M. with the following members presents Acting Mayor Warkentien, Clerk Strandquist, Trustees Stone and Black. Absents Mayor Nilsen. Also present were Treasurer Olsen, Engineer Lemberg and Attorney Galvin. Minutes: Black moved, seconded by Strandquist that the minutes- of the regular meeting of February 9, 1966 be approved. Carried. Financial Statement Certified Public Accountant Carl Pearson has completed. for Year Ended Financial Statement and Audit for the year ended December 31, December 31, 1965s 1965 and copies of same and accountants report were distri- buted to council members. Stone moved, seconded by Black that the Village Clerk be authorized to submit the Financial State- ment to the Suburban Life Newspapers for official publication. Ayes: A11. Nays: None. Motion was carried. Workmen's Compensation Copy of The Decision of the Referee filed with the industrial Hearing - Dewey A. Commission of Minnesota in the matter of Dewey A. Smith, Jr. Smith, Jr.s vs. the Village of Falcon Heights and Iowa National Mutual Insurance Company was reviewed. Clerk was requested to write above insurer merely stating that this village council assumes they are taking appropriate action. Fire Chief Al Helbig: Fire Chief submitted written report dated February 23, 1966. A short discussion of fire department activities was held. Opening of Bids Clerk Strandquist read advertisement for bids as published Police ear: in the5uburban Life Newspaper. One bid only was received and same was from Fairview Plymouth. Warkentien moved, seconded by Strandquist that the award of contract to purchase police car be deferred until the next regular meeting of the council, which is March 9, 1966. Ayes: A11. Nays: None. Motion was carried. Correspondence Letter of February 15, 1966 from Director of Ramsey County Civil Ramsey County Defense advised of Basic Rescue Course beginning March 3, 1966. Civil Defense: Northern States Power Company~s letter of February 17, 1966 Northern States stated that an additional X12,319 is being distributed to Power Companys general service gas customers in the St. Paul Division. Authorization to Stone moved, seconded by Black that W.C.A. Warkentien, sign checks in Clerk's Trustee, be authorized to sign checks against the funds absence: of the Village of Falcon Heights during the absence of the Village Clerk from March 7, 1966 to P,garch 2~, 1966. Ayes: All. Nays= None. Motion was carried. Trees: Village Tree Consultant, Dr. Gus Hard's General Statement on Tree Program dated February 23, 1966 was reviewed. Stone moved, seconded by Strandquist that the Village Clerk be Cottornvood Trees: instructed to address communication to the owners of property on which two cottonwood trees have been planted advising them they were planted in violation of ordinance and requesting they be removed. Ayes: A11. Nays: None. P1Iotion was carried. 2 2 3 i~ Trees: Stone moved, seconded by Black that the elm tree on the boulevard at 1877 North Holton be removed by the village Removal of maintenance man as per recommendation of Dr. Hard and be one American replaced with a suitable tree at village expense. Property Elm: owners shall be notified as to council action, Ayes: A11. Nays: None. Motion carried. Pruning and Stone moved, seconded by Strandquist that the Village Cabling of Council authorize Dr. Hard to make arrangements to have nine Trees: trees pruned, install one cable and remove hanging limbs on two trees as recommended by him and listed in report. Ayes: All. Nays: None. Motion was carried. Art Lindig Request Council reviewed the informal plans and data submitted by for Subdivision of Art Lindig for subdivision of land, Same were returned to Land: Lindig for compliance with the recommendations of the council before preliminary plan is §ubmitted for review by the Planning Commission. Black moved, seconded by Warkentien that Engineer Lemberg be authorized to review plans and data with Lindig before submitting to the council in a preliminary form. Ayes: All. Nays: None. Motion was carried. 1 Art Lindig Request Black moved, seconded by Strandquist that the request for for Variance: variance submitted by Art Lindig along with the fee of X5.00 be referred to the Falcon Heights Planning Commission. Said request is in regard to property described as Lot 1, Block 1, Lindig First Addition and is for variance in back yard line. Ayes: All. Nays: None, Motion was carried. N. E, Area Storm The following resolution was introduced. by Stone who moved Sewer Improvement its adoptions 65-1: WHEREAS, pursuant to a resolution passed by the Council Resolution on November 2~, 1965, the Village Consulting Engineer retained Approving Plans for the purpose has prepared plans and spec if ications for Specifications the improvement of that portion of the Village of Falcon & Ordering Heights bounded by Roselawn Avenue, Snelling Avenue, Hamine Advertisement Avenue and Larpenteur Avenue by the construction of storm for bids sewer drainage area (Improvement 65-1) NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL of Falcon Heights, Minnesota: 1. Such plans and specifications, a copy of which are on file in the Village Clerk's Office and made a part hereef are hereby approved. 2. The Village Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for two weeks, shall specify the work to be done, shall state that bids will be received by the Clerk until 10:00 a, m. March 30, 1966 at which time they will be publicly opened in the Council chambers of the Village Hall by the Village Clerk and 23l~ Engineer, will then be tabulated and will be considered by the Village Council at 8:00 P.P,~. on March 30, 1966 N.E. The motion for the adoption of the foregoing resolution was duly seconded by member Black and upon a vote beint taken the following voted in favor thereof: Warkentien, Stone, Black and Strandquist, And the following voted against the same: None. Whereupon said resolution was duly declared passed and adopted this 23rd day of February 1966. State Aid Lemberg advised that plans have been submitted to the Portions State Highway Department for approval of the State aid portion of Improvement 65-1. Attorney advised that Joe Tierney, attorney for the University of Minnesota is interested in meeting with the Village Council to discuss the assessment made against the University for the WaterMain Improvement of 1 963.
