REGULAR MEETING OF DECEMBER 22, 1965
The regular meeting was called to order at 7:00 P.M. with the following
members present: Mayor Nilsen, Clerk Strandquist, Trustees Black, Warkentien
and Stone. Also present were Treasurer Olsen, Engineer Lemberg, and Attorney
Galvin.
Minutes: Strandquist moved, seconded. by Black that the minutes
of the regular meeting of December 8, 1965 be approved.
Motion carried.
Stone moved, seconded by Nilsen that the minutes of the
Canvassing Board Meeting of December 8, 1965 be approved.
Motion carried.
Correspondence:
Clerk Strandquist read Notice of Public Hearing on
Water Pollution Establishment of Future Water Use Classifications and
Control Standards of Water Quality and Purity for All Waters of
Commissions the State to be held beginning January 5, 1966 and
continuing January 19, February 2 and February 16 and
March 2, 196b. Same was dated November 2, 1965 and signed
by R.N. Barr, M. D., Secretary of the Water Pollution
Control Commission.
Licenses:
Christmas Tree Having met the requirements, it was moved by Warkentien,
Lot: seconded by Black that Hermes Floral be granted license
to operate a Christmas Tree Lot at 2001 West Larpenteur
Avenues Ayes: All. Nays: None. Motion carried,
Master Plumber: Having met the requirements, it was moved by Black,
seconded by Stone that A. Walter Avoles of Avoles Plumbing
be granted Master Plumber's license. Ayes: All. Nays:
None. Motion carried.
Kenneth Quarn Upon request of the Council, Village Maintenance Man Kenneth
Maintenance Quarn appeared before the Council and discussion was held
Department: regarding skating rinks and general maintenance.
Tom Thumb Food Mr. James Langer, manager of the Tom Thumb Food Market
Market - sales of stated he has complete responsibility of operations at this
beer: market. Warkentien reviewed the police file as regards
violations of selling beer to minors. There was considerable
discussion regarding same. The council requested Mr. Langer
to place signs stating that persons under 21 years of age
are not allowed to purchase bear.
Inasmuch as it appears in the record that two violations
have thus far occurred, any further violation of this will
result in cancellation or revocation of the license issued
for sale of non-intoxicating malt liquors to Tom Thumb
Food Market.
Village Clerk was instructed to write a letter to owners
of Tom Thumb Food Market in care of Herbert Koch, Vice

President of ~'olka Dot Dairy, Hastings, Minnesota
advising him of the action taken at this council
meeting.
Mr. Donald Shannon of 1890 Tatum Street was an interested
observer to the above matter. Police Commissioner Donald
Arndt was also present.
Purchase oP New Warkentien moved that Police Commissioner Arndt and
Squad Cars Attorney Galvin be authorized to prepare specifications
for purchase of new aquad car. The Clerk shall cause
to be inserted in the official newspaper an advertisement
for bids upon the purchase of such squad car with alter-
nate bids, that is, bids with a trade-in on the present
ear and bids with no trade-in. The advertisement shall
be published for one successive week, shall state that the
bids shall be opened by the Village Council on February 23
in the Village Council chambers and that no bids will be
considered unless sealed and filed with the Village Clerk.
The motion was seconded. by Black and upon a vote, the
following voted for same: Nilsen, Strandquist, Stone,
Black and Warkentien and the following voted against same:
None. Whereupon motion was carried.
Republicans Precinct Stone moved, seconded by Warkentien that permission be
Caucus Meetings granted the Republicans for use of the Village Hall, Office,
and also Police Department Office for Tuesday evening,
February 15, 1966. Ayes: A11. Nays: None, Motion was
carried.
Form of bond - Nilsen moved, seconded by Black that the form of bond
Justice of the Peace, submitted by Paul L. Coppini, Justice of the Peace, be
Coppinis approved, Motion carried. The Clerk shall file bond with
the Clerk of District Court with copy to the Secretary of
State.
Investments: Stone moved, seconded by Warkentien that the Village
Treasurer be authorized to invest in U. S, Treasury Bi11s
from accounts as follows:
General Fund - dater Connection Fund $9,528.82
yield 4.66 due December 31, 1966
Larpenteur Ave. W~M & Pumping Station 1,930.69
yield 4.57 due September 30, 1966
WaterMain Improvement of 1960 5,814.92
yield 4.57 due October 31, 1966
Upon a vote being taken, the following voted in favor of
same: Nilsen, Strandquist, Stone, Warkentien and Black; and
the following voted against same: None. Whereupon motion
was declared duly carried.
Engineer's Reports Engineer Lemberg advised he had attended a meeting of Ramsey
County League of Municipalities held at North Oaks. Meeting
concerned county-wide storm water and drainage problems.

Bethel College Some students from Bethel College have requested use of
Students Request the skating rink at Idaho-Snelling three times a week
use of skating from 9:00 to 10:00 P.M, for hockey practice. It was
rinks the Council's position that inasmuch as complaints have
been received from neighbors regarding the noise from the
skating rink after it has been closed for the evening,
that this request be denied.

Playground Under date of December 2, 1965 and over signatures
Associations of Peter McGough and R. H. Rust of the West Falcon
Heights Playground Association, request was made to the
council for allocation of funds for certain improvements.
Such improvements are for materials only for pro3ects
such as enlarging present blacktop area of tennis court,
teeter-totter boards and two tether-ball poles, chain
link fence for baseball field and warming house of
concrete block. Approximate cost is x'1100.00. This
request shall be discussed at a fua ure meeting.
Bi11ss Strandquist moved, seconded by Black that the following
bills be paid. Motion was carried.
