Home My WebLink AboutCCMin_66May252372 REGULAR MEETING OF MAY 25, 1966 The meeting was called to order at 7s00 P.M. with the following members present: Mayor Nilsen, Cl erk Strandquist, Trustees Black, Stone and Warkentien. Also present were Treasurer Olsen, Attorney Galvin and Engineer Lemberg. Representing the League of Women Voters was Mrs. Bobbe Nolan. Minutes Black moved, seconded by Stone that the minutes of the meeting of May 11, 1966 be approved. Motion was carried. Correspondence Storm Sewer Imp. Copy of letter to Commercial Cartage Company from Saint Paul 66-1 -broken Water Department stated that repairs will be made to broken copper service copper service at 1816 Holton. 1816 Holtons Clerk was instructed to notify Bruce Hardin of 1777 Simpson Tree Removal that his request of May 20, 1966 to remove boulevard. tree 1777 Simpsons is hereby granted. Members of the council felt that in this instance, it is the responsibility of the owner to handle removal of same. 1 Al Helbig - Fire Fire Chief Al Helbig submitted report of fire department Chief .Reports activities dated May 25, 1966. Fire Departments Stone moved, seconded by Black that the Fire Department be authorized to purchase from General Electric Supply Company Purchase the quantity of light bulbs listed on purchase requisition Requisitions No. 66 1 which should be sufficient for one year to eighteen months supply. Ayes: All, Nayss None. Motion was carried. Stone moved, seconded by Strandquist that Fire Department is Janitor authorized to purchase 3anitor supplies listed on requisition Supplies No. 66-2 from R. A. Myers Company. Ayess All. Nayss None. Motion was carried. Two-Tay Radios Electronic two-moray radio system for the Fire Department was discussed briefly. Capitol City Mutual Stone moved that the Village of Falcon Heights loin in the Aid Agreements Capitol City Mutual Aid Association and that the Mayor be authorized to execute the agreement on behalf of the Village of Falcon Heights subject to clarification of the insurance matters that have arisen. Motion was seconded by Strandquist. Ayess A11. Nayss None. Motion was carried. Susmner Recreation Warkentien introduced sunaner recreation program director Programs Dick DeSchriver and assistant James Stewart. Directors outlined eight week program which is scheduled for five days a week with selected activities one to two nights a week to includ® adults. Monday, June 6, 1966 has been scheduled for a meeting of mothers who can assist in the program. Warkentien moved, seconded by Stone that DeSchriver be Purchases of authorized to purchase supplies in an amount not to exeed suppliesa $~00 - this to include printing of handbills announcing recreation program. Ayes: All. Nayss None. Motion was carried. 2573 Ramsey County Letter from Deane Anklan, County Engineer, dated May 11 Construction regarding construction program for the next two years, Program - 1967 and 1968 was reviewed. Stone moved, seconded by 1967-1968s Warkentien that county's proposed construction on Roselawn Avenue from Hamline Avenue to Snelling Avenue and Hamline Avenue from Larpenteur to Roselawn be referred to village engineer for recommendation and report. Ayess All. Nays: None. Motion was carried. County Engineer - Letter from Deane Anklan regarding type of warning Warning Lightss lights was referred to Village Engineer. N.E.Area Storm Sewer Warkentien introduced the following resolution and moved Project 66-1 - its adoptions Prn3eet A 2 WHEREAS, it is proposed to improve that portion of the Albert Street Village of Falcon Heights described as followss Improvement: Beginning at the Northeast corner of Larpenteur Ave. and Albert, thence Easterly in a line parallel to Larpenteur Avenue 50.28 feet, thence Northerly in a line perpendicular to Larpenteur Avenue 172.60 feet, thence Easterly in a line parallel to Larpenteur Ave. 2l~6 feet more or less, thence Northerly in a line parallel to Albert 681 feet more or less, thence Westerly in a line parallel to Larpenteur Avenue x.91.73 feet more or less, thence Southerly 705 feet more or less, thence Westerly in a line parallel to Larpenteur Avenue l~5.7 feet more or less, thence Southerly in a line perpendicular to Larpenteur Ave. 157 feet more or less to the Northerly line of Larpenteur &venue thence Easterly in a line parallel to Larpenteur Avenue 292.30 feet more or less to the point of beginning by construction of a storm sev+rer drainage area and to assess the benefited property, whether abutting or not, for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Section l~29.011 to 1129.111 (laws of 1953 as amended), and WHEREAS, the proposed improvement was referred on May 11, 1966 to Bonestroo, Rosene, Anderlik and Associates for study, and that they were instructed to report to the Council with all convenient speed, advising the Council in the preliminary way as to whether the proposed improve- ment is feasible and as to whether it should best be made as providdd or in connection with some other improvement and WHEREAS, Bonestroo, Rosene, Anderlik and Associates have completed said study and made their report to the Village Council, NOUP, THEREFORE, BE IT RESOLVED by the Village Council of Falcon Heights, Minnesota: 1 G' 1 (1) The report of Bonestroo, Rosene, Anderlik and Associates is hereby approved and received by said Council. 2,~ 7~t (2) Said improvement is hereby determined to be feasible and can best be made as provided and not in connection with any other improvement. 1 1 Adopted by the Council this 25th day of May 1966. The motion for the adoption of the foregoing resolution was duly seconded by Black and upon a vote being taken thereon, the following voted in favor thereof: Nilsen, Strandquist, Black, Stone and Warkentien and the following voted against the sames None. Whereupon said resolution was duly declared passed and adopted. Sewer Ratess Clerk was requested. to send another inquiry to Eugene Avery, Chief Engineer of St. Paul Department of Public Works with regard to determination of sewer rates. Petition to Vacate Black introduced the following resolution and moved its Walkway -Holton adoptions Avenue to Pascal At Ruggless WHEREAS, the Village Council of Falcon Heights has received petition to vacate walkway running from Holton Avenue to Pascal Avenue at Ruggles Street, lying 3ust north of Lots 10 and 25, Block 7, Barthel Villas and dust south of Lots 9 and 26, Block 1, Barthel Villas, Village of Falcon Heights, and WHEREAS, said petition is hereby declared to be signed by owners of property affected thereby, NONE, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF FALCON HEIGHTS, MINNESOTA that a hearing will be held before the Falcon Heights Village Council at the Village Hall, 1614 West Larpenteur Avenue on Wednesday, June 22, 1966 at 8:00 O'clock P.M. to hear all persons present upon a petition of the abutting property owners for the vacation of the Ruggles Walkway between Pascal and Holton Avenues. The motion for the adoption of the foregoing resolution was duly seconded by Warkentien and upon a vote being taken thereon, the following voted in favor thereofs Nilsen, Strandquist, Black, Stone and Warkentien and the following voted against the acmes None. Whereupon said resolution was duly declared passed and. adopted. 1 Engineer's Report Engineer Lemberg stated-that inasmuch as Lindquist Landscaping Tatum Street Company has not proceeded as yet to do the necessary work Drainages in the construction of the drainage area between 1776 and 1768 Tatum Street, he has contacted Houle Landscaping and they have agreed to do the fob in accordance with the engineer's plans and specifications and stakings at a cost to the village not to exceed X250.00. Permanent Voter Letter of May 16, 19b6 from the League of Women Voters of Registrations Falcon Heights was reviewed by the Council. Stone moved that action on permanent voter registration which the League requests the council to initiate, be tabled. Ayess All. Nayss None.
