REGULAR MEETING OF JANUARY 26, 1966
The regular meeting of the council was called to order at 7:00 P.M. with the
follov~ing members present: Mayor Nilsen, Clerk Strandquist, Councilmen
Warkentien, Stone and Black. Also present were Treasurer Olsen, Engineer
Lemberg and Attorney Galvin.
Black moved, Stone seconded that the minutes of the meeting of January 12,
1966 be approved. Motion carried.

Letter dated Jan uary 20, 1966 from Lyle H. Smith, Chief
of Section of Water Pollution Control, State of Minnesota,
Department of Health, University Campus, Minneapolis
requested copy of comprehensive map of sanitary sewers
in this municipality if one is available at this time.
N. S. P. - reduction Northern States Power Company letter of January 18
in rates extended: stated that gas customers will receive present temporary
reduction in rates for an extended time.
Ramsey County Usage The Ramsey County Usage Classification Report as of
Class ific~ton: January 3, 1966 has been received from the Ramsey County
Machine Accounting Department.
International Letter from International Council of Building Officials,
Council of with list of data available regarding building codes,
Building Officials: etc. was referred to Black.
Civil Defense: Letter from Lorin S. Allen, Director of Ramsey County
Civil Defense, dated January 21, 1966 was requisition
for additional general fallout shelter supplies for the
fallout shelter facility at Bailey Hall, University of
Minnesota, Building 383, Falcon Heights, Minnesota.
Letter dated December 22, 1965 from Carl B, Edquist, Radef
Instrument Repair, Calibration and Maintenance Office,
Twin City Ordinance Plant, New Brighton advised of
irregularities found in shelters.
Representative Letter from Representative Karth dated January 20, 1966
Karth - Voting stated that use of voting machines results in fewer voters
Machiness filling out a complete ballot than when paper ballots are
used. The complexity of the currently-used voting
machines is basic problem, he stated.
Report of Police Police Commissioner Donald Arndt was present and he made
Commissioner: a brief report on conditions in the police department.
Police Officer After discussion, Warkentien moved, seconded by Nilsen
Raise in Salary: that Police Officer Nordeen be given an increase in salary
as of February 1st, 1966 in order that his total earnings
per month are equal to those of the other two police
officers. Ayes: All. Nays: None. Motion was carried.
Falcon Lanes - Mr. Kline of Universal Sigh Company presented sketch of
Request for Outdoor proposed sign. Black moved approval of sign not to exceed

Falcon Lanes - entrance to the Falcon Bowling Lanes and to be flush against
Outdoor Signs the building at 1550 West Larpenteur Avenue. Motion was
seconded by Warkentien, Ayes: A11. Nays: None. Motion
was carried. Mr, Kline stated sign would be illuminated
for five seconds and off for approximately five seconds.

Tom Thumb Market - Copy of letter from McMenomy, Hertogs and Fluegel,
Sale of Beer: Attorneys for Polka Dot Dairies (owner of Tom Thumb
Market) was in regard to sale af' 3.2 beer at the Tom
Thumb Market.
Resolution to Nilsen introduced the following resolution and moved its
Charles K. Otis, adoption:
former member of
Planning Commissions WHEREAS, Charles K. Otis has served on the Planning
Co~runission from January 1, 1951 to December 31, 1965, and
WHEREAS, he has given generously of his time and
effort to work in Village Planning utters, and
WHEREAS, he has served as Secretary of this Commission,
N(~U6, THEREFORE, BE IT RESOLVED that the Village Council
of the Village of Falcon Heights, shall and it hereby does,
note in its official records, it appreciation and thanks
to Charles K, Otis for his very generous donations of time
and energies to the Village and its citizens.
Motion was duly seconded by Warkentien and upon a vote,
resolution was unanimously adopted.
Hamline Avenue Water Copy of Engineer's letter dated January 2~, 1966 to the
Service: Public Works Department of Roseville requested complete
hook up and service costs that Roseville would charge to
service the area of Hamline Avenue between Garden and
Roselawn Avenue with water.
Twin City Lines Bus In answer to Twin City Lines, Inc. letter dated January 19
Route - Roselawn and 1966, Stone moved, Strandquist seconded that letter be
Hamline Avenue: addressed to them advising that Village of Falcon Heights
Council has no objection to operations of the bus route on
Roselawn Avenue to Hemline Avenue effective March 15, 1966
and permanently thereafter. Motion carried.
Proposed Street to As requested by Council, Engineer Lemberg submitted recommend-
Fairgrounds from ations concerning the proposed. construction of new entrance to
Larpenteur Avenues the Fairgrounds from Larpenteur Avenue (extension of Fry Street).
Said recommendations are included in engineer's letter of
January 19, 196b. Black moved, seconded by Warkentien that
contents of said letter, including council revisions, be
forwarded to State Fair Board. Ayers All. Nays: None.
Motion was carried,
Fire Department Clerk was instructed to send copy of proposed mutual aid
Mutual Aid Agreement: agreement to insurance carrier with inquiry as to whether
or not village is covered under present insurance.

Reservations for Nilsen moved that the following requests to reserve the
Village Hall: Village Hall be granted, Strandquist seconded. Motion
was carried.

New Squad Car Warkentien introduced the following resolution and moved

Ordering Advertise-
ment for Bids: WHEREAS, pursuant to resolution passed by the Council,
the Police Commissioner has prepared specifications for
the purchase of one new squad car, and has presented such
specifications to the Council for approval,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
OF Faleon Heights, Minnesota
1. Such specifications, a copy of which is on file
in the Clerks office, are hereby approved,

2. The Village Clerk shall prepare and cause to be
inserted in the official paper an advertisement for bids
upon the purchase of such squad car with a t rade-in
allowance on the present car, and without a trade-in
allotivance on the present car. The advertisement shall be
published for one successive week, shall state the speci-
fications, shall state that bids will be opened and considered
by the council at 8:00 P.M, on February 23, 1966 in the
village chambers of the village hall and that no bids will
be considered unless sealed and filed with the clerk.
Upon a vote being taken, the following voted for same:
Nilsen, Strandquist, Stone, Black and Warkentien and the
following voted against same: None. Whereupon resolution
was adopted by the council,
Attorney's Report: Attorney Galvin reviewed briefly the costs to various
villages in Ramsey County for municipal courts.
Meeting with Clerk, Justices of the Peace, and Attorney
Galvin shall be set up with regard to Traffic Vio]a bons
Bureau and its operations.

Investment of Stone moved, seconded by Warkentien that the Village
Funds Treasuxe~ be authorized to invest in U, S, Treasury Bi11s
from accaunts as follows:
