Clerk Strandquist was absent. Also present were Treasurer Olsen, Attorney Richard Kyle and Engineer Brad Lemberg. Sewer Installer's Having met the requirements, Nilsen moved, seconded by License - Breitner Black that Edmund J. Ryser of Breitner and Ryser be granted and Hys ert Suer Ins tal.l.er t s License. Ayes : All. Nays : None. Motion was carried. _. Klatt Properties Roy Klatt made preliminary inquiry into requirements of Hemline Avenue at village ordinances pertinent to developing his properties Rugglest_ between Roselawn and Ruggles Avenue west of Hemline Avenue. Investmentst Upoh recommendation of Treasurer Olsen, Black moved, seconded by Warkentien that Village Treasurer be authorized to make investments from funds in the Larpenteur Avenue WaterMain and Pumping Station Fund and the Refunding Sanitary Sewer Improvement of 1963.. Ayest All. Nayss None. Motion was carried. • Nilsen moved, seconded by Black that investments maturing on September 30, 1966 be called on or about the 26th day of September, 1966 in order that commitment for principle and interest due on certain bonds can be met on October 1st. Ayes3 All. Nays: None. Motion was carried. Maintenance Kenneth Quern, maintenance department, made regular report Department Report: of activities to the council. HEARING CONTINUED Pursuant to resolutionfof the Council dated August 31, 1966, Hoyt Avenue at which time the Council continued the public hearing on Sidewalk and the Hoyt Avenue Sidewalk and Curb and Gutter Tmprovement~ Curb and Gutter Mayor Nilsen opened public hearing. There were approximately Improvement: ten people present. It was stated that councilmen had made area inspection on September 17 and found that the sidewalk could be constructed without damage to surrounding properties and without placing undue burden on residents. • Parker Anderson Mr. Anderson stated he was for curb and gutter and si~ie~ralks 1513 ~._Hoyt: but could not see why some people get by without hav3.ng a sidewalk in this village and suggested that the village make this a package deal and install sidewalks throughout the village. He also suggested that inasmuch as eight people on Hoyt Avenue are without sidewalks, those should be installed this year. He was advised that time does not permit installation before winter weather. Engineer Lemberg commented on costs, drainage problems and lawns, and width of Hoyt Avenue when project is completed. In answer to Mrs. Molkenthints suggestion to construct sidewalks throughout the whole village, which would bring 210 cost to each resident down considerably. Mayor Nilsen commented that it was almost impossible to handle this type of pro3ect on village~wri.de basis. Resolution Ordering Stone introduced the following resolution and moved its Construction of adoption: Hoyt Avenue3ide- walk, Curb and lfl~[ERF,AS, after due notice of public hearing on the Gutter Improve- construction of Hoyt Avenue sidewalk, curb and gutter menu and improvements for. the Village of Falcon Heights, a hearing Directing Preparation on said improvements was duly held on August 31, 1966 of Final Plans and and September 1l~, 1966, and the Council has heard all Specifications parsons desiring to be .heard on the matter and has fully considered the same, NfJi~, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Falcon.Hei.ghts, Minnesota, as follows: 1. That it is advisable, expedient and necessary that the Village of Falcon Heights construct said improve- ments as described in the notice of hearing thereon and orders th.e same to be made. 2. Bonestroo, Rosene, Anderlik and Associates are hereby designated as engineers for this improvement and are hereby directed to prepare final plans and specifications for the making of said improvement. Motion for adoption of the foregoing resolution was duly • seconded by Black, and upon a vote being taken thereon the following voted in favor thereofs Nilsen, Warkentien, Stone and Black, and the following voted against the same: None. Whereupon said resolution was declared duly passed and adopted. Resolution Limiting Stone introduced the following resolution and moved its the Amount of adoption: Assessment for the Hoyt Avenue BE IT RESOLVED by the Village Council of the Village Improvements of Falcon Heights,.as follows: 1. The amount to be specially assessed against benefited properties shall not exceed ~2.~0 per front foot for the installation of curb and gutter. ~. The motion for the adoption of the foregoing resolution was duly seconded by Black and upon a vote being taken thereon, the following voted in favor thereof: Nilsen Warkentien, Stone and Black and the following voted against the same: • None. Whereupon said resolution was declared duly passed and adopted. Minnesota State Fair Letter of September lt~, 1966 from Paul L. Coppini, in part, Parking: suggested that parking should be restricted on the north side 2~.~]. r of Hoyt Avenue from Snelling Drive to Hamline Avenue during State Fair Week. Engineer was instructed to determine the type of signs that could be used. Northome Shopping Copy of letter addressed to"Attorney Galvin from Don Julen, Center: Northome Shopping Center, Inc., was reviewed. It.stated that representatives will attend the Council meeting on September 28 to discuss pending matters. Amended Variance William Helms, 1789 Asbury Street, submitted variance application:- application amending previous application, which is dated William Helms August 19, 1966. Application requests variance to allow 1789 Asbury: him to build detached ~arage four feet to the rear of his " residence and within 12 feet of the north property line. Black moved, seconded by Stone that application be referred to the Planning Commission for its recommendation. Ayess All. Nays= None. Motion was carried. Application for Black introduced the'follawing resolution and moved its Variance:- Ronald adoptions A. Mitsch 1l~57 W. Idaho Ave.s WHEREAS, Ronald A. Mitsch of 1.57 W. Idaho Avenue has `_ made application for variance and filed the.same with the Zoning Administrator for the Village of Falcon Heights along with the fee of X5.00, and WHEREAS, the matter has been referred to the Planning Commission,. NCFN, THEREFORE, BE IT RESOLVED that the Village Council. of Falcon Heights grants the variance request made by Ronald A. Mitsch on the 2nd day of September for variance of that property described as Lot 13, Block 3, Northome 3rd Addition which property is presently zoned, as R-1 all under the provisions of Section 16.05, Ordinance No. 61~ of the Village of Falcon Heights. The granting of this variance application allows the appli- cant to build an addition to his house, to within four feet of the east property line, in accordance with the plan sutr witted. It is noted herein that the neighbor on the east, ' Richard Carlson of ].la.53 W. Idaho Avenue has informed the council in writing that he is in complete agreement with the proposed addition being four feet from the lot lin®. The motion was duly seconded by Stone and upon a vote being ' taken thereon, the following voted in favor thereof: Nilsen, Black, Stone and Warkentien and the following voted against sames None. Motion was carried. Special Meeting Special-meeting to discuss the 1967 budget has been called Calleds for Saturday morning, September 17s 1966 at 9x30 a.w. Driveway -Gordon Pursuant to meeting of August 31, 1966 and couneilments Johnson review, Black moved that the Village Engineer be authorized 1852 Holtons to take the necessary steps to repair the driveway, including the door apron, at 1852 Holton (which driveway faces Ruggles Avenue). Motion was seconded by Stone. Ayess All. Nayss None. ..Motion was carried. 2lr.1.~2 Resolution Black introduced the following resolution and moved its Adopting Proposed adoptions Assessment Roll for Northeast Area ~ BE IT RESOLVID by the Village Council of the Village Storm Sewer Imp. of Falcon Heights,.as followss 65y1 and the Larpenteur-Albert ~l. The amount to be specially assessed against Imp. 66-1s every lot, parcel and piece of land specially benefited by the Northeast Storm Sewer Improvement (65-1) shall be two cents (2¢) per square foot of property. 2. The amount to be specially assessed against every lot, parcel and piece of land specially benefited by the Larpenteur~Al.bert Improvement (66-1) shall be four tenths cent (~.¢) per square foot of property. 3. The Clerk is directed to calculate the total amounts of special assessments for each parcel, lot and piece of land. Motion for the adoption of the foregoing resolution was duly seconded by Stone and upon a vote being taken thereon, the following voted in favor thereof: Nilsen Stone, Black and Warkentien, and the following voted against the same: None.
