60.00 Minnesota Tree and Garden Center ~2,322.1l~ Bid bond in the amount of 5~ 9.2.58 pgr tree and ons removal $20.00 Northland Tres Service $1,750.69 Bid bond in the amount of 5~ ~9.1~3 per tree and one removal X25.00 Walsh Tree Service X1,214.69 Certif i~d check $65.00 X6.43 per tree and one removal X38.00 WHEREAS, it appears that Walsh Tree Service is the lowest responsible bidder, 2319 NCJ~T, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEI(~iTS, MINNESOTA 1. The Mayor and Clerk are hereby authorized and directed to enter into a contract with Walsh Tree Service in the name of the Village of Falcon Heights for trimming and pruning of trees according to the plans and specifications therefor approved. by the Village Council and on file in the office of the Village Clerk. 2. The Village Clerk is hereby authorized and directed to return forthwith to all bidders and deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed. The foregoing resolution was duly seconded by Strandquist and upon a vote being taken, the following voted in favor: Nilsen, Strandqui.st, Warkentien, Stone and Black and the following voted against same: None. Whereupon resolution was adopted by the Village Council this 2t~th day of November 1965. Dead End Sign - Mr.R. W. Wolfgram was present to request that an Southwest Corner additional 'Dead End Street' sign be placed at a slant Iowa and Arona: on the southwest corner of Iowa and Arona. The present one should also be slanted to make it more noticeable. Maintenance Department was instructed to order above sign and to place same. Engineer's Report: Lemberg recommended that the counei7. consider adoption of the Uniform Building Code. Build ing Inspector Uniform Building Magnuson and Consulting Engineer Lemberg will review Code: same and report back to the Council. Main Seger Line in Tt appears that there is an obstruction in the main sewer Street at 1157 West line in the street at 1l~57 Iowa. Wally Hermes of Rosetown Iowa: Sanitation Company has been contacted to dig to the sewer line at this location in an effort to determine what is causing obstruction. Junior Colleges State Representative Leslie Westin's letter of November 19th stated there will be a meeting on December 8 regarding additional Junior Colleges in the s fate.
