Also present were Treasurer Olsen, Attorney Kyle and Engineer Lemberg P4rs. r~erriam represented the League of women Voters. rJii.nutes: Nilsen moved, seconded by Strandquist that the minutes of the regular meeting of October 26, 1966 be approved.. Ayes: All, Nays: None. `Tdotion was carried. Plumber authorized Having met the requirements, it was moved by Strandquist, to obtain permits: seconded by Nilsen that Berghorst Plumbing and Heating Co. be authorized to obtain permits to do plumbing work in the Village of Falcon Heights. Ayes: All. Nays: None. P~gotion was carried. Christmas Tree Having met the requirements, it was moved by Ni]s en, Lot License: seconded by Black that Hermes Floral Company be granted license to operate a Christmas Tree Lot on the premises at 2100 West Larpenteur Avenue. Ayes: All. Nays: None. Motion was carried. Sewer Rental Strandquist moved, seconded by Stone that due to the death l6l~5 Garden Avenue: of Dr. 0. J. ~~all zf~rho resided at 16t~5 Garden Avenue, Sewer Rental No. 371, that penalties that have accrued in the amount of X3.00 be written off the books. Ayes: All. Nays: None. I=Sotion was carried. Ramsey County Cha?.rman of the School House Committee of the Ramsey County Historical Society Historical Society, Frank Paskewitz, was present, His Brick Chimney: letter of November 23, 1966 was reviewed.. The Society is requesting permission to reconstitu'6e the chimney in the school house as it now stands to maintain the architectural construction of chimney in the manner more natural7.y fitting into the vintage of a school house of its day. The present village code requires that brick chimney go clear to the floor, but said chimney as proposed will not. Black moved, Stone seconded that the Ramsey County Historical Society owners of the school house at 209? l~~test Larpenteur Avenue be authorized to construct a chimney as indicated in above- mentioned letter. Chimney shall be subject to the inspection and approval of the Village Engineer, with the understanding that if reconstitution of the chimney is not satisfactory, then the Society will remove it and start from scratch. Ayes: All. Nays: None. Motion was carried. Klatt Development: Black introduced the folloiving resolution and moved its adoption: Subdivisions: Public Hearings ~?HEH,EAS, Roy P. Klatt Development- ~~darkentien introduced the following resolution and moved Variance Request its adoption: Lot Sizes: 6'~HEREAS, Roy P. Klatt, Administrator of the Estate of Conrad Klatt, deceased, has made application for a variance from the provisions of Ordinance No. 6It for four proposed lots of the proposed subdivision to be known as Klatt's Addition No. 2; said lots being Lots 1 and 8, Block !~ and Lots 1 and 8, Block 5, of said proposed Klatt's Addition No. 2; said variance to permit the platting of the four lots at widths of less than 90 feet, but not less than 7S feet, ar~cl YiHEREAS, said request for variance has been referred to the Planning Commission for reco~nendation and report, and ~r'~FiEREAS, said Planning Commission has recommended that the request be denied; and WHL'REAS, the Council has fully considered the request, and has consulted with the Village Engineer, who has recomm- ended the granting of said variance, and his found that said variance will not adversely affect the character and devel- opment of the neighborhood, and is in keeping with existing lot sites and that the granting of said variance is necessary to alleviate hardships and difficulties: NO4Y, THEREFORE, BE IT RESOLVED thgt said request for variance from the provisions of Ordinance 6?~ is granted. subject to final approval of the Subdivision to be known as Klatt's Addition No. 2. Final Estimate Engineer Lemberg's letter of Nov. 16, 1966 advised that work on N.E. Storm Sewer the N.E.Storm Sewer Street Repair and Village Street rSaintenance Imp. 65 is and Seal Coat Project has been satisfactorily completed by Ray Street Repair Sina Contracting Co., Inc. and it is recommended that final Village Mtce. payment be made. Nilsen moved, seconded by Black that council & Seal Coat authorize payment of Estimate No. 2 and Final in the amount of Proj. 1966: X2,000.00 Ayes: All. Nays: None. Pdotion was carried. University Grove I~Iayor Nilsen stated that h® and Attorney Kyle had attended a }Parking' meeting on Nov. 22 in the University Board of Regents' Room. In attendance were the Police Chief of the University, Assistant to the President of the University, Dr. Elmer Learn, and j~tr. Lukerman of the University. After discussion, Black moved that the Village Council authorize placing of traffic signs on the north side of Hoyt Avenue between Cleveland and Coffman to show 2 hour parking between the hours of 8s00 a.m. and l~:00 p,m. T~Iotion was seconded by Nilsen. Ayes: All. Nays: None, lotion was carried. It is understood the University will install signs needed at its own expense. Cleveland Avenue Black moved that Village Engineer be authorized to send request 'Parking' to Ramsey County Commissioners that all parking be eliminated on Cleveland Avenue between Larpenteur Avenue and Hoyt Avenue and to post appropriate si~*ns. ~'-04otion was seconded by Nils en. University Grove Ikdayor Nilsen read from copy of letter of November 19 addressed Homeowners' to Dr. Elmer Learn signed by Jeanne T. Lupton, Sect'-Treasurer Association - of University Grove Homeowners' Association, Recreations Letter to i~iayor Nilsen from Jeanne T. Lupton dated Nov. 20, 1966 was also read. The letters were in regard to recreation grogram in the University Grove area. Request was made that area bounded by Coffman and Ford Streets on the west and east, and by Larpenteur and Folwell Streets on the north and south, be available for recreation activities. Warkentien moved, seconded by Blaclc that the council authorize the flooding and maintaining of lot across the street from 21>!~ Folwell, which lot shall be used. as a village skating rink. Same shall be accomplished subject to the renewal of agraemont covering liability similar to previous agreement made with the University. Ayes: All. Nays: None. b'lotion was carried. Previous to above motion, Nilsen advised that at meeting of November 22, University officials had stated that said lot would be cleaned up and graded and prepared for .flooding. Larpenteur-Snelling Nilsen moved that the letter from the State Highway Avenue Proposed Department dated November 17 and the enclosed proposed Layout: layout (Copy 2 Layout 3G) be referred to the Village Consulting Engineers for study and report. Seconded by 2l~79 Strandquist. Ayes: All. Nays: None. Motion was carried, Sewer Rental Council revi~red Resolution of the Saint Paul City Council - Rates Increased Council file No. 230.78. Same effects property lying within by City of Saint the corporate limits of the City of Saint Paul as well as Paul: property lying outside the corporate_lima.ts and served by the sevrage disposal system of the City of Saint Paul and is effective October 1, 196b. Sewer rental rates adopted by-the St. Paul Council August 1, 1961 are cancelled and superseded by resolution approved October 11, 1966 (No, 230.78). Falcon Heights residents are effected by the incr®ase 3.n rates. effective October 1, 1966, Workments Compensation In response to requests for insurance bids, the Insurance Bidss following proposals were received: 1.
