HomeMy WebLinkAboutCCMin_66Mar24235n E~EGULAR MEETING MARCH 2l~, 1966 The regular meeting was called to order at 7s00 P.M. Thursday, March 2lt, 1966. Said meeting was postponed from March 23, 1966 due to weather conditions and heavy snow that fell that day. The following members were present: Mayor Nilsen, Trustees Black, Stone and Warkentien, Absents Clerk Strandquist. Also present were Z~easurer Olsen, Engineer Lemberg and Attorney Galvin. Minutes Stone moved, seconded by Black that the minutes of the meeting of March 9, 1966 be approved, Sumner Hood Mr. Sumner Hood who resides at 1597 Hollywood Court was 1597 Hollywood Ct. present to air his views about police department personnel. Police Department He was advised that before action can be tak en by the Council, Personnel= a written complaint must be submitted over his signature. Kenneth Quarn Kenneth Quarn, Maintenance Department, was present to Maintenance Dept. review activities in that department. Larpenteur Manor, Black introduced the following resolution and moved its Inc. -Construction adoptions of 120 Units of Apartments on WHEREAS, on March 9, 196,5, Larpenteur Manor, Inc, former K311mer presented to the Village Council of the Village of Falcon Nursery Propertys Heights a request for variance and conditional use permit .for that property formerly owned by Killmer Nursery more fully described in the application for said permit, and WHEREAS, said conditional use permit is for a multiple dwelling as permitted and regulated in R-3 districts within sub3ect property which is zoned B-1 A, and WHEREAS, said variance permit is for permission to build garages within five feet of the side lot lines of said property, and WHEREAS, the Village Council referred said application to the Planning Commission pursuant to Ordinance No. 6l~, and WHEREAS, the Falcon Heights Planning Commission met on Monday evening, March 21, 1966, and reviewed the appli- cations for variance and conditional use permits, and WHEREAS, a written report of the Planning Commission approving said applications for variance and conditional use, dated March 21, 1966 has been delivered to the Village Council, a copy of which report is on file in the office of the Clerk, and WHEREAS, the Village Council has reviewed the appli- cations for variance and conditional use in light of the recommendations of the Planning Commission, the effect of the proposed variance upon the health, safety and welfare of the community, existing and anticipated, traffic conditions: light and air, danger of fire, public safety, the effect on various properties in the surrounding area, and the effect 2351 on the proposed variance upon the comprehensive plan, and has concluded that the granting of said variance and conditional use permits is not detrimental to Larpenteur Manor, Inc. the health, safety or general welfare of the community, nor will it cause serious traffic congestion, nor Construction of hazards, nor will seriously depreciate surrounding Apartment Buildings property values, and the same is in harmony with the general purpose and intent of the ordinance of the (continued) comprehensive plan, the Village Council approved said conditionaluse and variance permits, subject to the followings 1.All plans for landscaping, parking lots, surfacing and fencing will be presented as a separate plan by Larpenteur Manor, Inc. and will be subject to all the existing and hereinafter enacted ordinances of the Village of Falcon Heights, 2, The building permit will be subject to the joint approval of the Building Inspector and Village Consul tin g Engineer after reviewing the final plans of said project, 3. A pool license will be applied for separately under the provisions of Falcon Heights Ordinance No, 65. !t. A7.1 final grades and elevations for said project are to be determined by the Village Consulting Engineer. 5. Consideration in granting said building permit will be given to the recommendations of the Planning Commission that relate to the exterior in that the garage conform to the decor of the principal building. 6. The maximum width of all automobile entrances to and exits from said project to Larpenteur Avenue will be 24 feet, in compliance with provisions of Ordinance No. 6l~. s Motion was duly seconded by Warkentien and upon a vote being taken, the resolution was declared passed and adopted this 2l~th day of March 1966. Board of Water The Board of Water Commissioners of Saint Paul has Commissioners submitted a proposed contract for water service to the Village of Falcon Heights. Said proposed contract is subject to the review of the members of the Council before action is taken. Dogs at 1701 Holtons Clerk was instructed to direct communication to Gary Langseth at 1701 Holton regarding his dog and the many verbal complaints that have been received as to the viciousness of said dog. Purchase of U. 3. Upon recommendation of Treasurer Olsen, Stone moved, Treasury Billss seconded by Black that the Village Treasurer be authorized to invest in U, S. Nays: None. Motion was carried. League of Women Letter dated March 22, 1966 over the signatures of Mrs. Voters - Permanent Harry Foreman, President,. and Mrs. Robert Lucas of the Voter Registrations League of Women Voters of Falcon Heights stated that said organization recommends permanent voter registration for this village. Cigarette License Having met the requirements, it was moved by Stone, Vckey's Diners seconded by Hl.ack that Victoria Bratsch of Vickey~s Diner (formerly Mickey~s Diner) be granted License to Se11 at Retail Cigarettes, Cigarette Papers. Ayes: A11. Nayss None. Motion was carried, Traffic Violations Warkentien moved, seconded by Black that Clerk be Bureaus authorized to set up X50.00 petty cash Rind for the use of Traffic Violations Bureau. Ayes: All. Nayss None. Motion was carried. Bi11ss Stone moved, seconded by Warkentien that the following bills be paid. Motion was carried.
