Warkentien entered. during the course of the meeting. Also present were Attorney Kyle, Engine®r Lemberg, who entered during the course of the meeting. Absent: 1Yi11iam E, Olsen, Treasurer. Mrs. Betty Irish represented the League of women Voters. Robert Bixby from Anoka State College was an observer. Correspondence: Ind. School Letter dated November 2, 1966 signed by Emmet D,~Yilliams, Dist._623 Superintendent of Schools Independent School Des trict 623 Supplementary stated that district is planning a school bond election to Bond Issue: be held December 8, 1966 regarding supplementary bond issue to provide funds for a new elementary school, an elementary school addition, res~deling senior high facilities, s quip- ment, landscaping and assessments. Clerk was .. _ instructed to address communication to Roberts (xith copy to building inspector) advising that proposed plans are acceptable with the exception of the l0 foot side yard requirement on the west. side of the proposed garage. Letter from Engineer Lemberg under date of November 7 xas Expansion and ,/ confixmation of verbal report to council that proposed Parking Lot: /,~ parking lot expansion at the I~an,do Photo Company is xe11 _ laid out and acceptable. University Grove Mayor Nilsen read letter he received from Mr. R, C. Jordan, Homeovmers~ president of the University Grove Homeowners Association Associations regarding posting of iNo Parking 8:00 A.M. to ~t:00 P.M.~ signs in various locations around University Grave area. Meeting to discuss same has been scheduled for November 22. 2.72 Christmas Tree Having met the requirements, it was moved by Strandquist, Licenses seconded by Stone that application to operate_a Christmas _ Tree lot at the corner of Cleveland and Larpenteur Avenues be granted to the Forestry Glub, University of Minnesota. Gerald Dowell, 991 .Bayless Avenue. made application. Ayes: All. Nays: .None. ~iiotion was carried. Adding Machine Strandquist advised that office adding machine is in Repair:... need of repair. Council deemed it advisable to have repairs made at a cost not to exceed X62.45. Larpenteux~-Snelling Mayor Nilsen, Clerk Strandquist, Councilman Black and Signal Revisions Engineer Lemberg met_with representatives of_the Minnesota. . Highway Department on November 8, 1966, at the Highway Building.to discuss the Larpenteur-Snelling signal revisions.. At that meeting, it was reported that State Highway Comm- issioner Jamieson instructed E. J. McCubrey, District Engineer, to proceed with the plans. It was stated that bids shall be let this fall with completion of project anticipated no earlier than six to nine months. It was the feeling of councilmen in attendance that the Village of Falcon Heights would not contribute to any of the cost of this project. Proposed Klatt Plat Letter from Engineer Lemberg under date of November 7, Roselawn Avenue and 1966 stated in part that there were tyro items of question H~.i-ne: _ regard3.ng the Proposed Kl.att Plat. It further stated that upon receipt of a final accepted plat and upon order of the Village Council, the consulting engineers will proceed with plans and specifications for necessary water, suer and street construction. To date, only the preliminary plans have been submitted by Roy Klatt. Black moved that the Village Consulting Engineer be authorized to draft a letter addressed to Roy Rlatt, Administrator of Conrad KLattts Estate, to be signed by the Village Clerk. Said. letter shall advise Mr. Klatt of the form and content necessary for a final plot plan, all in accordance with Ordinance No. b9, in relation to th® property legally described as follows Unplatted Lands Subj to Ruggles St over S 6 ft and Subj to Roselawn Ave. Part E of E Line of Klatts Add and NLY EXT,of SD E Line of Nw1/2 of ~' 16 acres of E 24 acres of .NE 1/4 of SW 1/4 of _ 15 2923 Further moved that inasmuch as administrator of said estate plans to dedicate to the public all of~street to be kno~m as Sheldon Street, that such dedication be shown on final plot plan. Motion was duly seconded by Warkentien and upon a vote the following voted for s awes Nilsen, Strandquist~ V+(arkentien, Black and Stone and the follar~ring against; None. Motion xas carried. . ~J f 1 273 1 Night Time It was decided that a meeting be scheduled with representa- Patrolman: fives of Ramsey County Sheriff Department and. also Village of Lauderdale for the purpose of discussing possible arrangements for night time patrol of Lauderdale and Falcon Heights by the Ramsey County Deputy Sheriffs. Meeting. is scheduled for 7:30 P.M. i.n the Falcon Heights Village Hall on November 22. Skating Instructors Black has communicated with Mutual Service Insurance Insurances _ Compauly regarding insurance for sleeting instructors who . will be retained by the Village but will not be employees of the Village. Mutual Service advised that present policy provides the protection as far as village is concerned, but policy will not include these instructors as tinsureds~. It is suggestion of the insurance company that vil.lage~ representative discuss this with the instructors and they be requested to contact their own insurance agent for the purpose of having a 'business pursuit' endorsement plated on their own homeownerst insurance policy. St was suggested that the village be provided with copy of such endorsement. 1~Tarming House Falcon Heights School Qrounds: Inasmuch as the roof of the warming house on the Falaon Heights Elementary School playgrounds has been damaged, council deemed it advisable to instruct the maintenance department to purchase materials and make the necessary repairs. Compensation of Stone reported that he contacted Fire Chief Helbig Volunteer Firemen regarding compensation for volunteer firemen vrhen employed for 2!~ hour shifts: to fill in for vacationing or ill regular firemen, which salary amount was provided far in motion adopted at special council meeting of October 22. Fire Chief stated it was his belief no one in the Volunteer Fire Department would n work. such shift for that amount of compensation. This for the purpose of stating reason for rescinding said motion at council meeting on October 29, 1966. 1 University of Engineer Lemberg advised he had attended meeting earlier Minnesota -Plans for this evening regarding University of Mirmesota Transportation Transportation, Circulation and Parking. He stated that University has Circulation, and hired a professional planner to coordinate inter-campus Parking' and perimeter parking and traffic plans. Said meeting was ~brainstormingt session regarding problems_of access routes, parking space etc. for students within the area of the west bank, main campus and farm campus, and some means of fast transportation between campuses. Fairview Avenue Therewas discussion at this meeting of extending Fairview Eactension; Avenue. Nilsen moved, seconded by Strandquist that ~ Lemberg be authoriZed by the Village Council to keep in touch with and attend. all the. necessary meetings called regarding this study of Transportation, Circulation, and Parking.t Ayes: All.. Election Judges Appointed . for Annual Village Elections Warkentien moved, seconded by Nilsen that the following be appointed election fudges for the Annual Village Election to be held on December 6, 1966. Polling places will be open from 12s00 N to 8:00 P,M.
