Also present were Attorney Galvin and Engineer Lemberg. Black moved, seconded by Stone that the minutes of the meeting of June 22, 1966 be approved. Motion was carried. Traffic Ticket Letter to Traffic Violations Bureau from A. J. Martinucei No. 2127 who received Traffic Summons 2127 stated his opinions regarding circumstances surrounding violation. Chandler, Area Maintenance Engineer, State of Minnesota Department of Highways, stated that dead tree at Crawford and Snelling Drive had been removed. N.E. Storm Sewer Copy of letter to Commercial Cartage written by Engineer Pro3ect 66+-1: Lemberg under date of July 8 reminded contractor that completion date on Pro3ect 66-1 is July 15, 1966 and recommended that all necessary steps be taken to complete 2l~02 Ramsey County same. Letter also called attention to boulevard repair and cleanup, Sections 17 and 20 of the contract. Directorys County Auditor Monick sent copies of 1966 Ransey County Directory of County, City, Village, Town and School District Officers. Sanitary Server Attorney Galvinss letter dated July 8 enclosed Rates copy of letter from Chief Engineer Eugene Avery of Department of Public Works, City of Saint Paul Avery~s letter was supplement to recent letter con- cerning status of $e~rerage rate study by Saint Paul, which has not progressed to a point where report can be rendered. Clerk was instructed to address communication in ansr~er, stating that in view of the assurance that there is progress being made, this Village will not withhold any payment for sewer rental this quarter ended June 30, 1966, as other municipalities have done. Bureau of the Letter dated July 8, 1966 from the U. S. Department Census of Commerce, Bureau of the Census, Washington, D. C. advised that the Bureau has been developing and utilizing computer system to assign geographic codes to addresses. Request was made for assistance from this Village. Clerk was requested to comply with request. P.E.R.A. Letter from the Public Employees Retirement Assoc- Willis Warkentien iation was read regarding buy back privileges for Buy-back Privileges Willis Warkentien, who inquired about same. Chain Sari Village Council authorized purchase of a chain sarP Purchaseds to be used by Village Maintenance Department at a cost of $1.7l~.20. Department Reports Ruggles Street Inasmuch as petition to vacate the Ruggles Street Walk- Walkways way has been denied, Attorney for the petitioners, Jerome Beardsley eras present to request immediate action to stop vehicular traffic from going through walkway at Ruggles from Pascal to Holton. He further requested that walkway not be fenced, blacktopped or paved. He stated that tension would be considerably lessened if vehicular traffic were stopped. Black moved, Strandquist seconded that village attorney be authorized to draft proposed ordinance prohibiting vehicular traffic on public walkways of Village and to incorporate in ordinance that council may, by resolution, regulate uses of each walkway to the best interests of the Village of Falcon Heights. Stone moved that village engineer be instructed to make recommendation at the next council meeting as to hoW to properly construct a sign at each end of the walkway advising public that vehicular traffic (including bicycles and motorcycles) is prohibited. Motion seconded by Nilsen and duly carried. Ordinance No. 75 Stone moved, seconded by Black and unanimously Plumbing approved that Ordinance No. 75, An Ordinance Repealing Ordinance No. !~5 Licensing and Regulat- ing the Business of Plumbing or Installing Plumb- ing and Providing a Penalty for the Violation Thereof, be adopted. Ordinance No. 76 Black moved, seconded by Warkentien and unanimously Plumbing approved to adopt Ordinance No. 76, which is An Ordinance Amending Ordinance No. !t4 Regulating Plumbing, Requiring a Permit for Plumbing Work, Establishing Minianum Plumbing Standards, and Pro- viding a Penalty for the Violation Thereof. Plumbers Authorized Having met the requirements of Ordinance No. 76, to Obtain Permits to it was moved by Strandquist, seconded by Nilsen do work in Village of that the following plumbers be authorized to obtain Falcon Heights: permits to do plumbing work in the Village of Falcon Heights. Hermes State discussion, Warkentien moved, seconded by Stone Fair Car Wash: that application for renewal of said License be denied, in view of violation of Section II of Ord- inance No. 27 regarding maintenance of grounds around the station. 2l~05 Stone moved, seconded by Black that the foregoing motion be tabled. Upon a vote, the motion to table was unanimously approved. Clerk was instructed to request Bar. Hermes to discuss application to renew said license with the council at the next regular council meeting. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved. 2. The Village Clerk shall prepare and cause to be inserted in the official paper an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for two weeks, shall specify the work to be done, and. shall state that bids will be received by the clerk until 10:00 A. M, on August 3, 1966 at which time they will be publicly opened in the council chambers in the Village Hall by the Village Clerk or his deputy and the Engineer, and will then be tabulated and considered by the council at 5s30 P.M. on August 3, 1966 in the Council chambers, and that no bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashiers check, bid bond or certified check payable to the Clerk for 5% of the amount of such bid. Adopted by the Council this 13th day of July, 1966. Improvement 66-1 There was a short discussion about the Albert Avenue Project A-2 Drainage ~ro~ect. Engineer stated that this pro3ect Albert Avenues will not remedy any water problems the residents on Albert may have in their back yaxds - this project is not intended to drain the back yards* Biller Strandquist moved that the following bills be paid.
