HomeMy WebLinkAboutCCMin_66Apr132357 MEETING OF April 13, 1966 The regular meeting was called to order at 7s00 P.M. with the following members pres®nts Mayor Nilsen, Clerk Strandquist, Trustees Stone, Black and Warkentien. Also present were Engineer Lemberg, Treasurer Olsen and Attorney Galvin. Minutest Warkentien moved, seconded by Black that the minutes of the meeting of March 2?~, 1966 be approved. Motion carried. Stone moved, seconded by Warkentien that the minutes of the special meeting of March 3D, 1966 be approved. Motion carried. Correspondence Mayor Nilsen advised he had received letter from Postmasters Postmaster which commended the pillage of Falcon Heights for the fine fob of plowing streets after each snow fall this past winter. Augsburg College Mayor Nilsen received invitation to attend event leadin Centennial in 1969s up to observance of Augsburg College's Centennial in 19. Congressman Clark Communication from the Republican Planning and Research MacGregor -Headings Com~-ittee - Task Forc® on Hrban Suburban Affairs, Metropolitan Transit announced Congressional Hearings on Metropolitan Transit and Air & Water and Metropolitan Air and Water Pollution on April 16, Pollutions 1966. Congressman Clark MacGregor of Minnesota's Third District, Chairman of th® House Republican Conference Task Force on Urban-Suburban Affairs, will conduct hearings. Metropolitan Planning Commission ~`l.ection of Representativ®ss NerPS Coverage KSTP: Letter from the Metropolitan Planning Commission regarding $pril 23rd m®eting at the University of Mirniesota Coffman Union for the purpose of e1 acting representatives was referred to Black. Istter has been received from Station KSTP regarding news coverag® and ways and means that KSTP is able to assist in time of emergencies. Douglas Rees -Falcon I~ttsr dated April 12 from Douglas Rees with regard to Development Corp. - parking areas for businesses on the northeast corner Parking Faci].itiess of intersection of I.arpenteur and Snelling Avenues was revietred. Trews After discussion regarding replacement of trees that have been removed upon recomm®ndation of village tree consultant, it was deemed in the best interests of the Village of Falcon Heights to treat each case iAdividually. Replacements Stone moved, seconded by Warkentien that Ken @uarn be 1l~78 West Idahot authorized to obtain and plant tree on the aoulevard in front of residence at 1l~78 W. Idaho to replace a tre® that was removed. Ayers All. Nayss None. Motion was carried. 1 z35 Al Helbig -Fire Fire Chief Al Helbig was present and reported on activities Chief Reports in the Fire Department. Stone moved, seconded by Warkentien that Council grant authorization to register three men, namely, B. Slams, H. Nelson and A. Helbig, at the Minnesota University of State Fire School at the University of Minnesota Minnesota from the 25th of April through the 28th of April. Also Fire School that Council grant au:bhoris:ation for three additional men .from Volunteer Fire Department to attend one day each at a cost not to exceed ~.5.0o each. The former three m®n are each allcmed ~i5 per day allowance for attending the school. Ayess All. Nayss None. Carried. Fire Departments Helbig advised that Volunteer Jerry Renchin would like t0 demonstrate radio equipment to the Fire Department and the Council, Purchase of Stone moved, seconded by Black that in accordance with the self-contained provisions of the 1966 budget, the Village Council authorize air masks the purchase of one self-contained air mask at a cost of approximately ~3C0. In accordant 1rl.th agrees®at, the fire department shall purchase with its own funds an identical mask. ~~~ All. Nayss None. ~[otion was carried, 1 Request for Dog Mrs, Priscilla Nelson and daughter, Julie, were present to Kennel Livenses request consideration with regard to establishing a dog kennel and obtaining license or permit to carry on such operations at 1627 Hollywood Court. After discussion and review of village ordinances, council advised that no such license or permit could legally be issued. Recreation: Representing the North Suburban Lior~ Club were Art Damon, North Suburban President, Nick Labalestra, John McDonough, Flogd MAtthey, Lions Club and Roy Wollum. Mr. Damon presented second axmual check Donations in tdie amount of ~2f3U to the Village of Falcon Heights for use in the Recreation Department. West Falcon Woods Warkentien moved, seconded by Stone that the West Falcon Playground Assoc. Woods Playground Association be authorized to purchase Purchase of approximately 30o feet of chain link fence for chain link installation along foul line of the baseball field fences at a cost not to exceed ~3C0. Further moved that the donation from the North Suburban Lione Club of X240 be used toward this purchase. Ayess A11. Nays: None. Motion was carried. When fence has been installed, the Lione Club shall be notified in order that metal plaque denoting that this organization has made donation tcwrard purchase of same, may be placed on fens®. Resurface and Warkentien moved, Stone seconded that authorization be Extend fermis given.. to the West Falcon Woods Playground Association court areas for purchase of the necessary materials to resurface the tennis court and extend same 15 feet or to ~5' x 50s at a Bost not to exceed X300, Ayess All. Nay~ss None. Motion was carried. Walter's Disposal~t? It was noted that Walter's Disposal has made no attempt to pay bill of ~15.0o for services rendered in extinguishing fire in one of their trucks in December 1965. 2359 Justices of the Peace Strandquist moved, seconded by Stone that the Traffic Court t4ro Justices of the Peace be authorized to attend Seminar: conference on Traffic Court and that the Village of Falcon Heights reimburse them for the regis- tration fee. Ayess A11. Nays: None. Motion was carried. Seger Rental Account Moved by Stone, seconded by ~Yarkentien that the Erroneously certified following resolution be adopted by the Village to County ,auditors Council. ~tHEREA~3, the following described real estate located within the Village of Falcon Heights was erroneously included in the assessment roll adopted by said council on September 29, 1965 in. Resolution Levying Spacial Assessments for Delinquent Sanitary Server Charges, which assessment was adopt®d by said Coune3l on September 29, 1965 and certified to the Ramsey County Auditor on October 12, 1965, (A) N 82 ft of S !1la.O ft of E 167 ft of NE 1/~. of SW 1/}~ (sub3 to Ave. ) in Sec. l5, T. 29 R 23 Sewer rentals due September 3O, 196!1 through June 3O, 1965 X22.00 Penalties ].1..00 Total 33.Ot) and 'WHEREAS, it has been determined that said property is not delinquent in sanitary suer charges and, WHEREAS, it has been determined that the f®llowing property should have been assessed in the above amount in lieu of the above-listed property (B) Sub to Hamline Ave. and Roselawn Ave. and Ex S 6 ft tfie N 1/2 of E 8 acres of NE 1/!1 of SW 1/~. of 15 29231 NOW, THEREFORE, BE IT RESOLVED that said assessment against property listed under Item (A) above is hereby cancelled and nu113.fied, and it is hereby ordered that it be removed from the aforesaid assessment ro11. BE IT FURTHER RESOLVED that assessment against property listed above under Item (B) be extended on the proper tax lists of the County and that Clerk transmit a copy of this resolution to the County Auditor 3.n order that ad3ustments may be made on the real estate tax statements due and payable during 1966. The motion for the foregoing resolution having been duly seconded, was voted upon and the following voted 236 in favorthereofs Nilsen, Strandquist, Black, Warkentien and Stone, and the following voted against acmes None. 1Nhereupon said resolution was duly declared passbd and adopted. Engineers Report's Stone moved, seconded by Strandquist that Village Engineer Sweeping Streets be authorized to negotiate for the best possible price and fob of sweeping the streets. Ayes: All. Nayss None. Motion carr3.ed. N.E. Area Storm Lemberg advised that contract has been signed and Commercial Seger Imsp. 65-1 Cartage will start work on the Northeast Area Storm Server (66-1)s Improvement Project around the 18th of April, Larpenteur- Plans for the Larpenteur-Snelling signal changes are in Snelling the hands of the Highway Department, Lemberg reported.
