APPROVAL OF AGENDA D. APPROVAL OF MINUTES 1. February 13, 2023 2. March 13, 2023 Commissioner Kostecki made a motion to approve the minutes from February 13, 2023 and March 13, 2023. With one correction on the February 13, 2023 minutes noted by Commissioner Pellegrini, Comissioner Mehlhaff seconded the motion. A vote was taken an all were in favor. E. AGENDA 1. Welcome to New Member, Stephanie Skarolid Chair Mercer-Taylor welcomed new member, Stephanie Skarolid, to the Environment Commission. We are happy to have her join us and provide her insight into environmental concerns and issues in the city. 2. Xcel Energy – Partners in Energy Program Chair Mercer-Taylor gave an overview of the Xcel Energy Partners in Energy Program. The Commission discussed applying for this program and utilizing it as a Climate Action Plan. The Commission requested Liaison Lynch speak with the City Administrator about scheduling a presentation by the Xcel Energy team to City Council for May 10. Commissioners went through the application questions and Liaison Lynch stated she would formalize the answers and bring them to the next Environment Commission meeting for approval for submission if City Council is in favor after the presentation. 3. BizRecycling & WasteWise Program Discussion Chair Mercer-Taylor discussed the WasteWise program and using it in conjunction with BizRecycling. She stated the program is organized by the Minnesota Chamber of Commerce for Minnesota Chamber members and businesses in Anoka, Ramsey, Scott and Washington counties. Liaison Lynch mentioned she met with staff members from Foth Infrastructure and Environmental who provide technical assistance to Ramsey County. They stated they are able to help with the BizRecycling effort and in the past have worked with WasteWise to accomplish this. Liaison Lynch stated she is going to be providing a list of contacts for businesses in Falcon Heights and Foth will be contacting Ramsey County to make sure they are still able to partner with WasteWise. After this, Foth will assist with contacting businesses in the city about recycling. F. Information and Announcements 1. Staff Liaison Report – Liaison Lynch provided an update on the proposed Caribou Coffee next to Amber Union Apartments. She stated the Planning Commission voted to recommend denial of the proposal to City Council, but Council will have the ultimate decision. Commissioners asked about upcoming events such as Spring Together and the Ice Cream Social. Spring Together is on May 20 and the commission would like to attend with a table or some sort of set up to answer questions about recycling and environmental concerns. Commissioners also discussed holding a Ride and Drive event as part of the Ice Cream Social. 2. Council Liaison Report – None. G. At the last Environment Commission meeting, commissioners went through the application with the intent that Staff would draft responses for review at this meeting. Budget Impact None. The benefits of wise energy choices are diverse. Through collaborative work with citizens, businesses, and governments, a community can shave dollars off utility bills, promote renewable energy, drive resource conservation, and contribute to greenhouse gas reduction goals. Since 2014, Partners in Energy has been helping communities gather these stakeholders to develop and implement energy action plans that address the challenges of local energy priorities with actionable strategies and resources. In addition to offering support for community-based energy action plan development and implementation, Partners in Energy is evolving to include a broader spectrum of community engagement that includes supporting returning Partners in Energy communities as they define new goals and strategies, working with communities that have existing energy goals and strategies but need help implementing them, supporting smaller communities or geographic areas (i.e., districts or neighborhoods) that may benefit from a more tailored approach, or even convening collaborations that don’t fit the traditional definition of a community but are focused on increased efficiency and renewable energy opportunities in unusual settings. Partners in Energy continues to offer tools, data, and expertise to help communities analyze their energy trends, establish energy goals, identify energy strategies, and implement their energy priorities. Through the Partners in Energy process, Xcel Energy supports communities in convening stakeholders to develop custom roadmaps to achieve their energy goals. Xcel Energy also helps communities implement their energy strategies. The planning and implementation process is tailored to the unique needs and priorities of each community. Accepted communities will participate in a scoping meeting to determine the pathway that best aligns with your community’s interests and capabilities. Partners in Energy is offered at no cost to participating communities in Colorado and Minnesota, with the expectation that both Xcel Energy and the community will invest in the process. This investment includes staff and financial resources from Xcel Energy during both the planning and implementation phases. It also includes community staff time during both the planning and implementation phases and your community’s plan may require financial support to implement strategies. The City of Falcon Heights will be looking to establish Bronze Certification with this program, and possibly Silver in the future. With the help of Staff and officials from the Great Plains Institute, a list of priorities has been established to assist the City in moving toward these certifications. The self-assessment provides a comprehensive overview of actions completed by your community to date. After reviewing your self-assessment, identified priority actions, or recommended credits, as detailed in the Progress Tracking spreadsheet. These priority actions were suggested based on actions already completed by your community, your community’s goals as listed in your Commitment Letter, and the logical next steps to achieve an EV Smart designation. During the upcoming one-one-one meeting, we will ensure that the recommendations we suggest align with your community’s goals. As you know your community best, reprioritization of the suggested actions may occur during the meeting to best meet your community’s needs. Before the meeting, please take some time to review the suggested priorities detailed in the Progress Tracking spreadsheet, review the explanation for our reasoning below, and reflect on if these suggestions match your community’s actual priorities.
