REGULAR hdEETING OF FEBRUARY 9, 1966
The regular meeting was called to order at 7s00 P.M. with the following members
present: Mayor Nilsen, Clerk Strandquist, Trustees Warkentien and Black. Absent
Trustee Stone. Also present were Attorney Galvin, Engineer Lemberg and
Treasurer Olsen.
Minutes: Warkentien moved, seconded by Black that the minutes
of the meeting of January 26, 1966 be approved. Motion
carried.
Correspondence
State Fire Letter of January 28, 1966 from Fire Marshal Department,
School: State of Minnesota advised of State Fire School April
25 to April 28, 1966.
Land and Water State of Minnesota Guidelines to Governmental Sub-
Conservation divisions for Receiving Land and Water Conservation
Funds: Funds was received from the Department of Conservation.
Same was dated January 6, 1966.
Attorney's Report
Traffic Attorney Galvin advised council that meeting had been
Violations held with Village Clerk, Deputy Clerk, Justices of the
Bureaus Peace and Police Officers regarding the Traffic Violations
Bureau, which is scheduled to start operations on March 1,
1966.
Municipal Courts Attorney Calvin's letter of February 1st enclosed
Cost of auditor's report and annual budget summary of cost of
Operation: operation of various municipal courts located in Ramsey
County.
Licensing of In the event Tri-town Cab Company makes application for
Cabs: license to operate in this Villa ge, Clerks office was
instructed to inform Tri-town Cab Company that certificate
of insurance must be filed with the Clerk prior to being
granted permission by the Village Council. to operate and
solicit business in this village,
C. M. Troge Mr. and Mrs. Troge were present regarding water problem
1765 Lindig Street on Lindig Street. They were informed that nothing further
Water Problems can be done to alleviate that water problem until Ramsey
County plans for an interceptor from the Mississippi River
to the Fair Grounds are a reality.
Water Run Off: Warkentien moved, seconded by Strandquist that Kenneth
Quarn be authorized to proceed with pumping water out of
drainage areas on Idaho and Snelling and also Garden and
Pascal, Further that Quarn be authorized to secure the
necessary snow fence and necessary manpower to assist in
installing same around the area at Garden and Paseal for
protection purposes. Ayes: A11. Nays: None. Motion
waa carried.

Art Lindig Art Lindig reviewed his plans for a two-unit apartment
Plans for Two-Unit building and was instructed to comply with Subdivision
Apartment Building: Ordinance No. 69. He received manual for same and also
application for variance.
Civil Defense Mayor Nilsen appointed Paul Loomis, 1687 No. Fry Street
Director Appointed: as Civil Defense Director. Appointment shall be
effective March 1, 1966 and shall include a salary of
X25.00 per month.
Deputy Civil Defense After discussion, Nilsen moved, Black seconded that
Director: Donald Pantzar, 2613 North Fry Street be appointed
Deputy Civil Defense Director effective March 1, 1966
with salary of X25.00 per month. Ayes: A11. Nays:
None. Motion was carried.
Justice of the Peace Justice of the Peace Paul Coppini's letter of February
Paul Coppini: ~, 1966 expressed opinion on how to improve assistance
to the motoring public and to people caught by the
snow ordinance.
Engineer's Report
Water on Hamline Engineer Lemberg has received reply from Roseville
Avenues dated January 28, 1966 as to cost for complete hook
up and service COSt5 for supplying water to residents
on Hamline Avenue north of Garden Avenue.
Larpenteur-Snelling Letter from State Highway Department to County
Changes in Signals Engineer Deane Anklan read by Lemberg was in regard
and Lanes: to signs and signals at the Larpenteur-Snelling
intersection. The Council reviewed the County's
rough sketch of plans and Engineer Lemberg was
requested to advise the Highway Department that
council is in general agreement with this plan.
An informal informative meeting with the Falcon
Heights businessmen and possibly the County Engineers
was discussed.
Northeast Storm Sewer Engineer presented partial plans and specifications
Improvement 65-1 for the N. E. Storm Sewer Improvement 65-1 for review
by the Council.
Engineers to make Strandquist moved, seconded by Black that Consulting
Study of Location of Engineers, Bonestroo, Rosene, Anderlik and Associates
Sewers, sewer rates, be authorized to make a study and submit to the council an
sewer ordinances: over-all comprehensive plan of sewer rates in this village.
The study shall contain the various ordinances that are
in effect with respect to the City of Saint Paul and
sewer connections in the business areas and any others.
The study shall be made a part of the records of the
Village of Falcon Heights and is intended for perpetual
use of Village officials.
Upon a vote being taken, the following voted for the
above motion: Nilsen, Strandquist, V~arkentien and
Black and the following voted against same: None.
Whereupon said motion was carried.
